About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) is seeking multiple vendors to provide repair and reconditioning services for critical weather monitoring equipment components through a 5-year Blanket Purchase Agreement contract. The solicitation covers seven distinct Statements of Work (SOWs) for repairing various Automated Surface Observing System (ASOS) and Next Generation Weather Radar (NEXRAD) components, including visibility enclosures, crossarm assemblies, day-night sensors, aspirator housings, processor boards, slip ring assemblies, and DC servo motors. All repairs must restore equipment to "Like New" operating condition with comprehensive inspection, parts replacement, electrical testing, and cosmetic restoration, accompanied by detailed repair reports and 1-year warranties. The government will use a best value tradeoff evaluation approach, with non-price factors including technical approach, delivery schedule, warranty terms, and past performance being significantly more important than price. Proposals are due August 14, 2025, with vendors required to submit technical approaches not exceeding 15 pages, pricing schedules, past performance references, and various certifications.

The contract features a mixed set-aside structure, with SOWs 2, 3, 4, 5, and 8 designated for small businesses, while SOWs 6 and 7 are open to all businesses regardless of size. The solicitation operates under the simplified acquisition threshold, with individual purchase orders not exceeding this limit throughout the 5-year performance period from September 11, 2025, to September 10, 2030. Vendors can quote on one, multiple, or all SOWs, with the government reserving the right to award different SOWs to different contractors based on evaluation criteria and best interests. The NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) has a size standard of $3.5 million for small business qualification. All repaired equipment must be delivered to the National Reconditioning Center in Grandview, Missouri, where final acceptance testing will be conducted by the NRC's Instrument Inspection Unit to ensure compliance with operational specifications.
