TASK PROPOSAL REQUEST (TPR)
FOR
OL-A, 705th Combat Training
Squadron (CTS)/ Distributed Mission Operations Center for Space

1. GENERAL TASK DESCRIPTION
OL-A, 705th Combat Training Squadron (CTS) / Distributed Mission Operations Center for Space (DMOC-S) provides a realistic Live-Virtual-Constructive (LVC) environment to integrate space capabilities and effects through advanced training, exercises and mission rehearsal events. The DMOC-S accomplishes air and space integration by developing innovative space capabilities and integrating them into national and theater architectures; planning/executing events, exercises, demonstrations and experiments; providing space situational awareness (SSA) and developing/utilizing advanced space modeling and simulation tools. These integration efforts require contractor support in the following areas: events, demonstration and experiment planning/execution;
support to distributed mission operations (DMO), space systems training, contingency operations support, space capabilities development/integration, operations support, modeling and simulation support, data analysis, communications architecture support, system engineering/integration, program management and developmental testing.
2. APPLICABLE PERFORMANCE WORK STATEMENT (PWS)
PARAGRAPHS
This task order (TO) invokes the provisions of the following paragraphs and all included subparagraphs of the PWS: 1.3.2, 1.4.4, 1.4.6.1.1.10, 1.4.6.1.1.18 and 1.5.14.
3. SPECIFIC WORK TO BE PERFORMED
a. DMOC-S Operations Support (35%)
1) Definition: Performance of operations in support of DMOC-S capabilities.
a) The contractor shall operate existing and future systems capabilities and architectures in support of advanced training, demonstrations, special event assessments, exercises, wargames and real-world contingency operations; and maintain detailed system expertise on all aspects of operating DMOC-S modeling and simulation (M&S) and Command, Control, Computer, and Communications (C4I) equipment. Flexible work schedules, including occasional 24-hour/7-day operations, shall be required periodically to support exercises, wargames, demonstrations, experiments and contingencies according to a mutually agreed upon schedule.
b) The contractor shall assist in developing training scenarios to support events and mission rehearsals and all training internal to space forces and the interface to all other DMO domains. This will include generation of live, virtual and constructive space effects that are synchronized with the scenario events.

