The purpose of this amendment is to respond to offerors' questions and post Amendment 001.
Special Instructions for Classified Contracts: For PPI Instructions, the offeror shall enter a "fictional" contract number for classified contracts only and follow PPI instructions and complete information to the extent possible. If you are unable to enter any information using the PPI instructions, please contact the contracting officer by email. PPQs should be marked appropriately by the respondent completing the PPQ. The Government will notify the respondent identified in the Past Performance Volume to provide delivery instructions for the PPQ.

The 50th Contracting Squadron at Schriever Air Force Base (SAFB), Colorado, intends to award a contract to procure Innovation, Integration, and Information Support (3IS) II services for the United States Air Force Warfare Center (USAFWC) located at Schriever Air Force Base (AFB), Colorado (CO). The contract will be a single award Indefinite-Delivery-Indefinite-Quantity (IDIQ) contract with the type to be determined at task order level. Both firm-fixed-price (FFP) and cost-plus-fixed-fee (CPFF) task orders will be utilized. The IDIQ will have a five-year ordering period.
THIS IS NOT A REQUEST FOR PROPOSALS. This synopsis is to make available a notice of proposed contract action as required by FAR 5.201. The Government intends to issue a Request for Proposals, FA2550-16-R-8001, on or after 17 April 2016. This acquisition is set aside 100 percent for 8(a) small business. The applicable North American Industry Classification System (NAICS) code is 541712 - Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology), with a 1000 employee size standard.
For planning purposes, a DRAFT Solicitation is posted to FBO under FA2550-15-R-8001. Please note, that all documents are DRAFTS, and the Government reserves the right to make further changes.
An Ombudsman has been appointed to address concerns from offerors or potential offerors. The Ombudsman does not diminish the authority of the program management office or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
