About this file
This is an Area of Interest (AoI) document seeking domestic sources for hand and measuring tools manufacturing and assembly. The Product Manager for Engineer, Maintenance, and Support Equipment (PdM EMSE) is actively recruiting U.S.-based companies to produce hand and measuring tools in compliance with the Berry Amendment (10 U.S.C. 4862), which mandates domestic production for these items. The initiative targets any or all items classified under Federal Supply Group 51 (hand tools) and 52 (hand and measuring tools), with specific quantities listed in Attachment 1. Solutions must prioritize domestic sourcing through any combination of local sourcing networks, onshore manufacturing operations, or advanced manufacturing infrastructure. The white paper submission deadline is November 2, 2026, though the AoI will remain open to accept submissions beyond this date. Points of contact for submissions are Procurement Specialist Matt Kunkel (matthew.d.kunkel2.civ@army.mil), Barbara Rogowski (Barbara.Rogowski2.civ@army.mil), and Lynn Byrne (Lynn.M.Byrne.civ@army.mil).
The related Commercial Solutions Opening (CSO) under solicitation number W912CH-26-S-0001 is issued by Army Contracting Command - Detroit Arsenal (ACC-DTA) under DFARS Subpart 212-70 authority and may result in awards throughout 2028. Awards may be structured as FAR Part 12 commercial contracts with fixed-price or fixed-price incentive fee terms, or non-FAR agreements including transaction agreements under 10 U.S.C. 4022 and Cooperative Agreements under 31 U.S.C. 6305. This CSO seeks innovative commercial technologies and services to modernize the Army's Organic Industrial Base and enhance ground vehicle systems capabilities, with potential applications across multiple Army portfolios and federal agencies.

Domestically Produced Hand and Measuring Tools
The Product Manager for Engineer, Maintenance, and Support Equipment (PdM EMSE) is seeking domestic companies to assemble or manufacture hand and measuring tools within the United States. The “Berry Amendment” (10 U.S.C. § 4862), as implemented by RFO DFARS 225.7002-1, precludes the Government from procuring certain items unless the items are produced in the United States. Specifically, RFO DFARS 225.7002-1(a)(2) precludes the Government from procuring “Hand or measuring tools, unless the tools were produced in the United States.”
The primary objective is to find domestic sources with the capability to produce any or all of the items listed in Attachment 1, Required Domestic Tools in the quantities specified therein. The initiative specifically targets items classified under Federal Supply Group 51 (hand tool) and 52 (hand and measuring tools). Proposed solutions must prioritize domestic sourcing first by any means necessary. While the integration of U.S.-based advanced manufacturing is highly encouraged as a key enabling capability, the primary objective remains securing domestic source components, materials, and assembly workflows. Solution briefs should illustrate domestic capabilities, including local sourcing networks, onshore manufacturing operations, or specialized advanced manufacturing infrastructure.
The Army is seeking to make awards as soon as possible; therefore, the suspense for white paper submission is by no later than 2 Nov 2026. This Area of Interest will remain open and whitepapers will continue to be accepted after the submission suspense. Further, the AoI Attachment is fluid and will be updated as new requirements are received and fulfilled.
The POC for this requirement is Procurement Specialist, Matt Kunkel; email: matthew.d.kunkel2.civ@army.mil