c) The contractor shall attend DMOC-S related meetings in the local area, and at other locations as directed by the Government. The contractor shall gather information, coordinate with key players internal and external to DMOC-S, and integrate inputs to support the execution of exercises, experiments, demonstrations, or training. The contractor shall establish liaisons with key players from other DMO domains as required by the Government.
d) The contractor shall provide support in planning and developing training scenarios for all mission rehearsals and training internal to space forces and, if necessary, the interface to other DMO domains. This shall include the generation of virtual and constructive space effects that are synchronized with the scenario events.
e) The contractor shall execute exercises, experiments, and training events involving multiple service and/or joint organizations by installing exercise-specific databases in DMOC-S M&S and C4I systems; configuring the systems as required to operate on the exercise network; monitoring the systems performance and making adjustments as required by changes in the scenario;
and acting as exercise controllers/system experts at the main exercise sites.
f) The contractor shall control DMOC-S exercise and event inputs in coordination with the host exercise control group (ECG), whose function is to maintain control of the timing, tempo and execution of the event to accomplish the desired training objectives.
g) The contractor shall be prepared to emulate Higher Headquarters
(HHQ) or other external organizations/ agencies not participating in an event (white cell).
b. DMOC-S Exercise Planning and Execution (40%)
1) Definition: Develop, plan and execute AFSPC participation in Chairman of the Joint Chiefs of Staff (CJCS), Combatant Command (COCOM), USAF and other Services exercises, experiments and demonstrations as defined by the HQ AFSPC Component Exercise Plan (CEP).
a) The contractor shall develop schedules, plans and briefings;
coordinate/monitor activities, and report on those activities through trip reports, briefings, meeting minutes, etc. As required, the contractor shall participate during exercise execution as part of the ECG providing oversight, management and control of space and cyber events for the exercise.
b) The contractor shall plan exercises, experiments and training events involving multiple service and/or joint organizations by gathering information, Page 4 of 13 FA2550-16-R-8001 coordinating with key players internal/external to the DMOC-S and integrating their inputs, developing databases for the DMOC-S, M&S, and C4I systems, identifying exercise network and DMOC-S system requirements, and developing space-related scenario requirements and events to meet player training objectives.
c) The contractor shall provide trip reports within five business days from end of conferences/meetings and exercise execution; exercise readiness review (ERR) briefings 30 days prior to exercise execution; and after action reports (AARs) 30 days from the end of each exercise.
d) The contractor shall assist AFSPC in the planning and execution of the annual and quarterly exercise coordination team (ECT) meetings by preparing and presenting exercise and experiment planning and participation information for each scheduled exercise per CEP.
e) The contractor shall coordinate manning support with HQ AFSPC for each exercise and experiment and coordinate all unit manning document (UMD), deployments requirements manning document (DRMD) and Joint manning document (JMD) manning requirements with the exercise/experiment host. In addition, for exercises requiring specific time phased force deployment data (TPFDD) builds from HQ AFSPC, the contractor shall coordinate these activities with the host command and HQ AFSPC.
f) The contractor shall assist the AFSPC in the identification and coordination of resource requirements for individual exercises.
c. DMOC-S Maintenance and Sustainment (10%)
1) Definition: DMOC-S maintains a robust infrastructure that requires continuous oversight and management. This infrastructure includes communication systems, computer hardware and software.
a) The contractor shall maintain, sustain, and upgrade the DMOC-S computer (hardware, software, etc.) and communications infrastructure. This includes establishment and sustainment of the communications and computer architecture and the configuration of the DMOC-S for each DMO event.
Government may authorize specialized training as required.
b) The contractor is responsible for upgrading configurations and all of the components. During the upgrades of configuration objects, the contractor must assign a classification level to the object. As such, the contractor must exercise strict security discipline to ensure that these objects are not mislabeled. Note that this labeling applies only to the configuration object, and not the data upon which the object will act.

c) The contractor is responsible for reviewing all configurations and configuration objects created or modified and confirming the activation of any configuration initiated by an operator.
d) The contractor shall ensure that all required certification and accreditation processes are followed and completed.
e) The contractor shall develop the DMOC-S operational training architecture, ensuring a realistic and effective training environment for space forces in each mission area.
f) The contractor shall collaborate with other Government and contractor teams that are supporting DMOC-S development, primarily to accommodate data collection, obtain government-off-the-shelf (GOTs) technologies and leverage best practices, procedures and techniques.
g) The contractor shall provide necessary support to set up, tear down, integrate, test, operate, and troubleshoot DMOC-S equipment and infrastructure supporting exercises, experiments, demonstrations and training. Support may be required both in the DMOC-S and at deployed locations.
h) The contractor shall assist the DMOC-S program manager in the identification and coordination of resource requirements for DMOC-S.
d. DMOC-S Systems Development (10%)
1) Definition: The development of innovative space capabilities and space modeling/simulation tools is a major factor in transforming space support to warfighters. The following is required for DMOC-S support:
a) The contractor shall obtain and maintain Government-identified operational application databases, support space capabilities development and provide scientific software coding with minimal technical oversight. Coding support requires programmers with expertise in orbital mechanics, physics or related fields.
b) The contractor shall provide analysis to translate operational-level training requirements, given the characteristics of AFSPC weapon systems, into recommended technical approaches to satisfy DMO-S requirements; document all analysis and results in trade-off/feasibility studies; and use analysis to identify system shortfalls and assist in defining requirements for new M&S tools and Space Crew Mission Simulators.
c) The contractor shall provide technical expertise in M&S protocols to include Distributed Interactive Simulation (DIS) and High Level Architecture (HLA); Combined Air Operations Centers (CAOC/Falconer AOCs), 14 AF/JFCC-

