TASK ORDER 002
FA2550-16-R-8001
TASK PROPOSAL REQUEST (TPR)
FOR
PROGRAM MANAGEMENT
24 February 2016
1. GENERAL TASK DESCRIPTION
a. The USAFWC Detachment 1 (Det 1) located at Schriever Air Force Base (AFB), Colorado, is the centerpiece of Air Combat Command’s (ACC) efforts to fully integrate space into the daily operational Air Force. The USAFWC requires contractor support to achieve this mission and the following objectives:
· Develop new techniques and procedures to apply space-based capabilities to training, exercises, plans and operations
· Test Space Systems in an Operational Environment.
· Exploit existing air, space, cyber, national and global systems for operational and tactical application.
b. Contractor support for the execution of the USAFWC and mission partners requires wide ranging systems, operations, and technical service performance activities, as well as direct involvement and interfaces with various Air Force, Department of Defense (DoD), National Agency, and other Government, civil, and commercial entities.
c. The contractor shall designate a program manager (PM), and shall establish a Contractor Program Management Office (CPMO) to implement overall program management and control for the performance work statement (PWS) cited below, to include program level oversight, tracking, reporting, and project monitoring of all tasks assigned under the PWS by the Contracting Officer (CO). The contractor PM shall ensure that program management includes suitable administrative and reports procedures for regular status reports (informal as well as documented), resource expenditure accounting, program reviews, briefings, and other activities to assure that the USAFWC Det 1 are kept apprised of execution activities at the program level.
2. APPLICABLE PERFORMANCE WORK STATEMENT (PWS) PARAGRAPHS
This Task Order (TO) invokes the provisions of the following paragraphs and all included subparagraphs of the PWS: 1.4.1 and 1.4.2.
3. SPECIFIC WORK TO BE PERFORMED
The contractor shall perform the following specific tasks, and shall provide program level management and support for other program oversight functions as appropriate.
a. Program Management (90%).
Definition: The Program Management portion of this task will focus on all of the elements needed to perform all of the day-to-day management of the 3IS II contract in meeting all elements of the PWS cited above to include program level oversight, reports, briefings, procedures, etc.
1) Program Management: The support contractor shall perform program level management, integration, cross utilization, control, and oversight of all related contractor/sub-contractor activities. Program management shall include the responsibility to assure satisfactory technical performance, program risks, oversight of schedules, costs, administration, security, reports, reviews, and similar functions and activities associated with this contract PWS. The contractor PM shall be the single interface to the 3IS II PM for program management activities and communications concerning the multi-function teams (MFT).
The contractor PM shall identify and recommend specific program/task tracking and reporting software applications to be used in the performance of program management responsibilities. The contractor PM shall use government-off-the-shelf (GOTS) and/or commercial-off-the-shelf (COTS) applications to the maximum extent possible in support of this contract.
a) The contractor PM shall maintain the approved management plan (CDRL A005) as required for Government approval. The management plan shall include specific references to the contractor’s organizational conflict of interest (OCI) plan regarding interfaces and existing or potential duplication for operational assessment and support of overall contract tasks. The management plan shall address the program management structure; the approach to be used for program management support; the reporting, administrative, and accounting mechanisms to be employed in managing the program; and, the management methodology/techniques/organizational structure used to control program execution activities under all task orders issued under the PWS cited above to include subcontractor management plans and activities.
b) The contractor shall identify “leads” (or whatever designation the contractor chooses) for the individual tasks/units supported on this contract. The “leads” shall be identified/accounted for under this PM task.
c) The contractor shall perform day-to-day contract administration. Contract administration includes responding to TPRs, implementing contract modifications and changes, negotiations, and participating in technical interchange meetings (TIMs).
d) The contractor shall provide timely and accurate financial management to include: cost status and forecast data, pricing data, purchasing, invoicing, and travel management; proactively identifying potential mission impacts and offering possible action plans.
b. Security (10%) DEFINITION: Due to the nature of work both at the USAFWC facilities and elsewhere on the contract, security is paramount to the successful completion of the USAFWC mission. The contractor shall require access to sensitive compartmented information (SCI) and other special category data during the performance of these tasks. The Government shall determine accesses required in conjunction with the contractor's stated needs. Within the security framework the contractor shall address the contractor’s Industrial Security program.
1) The contractor shall develop an annual security training program that adheres to standard DoD guidelines for classifications up to and including top secret/SCI.
2) Contractor shall have technical expertise with all applicable security disciplines, adhere to all applicable directives, publications, handbooks, policy letters, and procedures involving all security disciplines and have a valid security clearance at the level required to perform daily duties. Contractor shall be further required to interface with various Air Force, DoD, National Agency, and other Government, civil, and commercial entities.
3) As a minimum the contractor shall be required to perform the following specific duties for 3IS II contract personnel.
a) Prepare and process out-going collateral and SCI visit authorization requests (VARs).
b) Review and process periodic reinvestigations (PRs) and Initial Investigations for personnel submitting the Electronic Personnel Security Questionnaire (EPSQ).
c) Prepare AF Form 2583, Request for Personnel Security Actions.
d) Prepare AF Form 2586, Unescorted Entry Authorization Certificates.
e) Prepare in-processing and out-processing forms.
f) Prepare classified material for shipment and prepares appropriate forms, AF Forms 310 and 12.
g) Administer proper security classification markings and provide guidance for proper overall classification issues.
4. REQUIRED TRAVEL
Contractor TDY travel may be required in conjunction with performance of this task order. All contractor travel arrangements will be the responsibility of the contractor. Required travel is listed in attachment (A) of this TPR.
5. OTHER DIRECT COSTS (ODC)
The contractor shall propose any necessary ODC required. The Government PM and CO shall approve all task order ODCs over $500 prior to purchase. Required ODC’s are listed in attachment (B) of this TPR.
6. DATA RIGHTS
Pursuant to the contract, the Government has unlimited rights to all deliverables of this task order. The Government shall obtain custody of all records associated with contractor deliverables and shall have exclusive control in the distribution of all products and services provided and/or developed by the contractor.
