About this file

This Statement of Work (SOW) details the repair and reconditioning requirements for a Visibility Day-Night Sensor (ASN: S100-2MT5A5, NSN: 6695-01-368-4826) used in the Automated Surface Observing System (ASOS) for the National Weather Service. The contractor must restore the sensor to "Like New" operating condition, which includes comprehensive inspection, repair, and restoration of electronic components, mechanical parts, and cosmetic appearance, with specific requirements for disassembly, cleaning, painting, electrical testing, and parts replacement.

The repair process involves detailed technical specifications, including using Sherwin-Williams F8W2030 white paint, inspecting and replacing electronic components like op amps and light sensors, cleaning and repairing flex conduits, and ensuring all connectors and pins meet quality standards. The vendor must provide a 1-year warranty and deliver a comprehensive repair report for each sensor. The work is part of a multiple vendor award contract issued by the Department of Commerce's National Oceanic and Atmospheric Administration (NOAA), with the solicitation number 1305M225Q0095, covering repair services for multiple sensor types over a 5-year period.

STATEMENT OF WORK 4 – DAY/NIGHT SENSOR

Statement of Work Repair and Recondition: Automated Surface Observing System (ASOS) Visibility Day-Night Sensor

ASN: ASN: S100-2MT5A5, NSN: 6695-01-368-4826

Version: November 20, 2024

Description: The Contractor shall repair and recondition the Visibility Day-Night Sensor to "Like New" operating condition, including cosmetic appearance in accordance with this Statement of Work (SOW), National Weather Service (NWS) specification drawing, or other specification document. The repair and reconditioning price shall include the parts, materials, labor, inspection, and return shipping necessary to return the Visibility Day-Night Sensor to operational specifications. Repair materials or specifications differing from the NWS source specification must be approved by the National Weather Service prior to use.

Definition:

(a) Supplies: includes but is not limited to raw materials, components, intermediate assemblies, end products, and various supplies.

(b) Repair and Reconditioning: As outlined in Description of Work paragraph below.

(c) “Like New” Condition means reconditioned to the listed specification to meet all applicable electrical, mechanical, and cosmetic specifications and engineering documentation, including the replacement of damaged, missing, or non-functioning parts.

Government Furnished Equipment: The vendor is responsible for all electronic parts. The National Reconditioning Center (NRC) can provide the .5 OD flexible conduit in limited numbers. If a request needs to be made, please contact the Contracting Official for assistance.

Government Furnished Data: Day/Night test set schematic.

Vendor Furnished Equipment: Vendor shall provide all parts, supplies, and test equipment as required to accomplish the repair and reconditioning actions. The paint used should be similar to Sherwin-Williams F8W2030 (WAEM-511 GMC White).

Recommended Equipment and Supplies: The vendor will need to build a test set to test the day/night sensors if they do not currently have a test set. A simple schematic of a possible test set is located at the end of this document.

Description of Work – Work Procedures:

Inspect the S100-2MT5A5, Visibility Day-Night Sensor for major defects. If none found, proceed with the repair. If major defects exist that would prevent the repair of the unit, contact the Contracting Official for assistance.

The following steps are just a basic outline of the minimum repair processes. The steps maybe accomplished in any order and added to as deemed necessary by the vendor. This procedure is not intended to be a step-by-step description of the repair process. The vendor will need to develop their own detailed repair procedure.

Disassemble unit, including the removal of the electronics and disassembly of the flex conduit.

Strip and clean, prep as necessary, prime and paint Sensor and any painted parts as needed, to include flat black paint of the entire window hood. Care should be taken not to paint any grounding points especially the inside of the pole mounting bracket) or authorized labels, or areas not needing paint. The inside of the lower pole mounting bracket should be anodized metal, if the inside has been painted or is corroded, chemically remove the paint or corrosion down to the metal, leaving as much anodizing as possible. Clean flex conduit. Clean Lens assembly. Quality should be considered in “Like New” condition.

Inspect electrical wiring, circuit card, connectors, and components for corrosion, physical damage, electrical damage, or excessive discoloration due to overheating. Inspect 6 pin Molex connectors and ensure connections are undamaged. Inspect all connections and verify Gold plated Pins are used. Repair or replace unacceptable parts as needed. Unacceptable electronic parts may include the two op amps and the light sensor.

Inspect W2P1 electrical pins and replace if they are not the authorized part.

Tyco Part# 60618-5

Reassemble the unit, replacing all missing, corroded, or worn hardware.

Fill the four screw holes on the Day-Night Sensor with clear RTV.

If you have access to a Visibility Electronic Enclosure, operationally test the Day-Night Sensor to ensure it passes all self-tests. If not, use the supplied schematic and build a Day/Night Sensor test box and test with it.

Return fully Functional and Reconditioned Visibility Day-Night Sensor to the NRC for evaluation by the NRC’s Inspection Branch.

Warranty Terms: The Contractor will provide a 1-year warranty against material workmanship and against faults occurring during operation. This 1-year warranty will begin after passing the final equipment inspection and acceptance for stock.

NRC Final Acceptance: All repaired and reconditioned Visibility Day-Night Sensors are subject to Performance Quality Assurance testing/inspection and will be returned for corrections if discrepancies are found. All repaired and reconditioned Visibility Day-Night Sensors will be inspected for material workmanship and tested for operational performance at the NRC in accordance with the listed specifications. To meet the material workmanship requirements, the Visibility Day-Night Sensors will need to be in a “Like New” operating condition for example the unit’s paint job, cables, (no insulation nicks or exposed wires), connectors and associated hardware. All connectors and pins will be inspected to ensure no corrosion is present and the correct parts are installed. The NRC’s Inspection Branch will verify units meet both material and operational requirements and test each unit for proper and accurate functionality in the ASOS system. The NRC’s Inspection Branch will verify that the inside of the pole mounting bracket, any grounding points and any labels have not been painted over. In addition, the Inspection Branch will verify the use of clear RTV to fill any holes in the Visibility Day-Night Sensor. Any inspected item that does not meet acceptance criteria will be returned to the vendor for rework at no additional cost to the government.

Deliverables: Each repaired and reconditioned Visibility Day-Night Sensor, by serial number, shall be supplied with a Repair Report documenting the repair, reconditioning and inspection to include results of all tests and failure analysis.

Shipping Address:

NATIONAL RECONDITIONING CENTER (NRC)

14200 MERRITT RD.

GRANDVIEW, MO. 64030

Transportability: Vendor is responsible for returning repaired products in a shipping container designed to withstand the vibration and shock encountered during transportation by ship, rail, truck, and aircraft. The units shall be packaged to prevent damage to include: physical, electrical, mechanical, cosmetic, and the units shall not be damaged or lose performance capability.

Final Note: When unforeseen problems arise, that may need clarification, please contact the Contracting Official immediately. If the unit has any problem that prevents a quality repair, do not work on the item until the issue can be resolved.
