About this file
This is a Justification and Approval (J&A) document for a sole-source procurement by the Department of the Navy.
The Naval Facilities Engineering Systems Command (NAVFAC) Hawaii is seeking approval to procure Grate Nozzle Model PK manufactured by The Viking Corporation (210 N Industrial Park Drive, Hastings, Michigan 49058) for construction project FY23 Military Construction (MCON) Project P-2001 C-40 Aircraft Maintenance Hangar & Parking Apron at Marine Corps Base Hawaii, Kaneohe Bay. The procurement is justified under the authority of FAR 6.302-1 and 10 U.S.C. 3204(a)(1), which permits sole-source acquisition when only one responsible source can satisfy agency requirements. The general scope of work involves constructing a high-bay aircraft maintenance hangar with integrated fire protection systems. The Model PK Grate Nozzles are specified by Interim Technical Guidance (ITG) FY26-01 "Acceptable Design Criteria for Low Level Fire Protection in Navy and Marine Corps Aircraft Hangar Facilities" (dated February 5, 2026), specifically in Paragraph 7.b.i.5.c, which mandates use of the Viking Model PK grate nozzles. The nozzles provide low-level water-only fire protection for aircraft fuel spills by spraying water over the hangar bay floor to flush ignitable liquid fuel into drainage trenches, utilizing 70-degree, 180-degree, 250-degree, and 360-degree spray patterns. The total estimated procurement cost is redacted in the document, and the project requires 33 nozzles. A Sources Sought Notice (N62478CON31FY2608) was posted on SAM.gov on March 24, 2026, yielding one response from Marsol Technologies Inc., but their proposed nozzles do not meet ITG FY26-01 specifications. The Contracting Officer has determined the anticipated cost to be fair and reasonable, and NAVFAC Hawaii has no current plans to compete future contracts for these supplies but will reassess if alternative sources emerge. The document includes certifications of technical, requirements, legal sufficiency, and contracting officer approval, with signatures redacted.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
A Sources Sought Notice (No. N62478CON31FY2608) was posted on 24 March 2026 on the System for Award Management (SAM.gov) website and one response was received from Marsol Technologies Inc. However, the proposed Marsol Technologies MFN-50-90, MFN-50-180, and MFN-50-360 nozzles do not meet the criteria of ITG FY26-01 which specifies use of the PK grate nozzles.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions taken to remove barriers to competition.
For the reasons set forth in Paragraph (5), NAVFAC Hawaii has no plans at this time to compete future contracts for the types of supplies/services covered by this document. Should another potential source emerge, NAVFAC Hawaii will assess whether competition for future requirements is feasible.
