About this opportunity
The United States Coast Guard seeks repair and overhaul services for the AN/SPS-75 (Hensoldt TRS-3D) Air Search Radar System, with proposals due December 1, 2026. This is a sole-source procurement from Northern Defense Industries, LLC (NDI), the only U.S. authorized repair vendor designated by Hensoldt Sensors and possessing exclusive access to OEM-certified parts, processes, and technical data.
Place of performance is Baltimore, Maryland. The AN/SPS-75 is the system of record for the entire 10-ship Legend-class National Security Cutter (WMSL) fleet; replacing it with a Buy American Act-compliant alternative would require cost-prohibitive overhaul of the ships' SeaCommander combat systems. A Buy American statute exception applies under 25.103(b)(2) (Nonavailability).
The contract is structured as a Requirements contract with Firm-Fixed Price Task Orders. The vendor is responsible for disassembly, inspection, condition and test reporting, repairs, reassembly, testing, preservation, packaging, packing, and marking of approximately 53 radar system components and subassemblies. All items must be restored to ready-for-issue condition using OEM parts only. Standard delivery is 18 months from receipt; specialized components require 20–25 months. A Beyond Economical Repair threshold is set at 65% of new replacement cost, with the Coast Guard making final disposition decisions. All contractor personnel must be qualified and available during standard business hours Monday through Friday 0900–1800 EST, with a designated Project Manager as single point of contact.
The Statement of Work (Revision 3, August 12, 2026) specifies three inspection levels (incoming, in-process, final), with Coast Guard Quality Assurance Representatives having witness and audit rights. All repaired items must be packaged per MIL-STD-2073-1E with proper preservation and marking per MIL-STD-129R. An Open and Inspection Report (OIR) is the mandatory initial phase before repair authorization.
NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance); PSC J059 (Maint/Repair/Rebuild Of Equipment—Electrical And Electronic Equipment Components). Wage determination applies to work performed in Maryland, Virginia, and the District of Columbia per Service Contract Act requirements. Offerors must submit past performance information demonstrating relevant radar repair experience. Market research from August 2023 through April 2026, including a SAM.gov Sources Sought Notice, confirmed no other contractor is authorized or possesses the necessary expertise. Contracting Officer: Mark Cap (Mark.Cap@uscg.mil); Administrative Contact: Tatiana Sher (Tatiana.Sher1@uscg.mil).
