Question
Att L-9 Labor Cats
Would the Government please provide ranges reflecting expected years of experience and/or education for the three "tier" levels (Journeyman, Apprentice and Craftsman) stated in Attachment L-9? Without the Government providing at least ranges for experience or education, there will be significant differences between proposals, ie one company bids a Journeyman as 8 years of experience while another company bids the same labor category as having only 3 years of experience. Providing experience ranges will help ensure an apples to apples comparison.
The Government has provided functional responsibilities and labor categories; however, the offeror shall determine the experience and education required to accomplish the functional responsibilities.
Solicitation 4.3.5.7 If the prime is submitting one set of ceiling rates on behalf of the entire team (including subcontractors), do teammates/subcontractors have to submit cost/price proposals to the Government?
The offeror may submit one set of ceiling rates, if the offeror’s approach is all team members will not exceed the rates proposed by the prime.
Solicitation 4.3.5.7 If a subcontractor does submit a cost/price proposal, does it have to be on a CPFF basis? The prime may wish to establish FFP or T&M type contracts with our subcontractors, but if subcontractors have to submit CPFF type cost data to the Government their proposal may not reflect the true cost structure during execution.
The Government must be able to determine that incurred costs are allowable, allocable, and reasonable. The offeror shall be able to accommodate changes in the requirement.
Solicitation 4.2.3.5 Please confirm that client authorizations letters are only for commercial customers, and are not required for past performances with the government.
Attachment 6, Sample Client Authorization Letter, is for nongovernmental customers.
Att L-7 Labor Table
Attachment L-7 does not contain labor categories for TPR 002 (Program Management). Would the Government please provide expected labor categories and experience levels for TPR 002?
The offeror shall proposed labor categories that are not covered by “overhead” to support TPR 0002, such as finance.
RFP Please reference Solicitation Section 3.8.12 Proposal Delivery: “These volumes must be received no later than the date and time specified in the final solicitation.
FBO posting. Volume I – Technical Proposal, Volume III – Cost/Price, and Volume IV – Contract Documentation must be received no later than 1:00 pm Mountain Time (MT) on 8 July 2016.
Volume II – Present/Past Performance Information must be received no later than 1:00 pm MT on 27 June 2016. Additionally, completed present/past performance questionnaires are requested to be emailed to the Government by 27 June 2016, 1:00 pm MT.
Will the Government change the requirement to deliver Volume II - Present/Past Performance proposal on 27 June 2016 to 8 July 2016 when Volumes I, III, and IV are due? With the understanding that the present/past performance questionnaires will remain due on 27 June 2016.
Past performance volume and PPQs are requested according to the RFP. Efforts will be made by the Government to contact POCs identified in the Past Performance volume.
Attachment Reference Section L 4.3.6, Tab 4, Attachment L-8, Colorado Springs BLS tab. The links provided in the tab do not provide any description of the occupations to the labor categories. Will the government provide corrected links or a specific area within the BLS website to locate the occupational descriptions?

RFP Reference Section L, paragraph 4.3.4.1 and 4.3.5, pages 59-60. Paragraph 4.3.4.1 states "The
The ceiling rates apply only to firm fixed price task orders.
http://www.bls.gov/soc/ ceiling rates should be utilized for future firm fixed price TOs and TO modifications." Paragraph
4.3.5 states "The offeror shall use the labor rates as proposed in the labor tables." Is it correct to assume the labor rates provided for the ceiling rates are to be used to price the FFP Task Order 002 and not the CPFF task orders? If not, can the Government please clarify?
RFP Section 3.8.6 was going to be revised but it still states graphics can vary in size. Can we use smaller than 11 pt font for our tables?
