About this opportunity
U.S. Army Contracting Command–Anniston Army Depot issued a Commercial Solutions Opening (CSO) on May 19, 2025, continuously open until September 30, 2030, to modernize the Organic Industrial Base through competitive procurement of innovative commercial items, technologies, and services under authority of 10 U.S.C. 3458, as amended by Section 1823 of the FY2026 National Defense Authorization Act. Anniston Army Depot is the designated Center of Industrial and Technical Excellence for tracked and wheeled ground combat vehicles (minus Bradley), towed and self-propelled artillery, assault bridging systems, small caliber weapons, locomotives, rail equipment, and non-tactical generators. The Army seeks solutions in Convergent Manufacturing—agile and adaptive facilities, connected digital enterprise, advanced manufacturing, Digital Twin, automation, and cybersecurity—evaluated on individual merit and awarded as fixed-price FAR Part 12 commercial item contracts. Both traditional and non-traditional defense contractors, small businesses, and nonprofit research institutions are eligible. The multi-phase process begins with solution briefs (five pages or fifteen slides maximum), proceeds through optional presentations for selected offerors, and culminates in detailed Commercial Solution Proposals. Phase 1 submissions are evaluated within 30 days on responsiveness, technical merit, and innovation. Companies must obtain a Unique Entity ID and register in SAM.gov prior to award. The government will not reimburse proposal development costs and reserves the right to select all, some, or none of submitted solutions. Multiple Areas of Interest with individual deadlines have been posted; the most recent (as of March 17, 2026) include AoI 0003 Advanced Manufacturing Acceleration (closing March 31, 2026), AoI 003 Minor Construction SATOC (closing April 30, 2026), and AoI 005 Solid Waste Disposal (closing May 11, 2026).

This CSO is issued under the authority of 10 U.S.C. §3458, as amended by Section 1823 of the National Defense Authorization Act for Fiscal Year 2026. The amended statute authorizes the Department of Defense to acquire commercial products, commercial services, and non-developmental items through a general announcement and a peer, technical, and/or operational review of proposals. This CSO serves as the general announcement mechanism through which the Army seeks to modernize the OIB at Anniston Army Depot. Finally, Contracting Officers shall treat items, technologies, and services acquired using a CSO as commercial items. Contracts or agreements under this authority shall be fixed-price, including fixed-price incentive fee contracts.
The U.S. Army recognizes that investments in producibility and advanced manufacturing will need to continue to be made to support a vast array of crucial activities, including but not limited to acquisition, sustainment, logistics, and ultimately the Army’s Modernization of its OIB. Anniston Army Depot is the designated Center of Industrial and Technical Excellence (CITE) for tracked and wheeled ground combat vehicles (minus Bradley), towed and self-propelled artillery, assault bridging systems, individual and crew served small caliber weapons and locomotives, rail equipment and non-tactical generators. In order to deliver impactful operational results, the US Army must modernize the OIB, particularly in the areas of Agile / flexible facilities, connected digital enterprise, advanced manufacturing, Digital Twin, automation, and cyber security. DEVCOM has coined these technologies collectively as Convergent Manufacturing.
With the focus on both “new capabilities” and “operational constructs” convergent manufacturing technologies will accelerate the OIB’s capability to get advanced solutions to the Warfighter while enhancing and optimizing the Defense Manufacturing Base for today and tomorrow’s missions.
Manufacturing excellence is critical for Army technology dominance and force projection to increase the “Speed of Battle.”
This CSO will utilize the process authorized by DFARS Subpart 212-70. Under this CSO, the DoD will be allowed to competitively procure commercial items, commercial services and non-developmental items. CSO procedures provide a streamlined acquisition process and simplified contract terms resulting in FAR-based contracts awarded under Part 12 Commercial Item Procedures. Both traditional and non-traditional defense contractors may be awarded contracts under this CSO. Under a CSO DoD contracting officers may competitively select proposals received in response to a general competitive announcement, similar to a broad agency announcement, based on a review of proposals by subject matter experts.
The FY26 NDAA supersedes earlier references to Class Deviation 2022‑O0007 and Section 803 of the FY22 NDAA. All acquisitions under this CSO rely solely on the amended statutory authority in 10 U.S.C. §3458.

The U.S. Army recognizes that investments in producibility and advanced manufacturing will need to continue to be made to support a vast array of crucial activities, including but not limited to acquisition, sustainment, logistics, and ultimately the Army’s Modernization of its Organic Industrial base (OIB).
This CSO will utilize a solicitation process authorized by DFARS Subpart 212-70. Under this CSO, the DoD will be allowed to competitively procure innovative commercial items, technologies, and services. CSO procedures provide a streamlined acquisition process and simplified contract terms resulting in FAR-based contracts awarded under Part 12 Commercial Item Procedures. Both traditional and non-traditional defense contractors may be awarded contracts under this CSO. Under a CSO DoD contracting officers may competitively select proposals received in response to a general competitive solicitation, similar to a broad agency announcement, based on a review of proposals by scientific, technological, or other subject matter experts.

The 2014 Quadrennial Defense Review (QDR) established innovation as a central line of effort in the national defense strategy of the United States. The decisive military advantage of the United States over its adversaries and peer competitors is steadily eroding. Consequently, under section 803 of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2022 (Pub. L. 117-807 contracting officers may acquire innovative commercial items, technologies, or services using a competitive procedure called a Commercial Solutions Opening (CSO). Under a CSO, the Department of Defense may competitively select proposals received in response to a general solicitation, similar to a broad agency announcement, based on a review of proposals by scientific, technological, or other subject-matter expert peers. Use of a CSO in accordance with Class Deviation 2022-O0007 is considered to be a competitive procedure for the purposes of 10 U.S.C. chapter 221 and FAR 6.102. Finally, Contracting Officers shall treat items, technologies, and services acquired using a CSO as commercial items. Contracts or agreements under this authority shall be fixed-price, including fixed-price incentive fee contracts.
