TASK PROPOSAL REQUEST (TPR)
FOR
Technical Support to Planning and Execution of Test and Evaluation

1. GENERAL SUBTASK DESCRIPTION
The contractor shall provide non-personal operations support and technical expertise to the 17th Test Squadron (17 TS) Schriever AFB; Det 2, Cheyenne Mountain AFS; Det 4, 17 TS Patrick AFB / Vandenberg AFB; and the 14th Test Squadron (14 TS), in all aspects of test screening, test planning, test execution, test analysis, test reporting, and test closeout. The 17 TS conducts force development evaluations, operational utility evaluations, operational assessments, command-directed testing, and tactics and concepts validation of space forces mainly in support of HQ AFSPC.
2. APPLICABLE PERFORMANCE WORK STATEMENT (PWS) PARAGRAPHS
This subtask invokes the provisions of the following paragraphs and all included subparagraphs of the PWS: 1.2, 1.3.3, 1.4.1, and 1.4.5.
3. SPECIFIC WORK TO BE PERFORMED
The contractor shall manage all activities required for specific completion of this task order. The contractor shall provide any administration, security, and computer administrative support required to assure the successful completion of this task order.
The contractor shall deliver a final report at the conclusion of this task order.
Paragraphs a, b, and c are major operating locations where work will be performed; paragraphs d – j list requirements for each location and the estimated total percentage of work for the overall task.
a. Annual Tests for 17 TS Main. The contractor shall support approximately 10 to 12 annual tests for the 17 TS Main in the role of test analyst, assistant test manager, data collector, operations research specialist, cybersecurity specialist, early involvement specialist, and/or test tool developer. The contractor shall support the test process to include the entire 17 TS test screening process, test planning, test execution, test reporting, and test closeout as directed.
b. Annual tests for 17 TS/Det 2. The contractor shall support approximately three to five tests in support of Cheyenne Mountain AFS operations and Joint Space Operations Center (JSpOC) operations at Vandenberg AFB for the 17 TS in the role of analyst assistant test manager and/or data collection. The contractor shall support the test process to include the entire 17 TS test screening process, test planning, test execution and test reporting as directed.
c. Annual tests for 17 TS Det 4. The contractor shall support approximately 10 to 12 range modernization tests for the 17 TS in the role of analyst assistant test manager and/or data collection. The contractor shall support the test process to include the

Attachment 1 entire 17 TS test screening process, test planning, test execution, test reporting, and test closeout as directed.
d. Early Involvement (5%). IAW PWS paragraph 1.4.5.1.7, the contractor shall be available for travel in support of early involvement activities and Integrated Test Team (ITT) meetings.
e. Test Planning (60%). IAW PWS paragraph 1.4.5.1.2, 1.4.5.1.6, and 1.4.5.1.9, the contractor shall lead or assist in all aspects of test planning. The contractor shall support the 17 TS test planning review process and assist in managing manpower, funding, and test assets within test scope. The contractor shall participate in test planning working groups to identify and resolve test issues. The contractor shall be available to travel during test planning.
The contractor shall be available to travel during test planning to support ITT and other working groups in support of test planning.
f. Test Tool Development (2%). IAW PWS paragraph 1.4.5.1.8.
g. Test Execution (8%). IAW PWS paragraph 1.4.5.1.3, the contractor shall be available to travel during test execution. The contractor shall assist in test execution with data collection, analysis of data, administering surveys, and other appropriate tasks such as revisions of test procedures.
h. Test Reporting (25%).
1) IAW PWS paragraph 1.4.5.1.5.
2) The contractor shall evaluate each measure and assess system performance using the collected test data and surveys, the validated truth data, and the methodologies and tools developed during test planning.
3) The contractor shall lead or assist in the development and coordination of test reporting documents and test report briefings. The contractor shall ensure all documents and briefings comply with appropriate Air Force standards. Test reporting documents include, but are not limited to: test report, final report briefing, interim report, fielding recommendation, and letters of appreciation, as required.
4. REQUIRED TRAVEL
Contractor TDY travel may be required in conjunction with performance of this task order listed in attachment (A). All contractor travel arrangements shall be the responsibility of the contractor. There could be additional travel required for individual tests.

5. OTHER DIRECT COSTS (ODCs)
The contractor shall propose any necessary ODC required. The Government Program Manager (PM) and Contracting Officer shall approve all task prder ODCs prior to purchase. No foreseen ODCs.
6. DELIVERABLES
Deliver in accordance with contract data requirement list (CDRL) instructions except as noted below:
a. A001 – Contractors Progress, Status, and Management Report
b. A003 – Cost Performance Report
c. A009 – Scientific and Technical Reports
d. A004 – Contract Funds Status Report. IAW the PWS 1.4.5.1.5.10, financial report (ECR) will contain the following information for each test: report date, Period of Performance (PoP) start and end dates, color and year of funds (e.g., FY15 3600), forecast of labor hours and ODCs (travel broken out separately) through test completion, actual labor hours and ODCs (travel broken out separately) spent through test completion, contracted labor funding and ODCs (travel broken out separately) amounts, VAC, contract ceilings, whether effort severable or non-severable, percent plan of funds remaining at the end of the PoP, percentage and amounts of remaining labor hours and ODCs (travel broken out separately), and notes of any contractor and/or government actions pending that may affect funding as directed by the Government.
7. SCHEDULE
The contractor shall provide deliverables according to CDRL instructions unless the Government and contractor mutually agree upon an alternate schedule.
8. GOVERNMENT FURNISHED MATERIAL
The government will furnish or make available to the contractor any documentation necessary to accomplish the task as mutually agreed upon by the Government and the contractor.
9. SECURITY INSTRUCTIONS
The contractor shall require access to sensitive compartmented information (SCI) and other special category data during the performance of these tasks. The Government shall determine accesses required in conjunction with the contractor's stated needs.

The contractor shall perform to the specific SS items in attachment C. The SS items are listed in the 3IS II performance plan (PP) and will be observed monthly unless deviation is approved by the quality assurance personnel, PM, and CO, as appropriate.
The measurements for these SS Items are 100% monthly observation in the Quality Assurance Management Report (QAMR) system and a rating not less than “good” for any two consecutive months.

Appendix (C)
The following is the service summary (SS) which is a listing of critical performance objectives (services required) with associated performance thresholds (specific standards) that will be periodically verified by government personnel. Each performance threshold represents the minimum acceptable level of contractor performance for its corresponding performance objective. The performance objectives and thresholds represent only the critical components of this contract and do not excuse the contractor from performance of other responsibilities identified in this TO.

ESTIMATE WORKLOAD DATA:
The contractor test analysts and/or expert will participate and brief government assigned topics associated with test analysts during approximately four (4) 17 TS analyst forums per year.
Each contractor shall be expected to manage 1-2 tests at any given time.
