About this file
This is a Justification and Approval (J&A) for other than full and open competition for a federal procurement by the Naval Facilities Engineering Systems Command (NAVFAC), Hawaii.
The document approves a single-source procurement of X3301 Multispectrum Infrared Flame Detectors manufactured by Det-Tronics (6901 West 110th Street, Minneapolis, Minnesota 55438) for Military Construction (MCON) Project P-2001, the C-40 Aircraft Maintenance Hangar and Parking Apron at Marine Corps Base Hawaii in Kaneohe Bay. The project requires eight detectors for the hangar's low-level fire protection system to provide automatic detection of ignitable liquid fuel fires. The X3301 detector features three infrared sensors with signal processing circuitry, is Factory Mutual (FM) approved per ANSI/FM 3260 for hydrocarbon liquid fuel fire detection, FM-approved for Class I Division 1 and 2 hazardous locations per NFPA 70, and provides immunity to radio frequency and electromagnetic interference from military aircraft radar with a NEMA 4X-rated enclosure. The procurement authority is FAR 6.302-1 and Title 10 U.S.C. 3204(a)(1) based on only one responsible source being available. The justification cites Unified Facilities Criteria (UFC) 4-211-01 "Aircraft Maintenance Hangars" (Change 3, April 20, 2021), which specifically mandates the X3301 detector. A Sources Sought Notice (N62478CON31FY2603) was posted on SAM.gov on December 16, 2025, with no responses received. The Contracting Officer has determined the anticipated cost to be fair and reasonable, and the Chief of the Contracting Office has approved the single-source procurement.

JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity.
Naval Facilities Systems Engineering Command (NAVFAC), Hawaii (HI), Construction Contracts Branch, Joint Base Pearl Harbor-Hickam (JBPHH), HI.
2. Description of the Action Being Approved.
Request approval for the use of X3301 Multispectrum Infrared Flame Detector, manufactured by Det- Tronics, 6901 West 110th Street Minneapolis, Minnesota (MN) 55438 for construction project FY23 Military Construction (MCON) Project P-2001 C-40 Aircraft Maintenance Hangar & Parking Apron, Marine Corps Base Hawaii (MCBH), Kaneohe Bay, HI (Work Order No. ).
3. Description of Supplies/Services.
The general scope of work for P-2001 is to construct a high-bay aircraft maintenance hangar with low-rise space for administration, maintenance and aircraft/spares storage to provide a weather protected shelter for inspection, service and maintenance for the C-40 aircraft. Work includes a low level fire protection system for the hangar bay, fire sprinkler systems, and a fire alarm and mass notification system.
Multispectrum infrared flame detectors provide reliable automatic detection of an ignitable liquid fuel fire in the hangar bay to activate the low-level fire protection system. The X3301 Multispectrum Infrared Flame Detector provides a minimum of three infrared sensors with associated signal processing circuitry to provide optical flame detection for hydrocarbon liquid fuel fires in areas with infrared background radiation. The X3301 Multispectrum Infrared Flame Detector is Factory Mutual (FM) approved for optical flame detection in accordance with American National Standards Institute (ANSI)/FM 3260 and FM approved for use in Class I Div 1 and Class I Div 2 hazardous locations as defined in National Fire Protection Association (NFPA) 70, National Electrical Code. The X3301 Multispectrum Infrared Flame Detector provides immunity to radio frequency interference and electromagnetic interference from military aircraft radar. The flame detector enclosure is rated National Electrical Manufacturers Association (NEMA) 4X as defined in NEMA 250.
The total estimated procurement cost of the X3301 Multispectrum Infrared Flame Detector is $ ($ per detector and the project requires 8 detectors), which is % of the estimated construction cost of $ for P-2001.
4. Statutory Authority Permitting Other Than Full and Open Competition.
This request is pursuant to the authority of FAR 6.302-1 and Title 10 U.S.C. 3204(a)(1) – Only one responsible source and no other supplies or services will satisfy the agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
This proprietary multispectrum infrared flame detector from Det-Tronics is specified by Unified Facilities Criteria (UFC) 4-211-01 “Aircraft Maintenance Hangars”, Change 3 dated April 20, 2021. Paragraph 7-
6.4 states, “Provide X3301 Multispectrum IR Flame Detectors manufactured by Det-Tronics.”
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
A Sources Sought Notice (No. N62478CON31FY2603) was posted on 16 December 2025 on the System for Award Management (SAM.gov) website. No responses were received in response to this announcement.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions taken to remove barriers to competition.
For the reasons set forth in Paragraph (5), NAVFAC HI has no plans at this time to compete future contracts for the types of supplies/services covered by this document. Should another potential source emerge, NAVFAC HI will assess whether competition for future requirements is feasible.
