About this file

This Statement of Work (SOW) details the repair and reconditioning requirements for the Automated Surface Observing System (ASOS) Visibility Cross-Arm Assembly (ASN: S100-2MT5A2). The document outlines a comprehensive repair process that includes inspecting, cleaning, painting, testing, and reassembling the cross-arm assembly to "Like New" operating condition. Specific requirements include electrical and mechanical component inspection, replacement of damaged parts, proper wire harness configuration, resistance testing of heaters, and ensuring all connectors and pins meet exact specifications.

The SOW is part of a multiple vendor award contract issued by the Department of Commerce National Oceanic and Atmospheric Administration (NOAA), with solicitation number 1305M225Q0095. The contract is for a 5-year period covering repair services for multiple ASN configurations. The contractor must provide a 1-year warranty on all repaired assemblies and submit a detailed repair report for each unit. The National Reconditioning Center (NRC) in Grandview, MO will conduct final acceptance testing, with any units not meeting specifications returned to the vendor for rework at no additional cost to the government.

(b) Repair and Reconditioning: As outlined in Description of Work paragraph below.

(c) “Like New” Condition means reconditioned to the listed specification to meet all applicable electrical, mechanical, and cosmetic specifications and engineering documentation, including the replacement of damaged, missing, or non-functioning parts.

Government Furnished Equipment: The National Reconditioning Center (NRC) can provide heaters, seals and gaskets, cable guides, window lens, bird spike, and cover plates on an as-needed basis. If a request needs to be made, please contact the Contracting Official for assistance.

Government Furnished Data: No government furnished data.

Vendor Furnished Equipment: Vendor shall provide all parts, supplies, and test equipment as required to accomplish the repair and reconditioning actions.

Description of Work – Work Procedures: Inspect the S100-2MT5A2, Visibility Cross-Arm Assembly for major defects. If none found, proceed with the repair. If major defects exist that would prevent the repair of the unit, contact the Contracting Official for assistance.

The following steps may be accomplished in any order deemed necessary by the vendor.

Remove caps from Cross-Arm. If unit has a mid-point access cover, remove the cover. Clean the inside of the assembly. Clean all parts as necessary. Inspect lens area, and clean with alcohol.

Strip, prepare, prime, and paint cross-arm and any painted parts as needed. Care should be taken not to paint any grounding points or authorized labels. Quality should be considered in “Like New” condition.

Inspect electrical wiring, connectors, coax cable, and components for corrosion, physical damage, and electrical damage. Inspect white 3 pin Molex connectors and ensure connectors are undamaged. If pins are damaged and need to be replaced, please contact the Contracting Official for a list of approved parts and tools to perform this repair. Inspect black connectors and verify high-tension gold-plated pins are used, and wires do not show excessive discoloration due to overheating. Repair or replace unacceptable parts as needed. Wire harness needs to be approximately 124” from cross-arm cable exit to connectors. Ground wire needs to be 120” minimum.

Inspect A2W2P1 and A2W3P1 electrical pins and replace if they are not the authorized part:

Reassemble the unit, replacing all missing, corroded, or worn hardware. Lubricate latch and verify its operation. Replace gaskets and seals in the caps and access cover as needed.

Resistance test all cables and heaters and verify readings are passing.

TX & RX Window Heater: +/- 2% of TX & RX ohm values TX & RX Hood Heater: +/- 2% of TX & RX ohm values TX & RX Electronics Heater: +/- 2% of TX & RX ohm values

Replace the heaters as necessary to achieve the proper ohm value balance. While testing the heaters, press down on connection point to verify no intermittent connection exist. While testing connectors, move wires to verify no intermittent connection exists.

Warranty Terms: The Contractor will provide a 1-year warranty against material workmanship and against faults occurring during operation. This 1-year warranty will begin after passing the final equipment inspection and acceptance for stock.

NRC Final Acceptance: All repaired and reconditioned Visibility Cross-Arm Assemblies are subject to Performance Quality Assurance testing/inspection and will be returned for corrections if discrepancies are found. All repaired and reconditioned Visibility Cross-Arm Assemblies will be inspected for material workmanship and tested for operational performance at the NRC in accordance with the listed specifications. To meet the material workmanship requirements, the Visibility Cross-Arm Assembly will need to be in a “Like New” operating condition and good appearance and condition for example the unit’s paint job, cables (no insulation nicks or exposed wires), connectors and associated hardware. All connectors and pins will be inspected to ensure no corrosion is present and the correct parts are installed. The length of each cable harness and ground cable will be measured. The NRC’s Inspection Branch will verify units meet both material and operational requirements and test each unit for proper and accurate functionality in the ASOS system. Any inspected item that does not meet the acceptance criteria will be returned to the vendor for rework at no additional cost to the government.

Deliverables: Each repaired and reconditioned Visibility Cross-Arm Assembly, by serial number, shall be supplied with a Repair Report documenting the repair, reconditioning and inspection to include results of all tests and failure analysis.
