About this file
This is a Justification and Approval (J&A) document for other than full and open competition issued by Naval Facilities Engineering Systems Command (NAVFAC), Hawaii.
NAVFAC Hawaii seeks approval to procure an Eagle Quantum Premier Fire Detection/Releasing Control Unit manufactured by Det-Tronics (6901 West 110th Street, Minneapolis, Minnesota 55438) for FY23 Military Construction Project P-2001, the C-40 Aircraft Maintenance Hangar and Parking Apron at Marine Corps Base Hawaii, Kaneohe Bay. The fire detection and releasing control unit will monitor and control X3301 Multispectrum Infrared Flame Detectors to provide automatic detection of aircraft fuel fires and activate the low-level fire protection system for the high-bay aircraft maintenance hangar. The equipment provides an addressable, microprocessor-based fire alarm controller with programmable logic for automatic and manual detection, annunciation, fire suppression system releasing service, and programmable output relays. The procurement is justified under Federal Acquisition Regulation (FAR) 6.302-1 and Title 10 U.S.C. 3204(a)(1) based on a single responsible source determination, as the specific equipment is mandated by Unified Facilities Criteria (UFC) 4-211-01 "Aircraft Maintenance Hangars," Change 3 (April 20, 2021), Paragraph 7-6.4, which explicitly requires the Det-Tronics Eagle Quantum Premier unit. A Sources Sought Notice (N62478CON31FY2604) was posted on SAM.gov on December 16, 2025, with no responses received. The Contracting Officer has determined the anticipated cost to be fair and reasonable. The Chief of the Contracting Office has approved the procurement using other than full and open competition.

Work includes a low-level fire protection system for the hangar bay, fire sprinkler systems, and a fire alarm and mass notification system.
The Eagle Quantum Premier Fire Detection and Releasing Control Unit provide monitoring and control of the X3301 Multispectrum Infrared Flame Detectors which provide automatic detection of an aircraft ignitable liquid fuel fire to activate the low-level fire protection system. The Eagle Quantum Premier Fire Detection/Releasing Control Unit provides an addressable, microprocessor-based fire alarm controller with programmable logic to provide automatic and manual detection, annunciation, fire suppression system releasing service, and programmable output relays for auxiliary functions.
The estimated procurement cost is $ , which is % of the estimated construction cost of $ for P-2001.
4. Statutory Authority Permitting Other Than Full and Open Competition.
This request is pursuant to the authority of FAR 6.302-1 and Title 10 U.S.C. 3204(a)(1) – Only one responsible source and no other supplies or services will satisfy the agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
