About this file
This is a Questions and Answers (Q&A) document for the FALCONS (Federal Acquisition of Lightweight Computerized Optical Networked System) White Paper submission in response to an Announcement of Intent (AoI). The document contains 13 questions and government responses posted between October 16 and October 30, 2026, clarifying submission requirements and evaluation procedures.
Key submission requirements include: a Rough Order of Magnitude (ROM) price is mandatory and may be submitted as an appendix, attachment, or separate document; Controlled Unclassified Information (CUI) may be submitted with a DoD SAFELink provided; graphics and acronym lists may be included as appendices excluded from page count; and the Test Verification Matrix should be an appendix rather than a separate narrative section, with TVM selection methods identified in a Compliance Matrix dropdown list. Government-Furnished Property (GFP) will be provided for the Materiel Test Article-Rapid Prototype (MTA-RP), with exceptions for LRAS3 TDY, VMY, Battery box, and cables for follow-on production; offerors should quote any proposed changes separately in the ROM. The white paper submission deadline was extended to November 13, 2026. Additional clarifications address that no defined timeline or weighting exists for evaluation criteria; the PVMY is an objective requirement planned as a P3I (Priced Post-Increment); Far Target Location requirements were relaxed to allow trade space; and future production procurement strategy under FAR Part 12 has not been confirmed as the Government remains in planning stages.

Question # OFFEROR QUESTIONS GOVERNMENT RESPONSES Posted
The instructions in the CSO Amendment 33 document state that all solutions briefs must include "... a rough order of magnitude price for the proposed solution and include desired payment terms.". The FALCONS AoI White Paper instructions state in section 9.9 that Offerors must provide "7.Estimated unit-cost drivers for potential follow-on production" and" 8.Estimated unit cost at representative quantities of 22, 51, 101". There is no mention of a ROM in the FALCONS AoI instructions. Can the Government confirm if a ROM is required as part of the submission for the FALCONS White Paper? If so, should this be provided as a separate document?
Yes, a ROM is required as part of the white paper submission. It may be provided as an appendix, attachment, or a separate document.

The CSO requirements state that all solutions briefs, presentations, and proposals must be unclassified. For the purpose of the FALCONS Solution Brief, can Offerors submit CUI? If yes, should Offerors request a DoD SAFELink?
Yes, Offerors may submit CUI information and a DoD SAFELink can be provided. 10/16/2026
The white paper organization list in 8.2 does not list the Test Verification Matrix (TVM) as it's own narrative section, but in section 9.5 of the white paper content requirements, TVM is listed as its own narrative section where Offerors can describe global considerations. Is it the Government's expectation that TVM should have it's own narrative section, resulting in 12 white paper sections for 8.2?
The TVM should not be a separate section under 8.2. As stated, the TVM should be an appendix to the WP to describe global considerations
10/16/2026
Should the Test Verification Matrix (TVM) be submitted as a separate matrix as its own appendix in the White Paper or as a separate attachment to the WP? Or should the TVM responses be included as part of the performance spec compliance matrix appendix (9.4)?
The TVM section of the Compliance Matrix is a drop down list that should identify the method. Offerors may provide additional information regarding their TVM selection in the TVM appendix as stated in the above question.
10/16/2026
Can Offerors assume that the GFP indicated in Section 6.0 will be provided at the time of production for the purpose of generating the unit cost estimates requested in Section 9.9?
GFP listed will be provided for the MTA-RP. All GFP listed with the exception of the LRAS3 TDY, VMY, Battery box, and cables will be provided for follow-on production. Although the MCODE (MGUE) GPS receiver will be provided as Government-Furnished Property (GFP), PMGS requests that any proposed changes or variances to these items be quoted separately in the Rough Order of Magnitude (ROM).
10/16/2026
6 Can graphics be included as appendices and excluded from page count? Yes 10/16/2026
Can Offerors include an acronym list as appendix of their White Paper and have it excluded from the page count?
Yes 10/30/2026
Is there a defined timeline after prototype development when full capabilities relative to the performance specification must be met?
No, Future ECP's will be dependent on user feedback and PM Office resourcing 10/30/2026
9 Is there any defined weighting for the evaluation criteria? No, there is no defined weighting for the evaluation criteria. 10/30/2026
Is the PVMY still going to be a requirement for FALCONS? The PVMY is an objective requirement for FALCONS. It is not expected to be proposed for the first iteration of the system. However, it should be planned as a P3I, dependent on resourcing.
10/30/2026
Does the USG intend to procure the future FALCONS production under FAR Part 12? The Government is still in the planning stages of any future FALCONS production and the contract strategy has not been confirmed.
10/30/2026
Why is the Far Target Location requirement loosened in this RFI? Will Cat 1 be a requirement in the future?
The requirements were relaxed to allow for additional trade space. Future ECP's may change the requirement based on user feedback and additional resourcing
10/30/2026
Will the Government provide a one-week extension for submission of WPs? Yes, the WP submission date has been revised to 13 November 2026. The updates have been included in the AoI.
