TASK PROPOSAL REQUEST (TPR)

TENCAP

1. GENERAL TASK DESCRIPTION

a. Air Force Tactical Exploitation of National Capabilities (AF TENCAP) delivers rapid, cost-effective, and innovative capabilities by exploiting national capabilities across battlespace domains, thereby integrating the warfighting and intelligence communities in order to win today’s fight and prepare for tomorrow’s. The contractor shall support AF TENCAP project development to the following mission areas: Special Operations Forces (SOF), Tactical Warfighter, National Warfighter, Military Exploitation of Reconnaissance and Intelligence Technology (MERIT) and Mission Programs. Within these mission areas AF TENCAP initiates, executes, and transitions research and development efforts to deliver practical solutions to urgent problems. These efforts are anticipated to entail rapid (usually less than 18 months) integration of existing technologies into field testable, functional prototypes of solutions to military problems in nine major Focus Areas:

Focus Area 1: Geolocation and Tagging, Tracking, Locating Focus Area 2: Sensor, Data Fusion and Dissemination Focus Area 3: Unconventional/Asymmetric Warfare/Support to Special

Operations Focus Area 4: Situational Awareness Focus Area 5: Space Situational Awareness Focus Area 6: Cyber and Spectrum Warfare Operations Focus Area 7: Air Superiority Focus Area 8: Command, Control and Spectrum Utilization Focus Area 9: Real-Time/Near Real Time Large Data Analytics and Virtualization

b. The contractor support to AF TENCAP shall include rapid acquisition support providing technical knowledge and project management support as detailed in the performance work statement (PWS) para 1.4.3.1 and 1.4.3.2. The contractor shall support AF TENCAP throughout all phases of research and developmental projects from Project Initiation (para 1.4.3.2.1) through project transition and closeout (para 1.4.3.2.5). The contractor shall support the MERIT process which takes place annually and spans approximately six (6) months of full-time coordination and planning (para 1.4.3.3).

2. APPLICABLE PERFORMANCE WORK STATEMENT (PWS) PARAGRAPHS

This task order (TO) invokes the provisions of the following paragraphs and all included subparagraphs of the PWS: 1.4.1, 1.4.2, and 1.4.3.

3. SPECIFIC WORK TO BE PERFORMED

a. MERIT (6%)

1) AF TENCAP is the AF representative for the National Reconnaissance Office (NRO) MERIT program, sponsoring new projects that enhance tactical warfighting capabilities by leveraging national capabilities.

a) The contractor shall support AF TENCAP’s participation in the MERIT working group as detailed in the NRO MERIT Charter, AF TENCAP OI 1-1 Annex 2 (MERIT Roles and Responsibilities), and PWS para 1.4.3.3.

b) The contractor shall execute a process to support AF TENCAP’s evaluation of MERIT Proposals received through the MERIT Call for Concepts process. Contractor shall support the research, investigation, presentation and ranking of all proposals and work with proposal developers for sponsorship recommendations.

c) The contractor shall provide project management support to selected MERIT projects that obtain Air Force sponsorship and will be executed by AF TENCAP. Project execution includes receiving funding or ensuring funding is sent to the appropriate organization and includes program management of each of the individual projects throughout the one or two year MERIT project lifecycle.

b. AF TENCAP Planning, Execution and Transition Support (82%)

Definition: AF TENCAP conducts system evaluations, proof of concept demonstrations, quick reaction capabilities and provides operational systems for transition to operational users. AF TENCAP leverages tactical and national systems to meet potential shortfalls and limitations on existing systems in support of dynamic mission requirements. Mission partners include operational users, other government agencies, and the Intelligence Community. AF TENCAP requires contractual support both within and outside the organization to execute ongoing efforts.

1) The contractor shall provide technical, engineering and project management support during an AF TENCAP’s project lifecycle. The nine steps of the AF TENCAP Project Lifecycle include:

Reference the AF TENCAP Operating Instruction 1-1 for details of each step.

2) The contractor shall fill the roles of programmatics lead, technical lead and operations lead (see definitions in AF TENCAP OI 1-1) or a combination thereof as part of a project team for each effort AF TENCAP executes. The project team may be a combination of assigned government (active duty, civilian) and contractor personnel.

Each AF TENCAP project will have a government project manager who is the decision authority for the day-to-day management of project activities, and is responsible for overall project execution. The contractor shall provide support to the Government project manager for each project. The project manager assigns, schedules, and prioritizes work among the project team members. The contractor shall NOT represent the Government nor provide direction to other contractors.