Space Joint Space Operations Center (JSpOC) operations and equipment; and space squadron training requirements and equipment.
d) The contractor shall support development of the DMOC-S to enable it to provide an operational advanced training architecture that shall ensure a realistic combat representative training environment for space forces in each mission area to exercise sensor to decision-maker interfaces, including development of new M&S and crew simulation systems.
e) The contractor shall provide technical expertise to the Government for evaluating new M&S tools and crew simulators being developed by outside contractors.
f) The contractor shall support within existing capability, any demonstrations, tests and/or special event assessments involving new space M&S and simulator systems by assisting in defining requirements, test plans and assessing the results.
e. DMOC-S Systems Integration (5%)
1) Definition: DMOC-S enables development and integration of space capabilities and emerging space applications into national and theater architectures to transform space support to the warfighters. Using its software development test bed, DMOC-S facilitates the transition of space capabilities, emerging concepts, technologies, and processes into operational environments.
DMOC-S leverages information technology and innovative concepts to enhance an interoperable joint Command, Control, Communications, Computers, Intelligence, Surveillance, Reconnaissance (C4ISR) architecture and SSA.
a) The contractor shall support on-going and currently scheduled integration efforts.
b) The contractor shall support development of new or enhanced space-related software, hardware, and processes.
c) The contractor shall support the development and implementation of command and control (C2) and operations requirements towards an integrated aerospace C2 approach.
d) The contractor shall gather information, coordinate with key players within and outside of the USAFWC and integrate inputs in support of producing C2 processes and products.
e) The contractor shall gather information, coordinate with key players within and external to the DMOC-S, and integrate inputs in support of producing C2 processes and products.

f) The contractor shall attend air and space C2 process integration meetings in the local area and at other locations.
g) The contractor shall support the integration of data fusion architectures and leverage existing and other all-source data, including evaluating dissemination capabilities.
h) The contractor shall have expertise in Aerospace Operations Center (Falconer AOCs) and 14AF (JSpOC) processes and procedures in order to enable integration of innovative air and space concepts and capabilities into theater operations.
i) The contractor shall support integration, testing and evaluation of potential warfighter applications and systems.
j) The contractor shall operate existing and develop future systems capabilities and architectures in support of DMOC-S demonstrations, special event assessments and real world contingency operations.
k) The contractor shall identify systems shortfalls that could impair accomplishment of DMOC-S mission objectives.
4. REQUIRED TRAVEL
Contractor TDY travel shall be required in conjunction with performance of this TPR. The Government COR shall approve contractor travel. All costs associated with travel shall be proposed at the subtask level. Required travel is listed in attachment (A) of this task proposal request (TPR).
5. OTHER DIRECT COSTS (ODC)
The contractor shall propose any necessary ODC required. The Government PM and Contracting Officer (CO) shall approve all TO ODCs prior to purchase.
Required ODCs are listed in attachment (B) of this TPR. The Government shall furnish or make available to the contractor any training necessary to accomplish the task as mutually agreed upon between the Government and the contractor.
6. DATA RIGHTS
Pursuant to the contract, the Government has unlimited rights to all deliverables of this TO. The Government shall obtain custody of all records associated with contractor deliverables and shall have exclusive control in the distribution of all products and services provided and/or developed by the contractor.

Deliverables shall be provided according to contract data requirements list (CDRL) instructions or to a mutually agreed upon schedule.
8. SECURITY INSTRUCTIONS
The contractor shall require access to SCI and other special category data during the performance of these tasks. The Government shall determine accesses required in conjunction with the contractor’s stated needs.
The contractor shall be responsible for protection of government information, property, equipment, and resources which are generated, issued, or supplied under the terms of this contract.
The following mission focus areas require at least a TS/SCI clearance:

9. SERVICE SUMMARIES (SS)
The contractor shall perform to the specific SS items in Attachment C. The SS items will be observed monthly unless a deviation is approved by the Contracting Officer’s Representative (COR), program manager and CO as appropriate.

Attachment (C)
The following is the service summary (SS) which is a listing of critical performance objectives (services required) with associated performance thresholds (specific standards) that will be periodically verified by government personnel. Each performance threshold represents the minimum acceptable level of contractor performance for its corresponding performance objective. The performance objectives and thresholds represent only the critical components of this contract and do not excuse the contractor from performance of other responsibilities identified in this TO.
