About this file
This Statement of Work (SOW) details the repair and reconditioning requirements for an Automated Surface Observing System (ASOS) Processor Board, specifically the ACU SCA Processor Board with ASN: S100-1A2A1-2. The document outlines a comprehensive repair process to return the board to "Like New" operating condition, including complete electrical, mechanical, and cosmetic restoration. Key requirements include passing factory acceptance tests, using DOD-STD-2000 soldering standards, installing current firmware (version 3.10), and ensuring proper functionality within the ASOS system.
The SOW is part of a multiple vendor award contract (Solicitation Number: 1305M225Q0095) issued by the Department of Commerce's National Oceanic and Atmospheric Administration, with a planned 5-year contract duration. The contractor must provide a detailed repair report for each processed board, offer a 1-year warranty against material workmanship and operational faults, and ship repaired units to the National Reconditioning Center in Grandview, MO. The repair process involves extensive testing procedures, including specific diagnostic steps with an SMON chip, and final inspection by the NRC to ensure the processor board meets all operational specifications.

ASN: S100-1A2A1-2, NSN: 5895-01-519-4485
Version: November 20, 2024
Description: The Contractor shall repair and recondition the Processor Board to "Like New" operating condition, including cosmetic appearance in accordance with this Statement of Work (SOW), National Weather Service (NWS) specification drawing, or other specification document. The repair and reconditioning price shall include the parts, materials, labor, inspection, and return shipping necessary to return the Processor Board to operational specifications. Repair materials or specifications differing from the NWS source specification must be approved by the National Weather Service prior to use.
Definition:
(a) Supplies: includes but is not limited to raw materials, components, intermediate assemblies, end products, and various supplies.
(b) Repair and Reconditioning: As outlined in Description of Work paragraph below.
(c) “Like New” Condition means reconditioned to the listed specification to meet all applicable electrical, mechanical, and cosmetic specifications and engineering documentation, including the replacement of damaged, missing, or non-functioning parts.
Government Furnished Equipment: If necessary, the SMON chip (firmware version 5.2.26) and the test procedure to run diagnostics using this chip will be supplied. NRC will supply the latest .hex file for firmware 3.10 if required.
Government Furnished Data: Test Procedure to run diagnostics on the Processor Board with the SMON Chip.
Vendor Furnished Equipment: Vendor shall provide all parts, supplies, and test equipment as required to accomplish the repair and reconditioning actions.
Recommended Equipment and Supplies: None.
Description of Work: All equipment will be inspected and/or evaluated when received for operational performance and physical appearance. Each Processor Board will be cleaned, repaired and reconditioned to ensure that it is able to pass all factory acceptance tests established by the OEM, as well as, system operational checks within the ASOS system for which the National Weather Service utilizes the board. Soldering and circuit board repair shall be in accordance with DOD-STD-2000 or commercial equivalent. Processor Boards being repaired will also be reconditioned to ensure they are in “Like New” condition in accordance with specifications.
Warranty Terms: The Contractor will provide a 1-year warranty against material workmanship and against faults occurring during operation. This 1-year warranty will begin after passing the final equipment inspection and acceptance for stock.
NRC Final Acceptance: All repaired and reconditioned Processor Boards are subject to Performance Quality Assurance testing/inspection and will be returned for corrections if discrepancies are found. All repaired and reconditioned Processor Boards will be inspected for material workmanship and tested for operational performance at the NRC in accordance with the listed specifications. To meet the material workmanship requirements, the Processor Boards will need to be in a “Like New” operating condition for example the unit’s connectors and associated hardware. All soldering connections and connectors/pins will be inspected to ensure no corrosion is present and the correct parts are installed. Soldering and circuit board repair shall be in accordance with DOD-STD-2000 or commercial equivalent. The NRC’s Inspection Branch will verify the Processor Boards will pass diagnostics tests and communicates properly with other components in an operational representative ASOS system. They will verify the Processor Board is using the current firmware (3.10) and includes a sticker on the unit indicating the current version of firmware loaded and a Processor Board with a daughter board will have a minimum battery backup voltage of 3.0 Volts. The Processor Board must then perform all normal processing using the ASOS operating and applications software in a live ASOS system with operational sensors. Any inspected item that does not meet the acceptance criteria will be returned to the vendor for rework at no additional cost to the government.
Deliverables: Each repaired and reconditioned Processor Board, by serial number, shall be supplied with a Repair Report documenting the repair, reconditioning and inspection to include results of all tests and failure analysis.