3) The contractor shall provide support to established project management processes in each stage of the AF TENCAP project lifecycle as detailed in AF TENCAP OI 1-1. The contractor shall complete assigned project management support tasks as detailed in the PWS para 1.4.3.2.

4) The contractor shall provide project management support (para 1.4.3.2) and liaison duties (para 1.4.3.1.3) for AF TENCAP at designated geographically separated locations (i.e., Nellis AFB, Joint Base Pearl Harbor-Hickam AFB, or as assigned).

Liaison tasks include providing responsive, dedicated, professional support to the entirety of the AF TENCAP workforce (Government and Systems Engineering Technical Assistance (SETA)) anywhere contractor expertise with project development and transition at the geographically separated location is of value. This includes on the ground coordination and liaison for AF TENCAP personnel visits, understanding and assisting in the management ,execution and transition of AF TENCAP projects that are relevant to mission partners, providing feedback regarding mission partner perspectives and opinions on AF TENCAP initiatives, and other coordination activities as directed by government. Liaison responsibilities include providing periodic status updates to supervisors, the contracting officer representative (COR) and relevant government project leads summarizing activities and liaison work conducted in support of AF TENCAP or feedback related to AF TENCAP projects at the geographically separated location.

c. Mission Programs and Portfolio Support (12%)

1) Definition: The Mission Programs Division supports AF TENCAP in providing program management, financial management, and contracting support for the entire AF TENCAP portfolio of projects to facilitate the effective transition of capabilities to warfighters. The Mission Programs Division supports the AF TENCAP Director, AF TENCAP program manager, and Program Executive Officer (AFLCMC/WI) and is the unit focal point for all HQ USAF Program Element Monitor issues and products.

Additionally, the Mission Programs Division establishes and monitors the AF TENCAP process (AF TENCAP Charter, operating instructions, and templates), manages

Page 5 of 11 FA2550-16-R-8001 execution of the AF TENCAP program (Program Management Reviews (PMR), resource planning and AF TENCAP database), and provides interface with outside stakeholders (Headquarters Air Combat Command (HQ ACC), Program Executive Office for Intelligence, Surveillance, Reconnaissance and Special Operations Forces (PEO for ISR & SOF), Assistant Secretary of the Air Force for Acquisition, Directorate of Information Dominance (SAF/AQI), etc.). The Mission Programs Division is responsible for SAP/SAR security and information assurance and working with AFLCMC/WINK to execute AF TENCAP’s broad agency announcement (BAA).

2) Mission Programs Division provides ongoing support to the execution of the AF TENCAP program and portfolio of projects. The contractor shall support these activities by:

a) Assist in reviewing and revising AF TENCAP processes and procedures (AF TENCAP Charter, AF TENCAP Operating Instruction 1-1) on an annual basis or as required. Contractor shall develop, maintain, and provide standardized briefing templates (Napkin Brief, Approval Brief, Acquisition Strategy Brief, Significant Change Brief, Program Management Review Brief, Closeout Brief) at the appropriate security levels (unclassified, secret, top secret/sensitive compartmented information (TS-SCI), and special access program/special access required (SAP/SAR). Contractor shall update AF TENCAP documentation on file with outside agencies when required.

b) Develop and maintain a consolidated file plan to cover written and electronic records in the AF TENCAP office. Of particular importance is maintaining project folders at the appropriate security levels (unclassified, secret, TS-SCI, and SAP/SAR) from project initiation to project transition and closeout.

c) Draft, review and store AF TENCAP historical records and documents to include: AF TENCAP Annual Report (TS and secret versions), PMR, Executive PMRs and other related program data, to include a current distribution list.

d) Provide support to produce products and documentation related to AF

TENCAP efforts that could be loaded on a world wide web (www) type server at the unclassified, secret and top secret/SCI levels as requested by the COR. This task shall include AF TENCAP information on an USAFWC (www) page on the internet, an USAFWC-Det 1intranet, a SECRET level page accessible via intelink-S, and a TS-SCI level page on the TS-SCI level Intelink.

e) Support the AF TENCAP Contracting Officer (CO) in managing the AF

TENCAP BAA process. This includes receiving white papers from the CO, distributing white papers to AF TENCAP members for concept review and evaluation, and coordinating the completion of white paper evaluations with the AF TENCAP program manager and CO.

f) Program, develop, and maintain a database of all AF TENCAP Projects to include: project initiation (NAPKIN), project approval (TALON), acquisition strategy approval, project transition and closeout (AF TENCAP Capabilities). The AF TENCAP

