About this file
This is a Justification and Approval (J&A) document for other than full and open competition issued by the Naval Facilities Engineering Systems Command (NAVFAC), Hawaii.
NAVFAC Hawaii is seeking approval to procure Enviro USP synthetic fluorine-free firefighting foam concentrate, manufactured by Dafo Fomtec AB (P.O. Box 683, SE-135 26 Tyreso, Sweden), for the FY23 Military Construction (MCON) Project P-2001 C40 Aircraft Maintenance Hangar & Parking Apron at Marine Corps Base Hawaii, Kaneohe Bay. The estimated procurement cost represents a percentage of the total estimated construction cost, though specific figures are redacted. The foam concentrate will be mixed with fresh water to create a fire suppression solution for Viking Grate nozzles on the hangar bay floor, providing low-level fire protection for aircraft ignitable liquid fuel fires. The procurement is authorized under FAR 6.302-1 and Title 10 U.S.C. 3204(a)(1) based on the determination that only one responsible source exists.
The sole-source justification rests on the fact that Enviro USP is the only foam concentrate with Factory Mutual (FM) approval for use with the Viking Grate Nozzle, which is mandated by Unified Facilities Criteria (UFC) 4-211-01 for aircraft maintenance hangars. Two Sources Sought announcements were issued (January 22, 2026 and February 12, 2026) on SAM.gov, receiving responses from Vorbeck Materials Corporation, Media Plumbing & Heating Inc. DBA Kinetix, and PermaFix Environmental Services, Inc. All alternative proposals were rejected because they either lacked FM approval for the Viking Grate Nozzle or relied on proposed future approvals rather than established certifications. The Contracting Officer has determined the anticipated cost to be fair and reasonable, with no plans for future competition unless another qualifying source emerges.

JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity.
Naval Facilities Systems Engineering Command (NAVFAC), Hawaii (HI), Construction Contracts Branch, Joint Base Pearl Harbor-Hickam (JBPHH), HI.
2. Description of the Action Being Approved.
Request approval for the use of Enviro USP, manufactured by Dafo Fomtec AB, P.O. Box 683, SE-135 26 Tyreso, Sweden for the construction project FY23 Military Construction (MCON) Project P-2001 C- 40 Aircraft Maintenance Hangar & Parking Apron, Marine Corps Base Hawaii (MCBH), Kaneohe Bay, HI (Work Order No. ).
3. Description of Supplies/Services.
The general scope of work for P-2001 is to construct a high-bay aircraft maintenance hangar with low-rise space for administration, maintenance and aircraft/spares storage to provide a weather protected shelter for inspection, service and maintenance for the C-40 aircraft. Work includes a low-level fire protection system for the hangar bay, fire sprinkler systems, and a fire alarm and mass notification system.
The Enviro USP synthetic fluorine free firefighting foam is the foam concentrate mixed with fresh water to create the fire suppression foam water solution for the Viking Grate nozzles on the hangar bay floor that provide low level fire protection for an aircraft ignitable liquid fuel fire.
The estimated procurement cost is $ , which is % of the estimated construction cost of $ for P-2001.
4. Statutory Authority Permitting Other Than Full and Open Competition.
This request is pursuant to the authority of FAR 6.302-1 and Title 10 U.S.C. 3204(a)(1) – Only one responsible source and no other supplies or services will satisfy the agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
a. Fomtec Enviro USP synthetic fluorine free foam concentrate is the only foam concentrate Factory Mutual (FM) approved for use with the Viking Grate Nozzle. The Viking Grate Nozzle is a proprietary product that is required to be used for low level fire protection systems in aircraft hangar bays by Unified Facilities Criteria (UFC) 4-211-01 “Aircraft Maintenance Hangars”, Change 3 dated April 20, 2021, paragraph 7-11.1.6. No other foam concentrate is Underwriters Laboratory (UL) listed or FM approved for use with the Viking Grate Nozzle.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
A Sources Sought Notice (No. N62478CON31FY2606) was posted on 22 January 2026 on the System for Award Management (SAM.gov) website. Two responses were received in response to this announcement.
a. Vorbeck Materials Corporation submitted a response for the Vorbeck Firefighting Foam O3.
The response states “Vorbeck can apply for FM approval as required.” This foam concentrate does not meet the criteria to be FM approved for use with the Viking Grate Nozzle. Stating that Vorbeck can apply for FM approval does not meet the criteria. Additionally, the Vorbeck Firefighting Foam O3 foam concentrate may not pass the testing to be FM Approved.
b. Media Plumbing & Heating Inc. DBA Kinetix submitted a response offering to provide Solberg 3% MIL-SPEC foam concentrate manufactured by Perimeter Solutions. The response states, “SOLBERG is not currently FM approved to be used with the Viking Grate Nozzle, but Viking has been doing extensive testing using SOLBERG in Grate Nozzle Systems.” This does not meet the criteria for the foam concentrate to be FM approved for use with the Viking Grate Nozzle. Internal manufacturer testing by The Viking Corporation does not constitute, nor is it a substitute for, FM approval.
The response from Media Plumbing & Heating DBA Kinetix also pointed out that there is no foam concentrate that meets both requirements to be 1) FM approved for use with the Viking Grate Nozzle and 2) Comply with Military Performance Specification (MIL-PRF)-32725 and be listed in the Defense Logistics Agency Qualified Product List (QPL)-32725. Subsequently, the second requirement to comply with MIL-PRF-32725 and be listed on QPL-32725 (which was mistakenly included in the Sources Sought) was removed from the Sources Sought Notice (No. N62478CON31FY2606) and it was re-posted on 12 February 2026 on the System for Award Management (SAM.gov) website. One response was received in response to this revised announcement.
a. PermaFix Environmental Services, Inc. submitted a response offering to provide FireBull fluorine-free foam concentrate manufactured by Enforcer One, LLC. The response states the FireBull F3 3% and 6% synthetic fluorine free foam concentrate is Underwriters Laboratory (UL) listed. This does not meet the criteria for the foam concentrate to be FM approved for use with the Viking Grate Nozzle.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions taken to remove barriers to competition.
For the reasons set forth in Paragraph (5), NAVFAC HI has no plans at this time to compete future contracts for the types of supplies/services covered by this document. Should another potential source emerge, NAVFAC HI will assess whether competition for future requirements is feasible.
