About this opportunity
Naval Facilities Engineering Command Hawaii intends to award sole-source contracts under an $8 billion unrestricted Design-Bid-Build IDIQ MACC to multiple vendors for work order P-2001, a FY23 Military Construction project for a C-40 Aircraft Maintenance Hangar and Parking Apron at Marine Corps Base Hawaii, Kaneohe Bay. The original MACC was awarded on June 12, 2025, under contract numbers N62478-25-D-4041 through N62478-25-D-4051.
NAVFAC Hawaii is posting eight separate Justifications and Approvals for sole-source procurements of specialized fire detection, suppression, and control equipment mandated by Unified Facilities Criteria (UFC) 4-211-01 and Interim Technical Guidance (ITG) FY26-01 for aircraft maintenance hangars. Procurements include: Aclara KV2c Electric Smart Meters (three units) from Aclara Technologies LLC, justified by standardization and interoperability with MCBH's existing advanced metering infrastructure (282 of 397 meters already Aclara units); Viking Grate Nozzle Model GN202 from The Viking Corporation, the only UL-listed or FM-approved model meeting NFPA 11 standards; Viking Model PK Grate Nozzles (33 units) from The Viking Corporation, specifically mandated by ITG FY26-01; Enviro USP synthetic fluorine-free firefighting foam concentrate from Dafo Fomtec AB, the only FM-approved foam for use with Viking Grate Nozzles; Det-Tronics Eagle Quantum Premier Fire Detection/Releasing Control Unit, expressly required by UFC 4-211-01; Det-Tronics X3301 Multispectrum Infrared Flame Detectors (eight units), FM-approved for hydrocarbon fuel fire detection and mandated by UFC 4-211-01; STAR-ELT Software Defined Radio Alarm Transmitter and antenna from Kingfisher Company, selected for integrated system compatibility and personnel training; and Automated Logic Corporation DDC software for HVAC integration, chosen for lifecycle cost savings and compatibility with existing energy management systems.
All procurements are justified under FAR 6.302-1 (only one responsible source) and Title 10 U.S.C. 3204(a)(1). Sources Sought notices posted on SAM.gov yielded no qualifying competing responses. Place of performance is Marine Corps Base Hawaii, Kaneohe Bay, and Wake Island.
