About this file
This is a Justification and Approval (J&A) document for procurement using other than full and open competition, issued by the Naval Facilities Systems Engineering Command (NAVFAC) Hawaii.
The document approves a single-source procurement of Grate Nozzle Model GN202 manufactured by The Viking Corporation for use in the P-2001 C-40 Aircraft Maintenance Hangar and Parking Apron project at Marine Corps Base Hawaii, Kaneohe Bay. The grate nozzle provides low-level fire protection in aircraft hangars by discharging low-expansion foam solution in 360-degree, 180-degree, and 90-degree spray patterns. The procurement is justified under 10 U.S.C. 3204(a)(1) based on the sole-source authority that only Viking manufactures UL-listed or FM-approved grate nozzles compliant with National Fire Protection Association (NFPA) 11 standards and Unified Facilities Criteria (UFC) 4-211-01 requirements. A Sources Sought Notice posted on SAM.gov on 22 January 2026 yielded one response from Marsol Technologies Inc., but their proposed MFN-50 nozzle does not meet the requirement of being UL-listed or FM-approved, as it remains under UL testing. The Contracting Officer has determined the anticipated cost to be fair and reasonable, and NAVFAC Hawaii has no current plans to compete future contracts for this type of supply unless another qualified source emerges. The document includes certifications from technical and requirements personnel, legal counsel, the Contracting Officer, and approval from the Chief of the Contracting Office.

use a nozzle other than specifically listed; provide performance capabilities of the alternative nozzle to the Navy for approval.”
c. Models GN 200/360, 200/180, or 200/090 refer to the Model GN200 with 360-degree, 180-degree, and 90-degree spray patterns. The Model GN200 was discontinued, and the current model is the GN202.
d. Viking is the only manufacturer of the UL listed (GFUT) or FM-approved grate nozzles.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
A Sources Sought Notice (No. N62478CON31FY2605) was posted on 22 January 2026 on the System for Award Management (SAM.gov) website. There was one response to the sources sought notice for this requirement from Marsol Technologies Inc. However, the proposed Marsol Technologies MFN-50- 90, MFN-50-180, and MFN-50-360 nozzles does not meet the following criteria: “UL listed or FM approved for foam extinguishing systems using SFFF.” The Marsol response states, “The nozzle is currently under UL testing using ANSUL NFF-31 SFFF.”; therefore, the Marsol MFN-50 nozzle is not UL-listed or FM-approved.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions taken to remove barriers to competition.
For the reasons set forth in Paragraph (5), NAVFAC HI has no plans at this time to compete future contracts for the types of supplies/services covered by this document. Should another potential source emerge, NAVFAC HI will assess whether competition for future requirements is feasible.
