Questions and Responses
Could Response Can the government provide historical labor hours for this contract or the individual task orders?
Workload data has been provided at the task order level based upon current requirements for that task order. The Government estimates 50- 60 task orders per year. Historically, the last two years have averaged between 120-135 full-time equivalents on the current contract.
DRAFT Solicitation FA2550-16-R-8001 -- USAF Warfare Center (USAFWC) Innovation, Integration and Information Support II (3IS II), Section L-3.4.3.5.4 states, "The cost proposal shall provide worksheets that include a consolidated manning summary with each TO proposal. Show labor detail for each direct labor category, separately identifying the labor category/classification." Further, regarding the scenarios, Section L.4.1.5 states, "The offeror shall provide a sound technical approach to include a manpower table with staffing and skill mix for each scenario. The manpower table at a minimum shall include the labor categories, labor hours, and prime/teaming partner who will provide performance." Would the Government provide current staffing?
See response above. Manpower table provides a technical approach to five task orders only…not the entire contract.
Is the government willing to provide required Knowledge, Skills, Abilities (KSA) for the various positions on this contract?
The government will not provide Knowledge, Skills, Abilities (KSA). The government has provided Section L, Attachment 9, Labor Categories and Description to describe functional responsibilities. The offeror shall determine the education, experience, etc required to perform the function.
Section I of the RFP incorporates 52.222-43 SCA but no Wage Determinations are referenced. Will Wage Determinations be issued at the task order level?
The SCA Wage Determination will be added by modification at the task order level when required since contract performance is at multiple locations. For purposes of task order 0002, Wage Determination 2015-5417, Rev 2 shall be utilized. The wage determination will be added by amendment shortly. The majority of labor categories have been determined to be professional employees and the wage determination will not be applicable.
Who is the point of contact to negotiate the NDA with the Non-Governmental Advisor, Alion Science and Technology, phone and email if possible?

Transition/Phase-In: How long is it and where do we Price? Should there be a separate CLIN for it?
The phase-in period is 30 days and shall be priced on Section L, Attachment 11. The 30 days shall be clarified in an amendment shortly.
Do subcontractors require a Technical Assistance Agreement per the requirement stated in para.
1.4.1.3 in order to perform on any task orders?
The contractor to include team partners shall be compliant with the International Traffic in Arms Regulation (ITAR) with respect to release of information. If releasing information on a specific task, you must be compliant with ITAR.
Not all task orders require an agreement.
Alion Science and Technology is a competitor.
Could you expand on the processes put in place to avoid, neutralize or mitigate this potential conflict of interest and ensure the data is used solely for the purposes of supporting FA2550-16- R-800l evaluations?
Section L, paragraph 3.9 discusses mitigation procedures utilized such as non-disclosure and contractor agreements. Alion must meet the standards of FAR Subpart 9.505-4(b). Pursuant to this subpart, Alion has agreed to enter into agreements with potential offerors to protect the offerors’ proprietary information from unauthorized use or disclosure for as long as it remains proprietary and refrain from using the information for any purpose other than that for which it was furnished. The offeror is respectfully requested to contact Alion, enter into a suitable agreement, and provide a copy with its proposal.
Section M2.2.1.2c PROGRAM MANAGEMENT subfactor evaluation criteria requires “staffing with personnel requiring TS/SCI and SAP clearances” to be considered RELEVANT.
Programs that support TS/SCI and SAP clearances are highly classified and unable to be submitted at an unclassified level without customer pre-approval or major redactions, including critical contract data information such as contract number, place of performance, and POC organizations and contact information. The PPI system is unclassified making it extremely difficult for bidders to submit appropriate program management information on highly classified programs per Government instructions.
Recommend Government change Section M to read “staffing with personnel requiring DoD security clearances up to and including TS/SCI” which can be verified at the contract information level" OR remove the PPI system requirement
The offeror shall enter a “fictional” contract number for classified contracts only and follow PPI instructions and complete information to the extent possible. If you are unable to enter any information using the PPI instructions, please contact the contracting officer by email.
and allow bidders to submit classified performance information up to the TOP SECRET level.
Section M2.2.1.2.c INFORMATION TECHNOLOGY subfactor evaluation criteria requires “…maintenance, operations, and administration of SIPRNet…and on JWICS…”. Understanding that the maintenance and operational processes of Secret vs. Top Secret networks are very similar and that the majority of relevant experience requirements comes from administration and support of unclassified and classified networks (Secret or above), recommend Government reword the Section M criteria to state “…maintenance, operations, and administration of unclassified and classified networks.” This will appropriately cover the AFWC IT support requirement while allowing bidders to showcase the full breadth of experience instead of artificially limiting competition to a specific network (e.g. JWICS).
No change will be made to Section M.
