About this file
This document is a Request for Quote (RFQ) for NRC Repair Services across 7 Statements of Work (SOWs). The solicitation is a multiple-award, Blanket Purchase Agreement (BPA) issued by the National Oceanic and Atmospheric Administration (NOAA), set aside as small business for SOWs 2, 3, 4, 5, and 8, with SOWs 6 and 7 open to all businesses. Offerors must submit a comprehensive quote package including pricing schedules, representations and certifications, unique entity identifiers, past performance references, insurance proof, and a small business subcontracting plan (for non-small businesses).
The evaluation will use a best value tradeoff approach, with non-price factors considered significantly more important than price. Evaluation factors include Technical Approach (repair processes, delivery times), Delivery Schedule, Warranty, Past Performance, and Price. Offerors must provide detailed technical approaches not exceeding 15 pages, propose delivery dates and warranty terms in an attached pricing spreadsheet, and submit up to three relevant past performance references from the last three years. The government encourages, but does not mandate, collaboration with AbilityOne contractors to provide employment opportunities for individuals with disabilities. The contract is structured for firm-fixed-price call orders with potential five-year performance period.

ADDENDUM TO FAR 52.212-2 EVALUATION – COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES
(NOV 2021) (TAILORED)
(a) The Government intends to make an award(s) to the responsive, responsible offeror(s) providing the best value to the Government, price and non-price factors considered. The Government intends to select a “best value” submission utilizing a tradeoff considering non-price factors to be significantly more important than price. The Government will not make an award at a significantly higher overall price to achieve only slightly superior performance capability. As non-price factors approach equality, price, as an evaluation factor, becomes increasingly more important.
The evaluation factors that establish the requirements of acceptability are set forth as follows:
Factor 1 – Technical Approach
Offerors shall provide sufficient detailed information that demonstrates their technical approach to meet the requirements of the respective Statement of Work (SOW). The Technical Approach shall not exceed 15 pages, single sided, exclusive of table of contents. Offerors shall provide documentation that addresses the following:
Evaluation/Inspection Process. Describe the process used to determine the level of repair/work needed.
Repair Process. Detail the level of effort and manner of beginning/performing work required to accomplish the work identified in the SOW(s). Offerors shall not simply reiterate requirements directly from the SOW, but should describe their own processes and information. The offeror’s production test methodology and quality control processes will be evaluated.
Repair and Delivery Time. Provide information regarding the estimated repair and reconditioning time required to accomplish the tasks outlined in the SOW(s). This time should include the shipping time.
State the number of calendar days that can be expected for equipment/components to arrive at NWS’s facility after receipt at the vendor’s facility.
Subcontracting Plan Requirement. The Small Business Subcontracting Plan applies to all offeror’s except small businesses and is mandatory for award to an other than small business. The successful awardee will work with the Contracting Officer to ensure acceptability of the Small Business Subcontracting Plan, which will then be incorporated into the resultant BPA.
In accordance with FAR Subpart 19.7, any contractor, other than a small business concern, receiving a BPA with a value greater than the simplified acquisition threshold must agree in the BPA that small business, veteran-owned small business (VOSB), service-disabled veteran owned small business (SDVOSB), HUBZone small business, small disadvantaged business (SDB), and women-owned small business (WOSB) concerns will have the maximum practicable opportunity to participate in BPA performance consistent with its efficient performance.
AbilityOne (not scored):
There are no mandatory contractual requirements to subcontract with AbilityOne. The Government encourages the prime contractor to provide subcontracting opportunities to AbilityOne contractors. The Government will review the Offeror’s proposed plan for using AbilityOne contractors and will consider the extent to which qualified AbilityOne contractors are proposed to perform aspects of the requirement, including work associated with the functional requirements of the SOW.
Factor 2 – Delivery Schedule
The offeror shall provide their proposed delivery dates in the attached “Pricing Schedule (7 SOWs)” spreadsheet for each SOW for which you wish to submit a quote. The offeror’s delivery schedule will be evaluated to determine whether it is reasonable and executable. Ability to provide items earlier will be more highly rated provided the schedule is not too aggressive.
Factor 3 – Warranty
The offeror shall provide their proposed warranty information in the attached “Pricing Schedule (7 SOWs)” spreadsheet for each SOW for which you wish to submit a quote. Longer proposed warranties will be rated more favorably. Warranties that begin upon NWS acceptance will be rated more favorably than those that begin upon delivery.
Factor 4 – Past Performance
To be considered technically acceptable, the offeror shall demonstrate relevant past performance or affirmatively state that it possesses no relevant past performance. Relevant past performance is performance under contract or efforts, within the past 3 years from the date of this solicitation that is of the same or similar scope, magnitude, and complexity to that which is described in the SOW. The offeror shall provide a list of NO MORE than three (3) current/previous contract performance references that includes: contract numbers, points of contact with valid telephone numbers and email addresses, periods of performance, role on the contract (prime or subcontractor), and other relevant information.
Evaluation of past performance shall be based on the references provided, the offeror’s recent and relevant procurement history with NOAA or its affiliates, and/or any other available source of information available to the Government. A Past Performance Questionnaire (PPQ) may be sent by the Government, at its sole discretion, to the past performance references if deemed necessary. Data from the Contractor Performance Assessment Reporting System (CPARS), and/or any other available source of information, may be used at the Government’s discretion to supplement the references provided.
Past performance of a similar scope, magnitude, and complexity that demonstrates a minimum finding of satisfactory or higher by all considered sources, or past performance found to be neutral, will be found technically acceptable. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will receive a neutral past performance rating.
Factor 5 – Price
The offeror shall provide their proposed per unit pricing in the attached “Pricing Schedule (7 SOWs)” spreadsheet for each SOW for which they wish to submit a quote. The offeror must complete the “Pricing Schedule”, and “Pricing Schedule (for evaluation purposes only)” tables within the spreadsheet.
The offeror shall quote all inclusive firm-fixed-pricing, including, but not limited to, profit, overhead, G&A, and shipping/returns, without exception, to perform the work specified in the respective SOW quoted. In addition, FAR 52.217-8, Option to Extend Services, option pricing for any potential extension under FAR clause 52.217-8 will be evaluated by calculating half the price of Ordering Period 5 and adding that amount to the sum of the prices of all 5 ordering periods to determine the overall evaluated price for each vendor. Inclusion of FAR clause 52.217-8, Option to Extend Services, in the solicitation and resultant BPA is for use by the Government as outlined at FAR 37.111, Extension of Services. The option will be exercised as needed at any time during the life of the contract using the rates applicable at the time of exercise.
