About this file
This Statement of Work (SOW) details the repair and reconditioning requirements for the Automated Surface Observing System (ASOS) Visibility Enclosure with Asset Serial Number S100-2MT5A1. The National Reconditioning Center (NRC) seeks a vendor to repair the enclosure to "Like New" operating condition, which includes comprehensive inspection, parts replacement, electrical testing, and repainting. Specific requirements include using approved capacitor part numbers, replacing worn components, verifying electrical functionality through detailed diagnostics, and applying white paint similar to Sherwin-Williams F8W2030.
The SOW is part of a larger solicitation (1305M225Q0095) by the Department of Commerce's National Oceanic and Atmospheric Administration for a 5-year multiple vendor award contract covering repair services for various ASN systems. The vendor must provide a 1-year warranty, package the repaired units for transportation, and submit a detailed repair report for each reconditioned enclosure. Final acceptance is contingent on passing NRC's Instrument Inspection Unit's rigorous testing, which verifies material workmanship, electronic operation, and compatibility with the ASOS system. Repaired units must be shipped to the National Reconditioning Center in Grandview, Missouri.

Description of Work – Work Procedures:
Inspect the S100-2MT5A1, Visibility Enclosure for major defects. If none found, proceed with the repair. If major defects exist that would prevent the repair of the unit, contact NRC with any comments, questions, or concerns.
The following steps may be accomplished in any order deemed necessary by the vendor. Disassemble the unit, including latch hardware.
Inspect the EMI gasket and replace this gasket if torn.
Strip, clean, and prep as necessary, then prime and paint the enclosures and any painted parts as needed. Care should be taken not to paint any grounding points or authorized labels. Allow the paint to properly cure before attempting any further repairs. Paint for corrosion control and the cosmetic appearance should be considered like new and meet NRC Final Acceptance criteria.
Inspect electrical wiring; power supplies, connectors, circuit cards and components for corrosion, physical damage, electrical damage, or excessive discoloration due to overheating. Repair unacceptable parts as needed.
Ensure the following Fuses are the correct rating and in the proper location (replace as required):

NRC Final Acceptance: All repaired and reconditioned units will be inspected for material workmanship and electronic operation at the NRC. To meet the material workmanship requirements, the Visibility Enclosure will need to be in a “Like New” operating condition for example the unit’s cables, connectors, gaskets, and associated hardware. All soldering connections and connectors/pins will be inspected to ensure no corrosion is present and the correct parts are installed. Soldering and circuit board repair shall be in accordance with DOD-STD-2000 or commercial equivalent. The final finish should be consistent with a professional paint finish. The final finish should be uniform in color, glossiness and texture. The finish must be durable in an outdoor environment. It is recognized that minor defects such as paint drips or overspray may occur, however these should be kept very minimal. To verify the proper electronic operation of the Enclosures, the units will be placed in the ASOS system with a Visibility Sensor connected to it. The Instrument Inspection Unit will verify the Enclosure will pass its diagnostics test, the heaters function properly in the enclosure and sensor, and the Enclosure communicates properly with the ASOS system. Any inspected item that does not meet the acceptance criteria will be returned to the vendor for rework at no additional cost to the government.
Deliverables: Each repaired and reconditioned Visibility Enclosure, by serial number, shall be supplied with a Repair Report documenting the repair, reconditioning, and inspection to include results of all tests and failure analysis.