Page 6 of 11 FA2550-16-R-8001 database will also include: AF TENCAP sponsored MERIT projects, BAA white papers and other solicited and unsolicited concepts submitted for consideration. The contractor shall ensure that BAA evaluators complete white paper reviews, and that all concepts papers and evaluations are entered into the database. The database shall include requirements submitted by AF TENCAP customers and any other agreed upon requirements within the visibility of AF TENCAP. The database shall include all lessons learned gathered from project officers during the course of project execution and close-out.

g) Assist the government in developing and maintaining training materials and lesson plans as part of AF TENCAP project manager upgrade and continuity training.

Training shall include basic project management skills, BAA training and project manager orientation. The contractor shall schedule training events for AF TENCAP members.

h) Consolidate and maintain all memorandam of agreement and understanding

(MOAs and MOUs) between AF TENCAP and other organizations. The contractor shall periodically review each agreement to determine required timelines for revision. The contractor shall notify the owning AF TENCAP division when revisions are due.

i) Provide support as a science and technology integrator. Contractor shall evaluate urgent or emerging requirements and work to satisfy those with technologies or solutions in development with the National/Defense scientific and technology community or academia. Contractor shall develop or adapt technical solutions, conduct research and development engineering assessments to solve outstanding Air Force problems or requirements. Contractor shall assist project teams by providing technical analysis for all concepts submitted, provide systems engineering and integration for current and future AF TENCAP projects, and provide support to the AF TENCAP technical director in ensuring milestone criteria meet AF TENCAP director’s intent.

4. REQUIRED TRAVEL

Contractor TDY travel shall be required in conjunction with performance of this task order. All contractor travel arrangements will be the responsibility of the contractor.

Forecasting travel for the AF TENCAP task is based off of project and real-world contingencies. Due to the changing real-world situations and changing projects, it is extremely difficult to forecast travel.

5. OTHER DIRECT COSTS (ODC)

The contractor shall propose any necessary ODC required. The Government PM and Contracting Officer shall approve all task order ODCs prior to purchase. These funds will be used to primarily support Blanket ODC purchases (batteries, connectors, cables, and other miscellaneous items) while contractors are in TDY status to support projects and demonstrations. Forecasting ODCs for the AF TENCAP Task is based off of

Page 7 of 11 FA2550-16-R-8001 supporting projects and real world contingencies. Due to the changing real-world situations and changing projects it is extremely difficult to forecast ODC support.

6. DATA RIGHTS

Pursuant to the contract, the government has unlimited rights to all deliverables of this task order. The government shall obtain custody of all records associated with contractor deliverables and shall have exclusive control in the distribution of all products and services provided and/or developed by the contractor.

7. DELIVERABLES

8. SECURITY INSTRUCTIONS

The contractor shall require access to secret, TS-SCI, SAP/SAR and other special category data during the performance of various tasks in support of the AF TENCAP mission. SAP/SAR includes programs that interact with one or more set of classified Department of Defense (DoD) or National Agency programs that enhance warfighter combat capabilities. The Government shall determine accesses required in conjunction with the contractor's stated needs.

9. SERVICE SUMMARIES (SS)

The contractor shall perform to the specific SS items in attachment C. The SS items will be observed monthly unless a deviation is approved by the COR, program manager and CO as appropriate.

Attachment (C)

The following is the service summary (SS) which is a listing of critical performance objectives (services required) with associated performance thresholds (specific standards) that will be periodically verified by government personnel. Each performance threshold represents the minimum acceptable level of contractor performance for its corresponding performance objective. The performance objectives and thresholds represent only the critical components of this contract and do not excuse the contractor from performance of other responsibilities identified in this TO.

DESIRED EXPERIENCE

It is highly desired that the contractor possess current knowledge and understanding of SIGINT (Signals Intelligence), IMINT (Imagery Intelligence), COMINT (Communications Intelligence), ELINT (Electronic Intelligence), MASINT (Measurement and Signature Intelligence) and platforms operated and maintained by the national intelligence community (NSA, NRO, NGA, DIA, CIA) and military services. It is recognized that one individual may not possess the knowledge of the entire intelligence community (IC).

ESTIMATED WORKLOAD DATA

AF TENCAP Planning, Execution and Transition Support AF TENCAP typically manages 30-35 projects per year of which most involve handling secret, TS-SCI, SAP/SAR and other special category data. Each contractor FTE normally supports approximately 2-3.
