About this opportunity
The Smithsonian Institution seeks planned maintenance and inspection services for approximately seventy environmentally controlled walk-in units via an Indefinite Delivery/Indefinite Quantity contract, with proposals due April 30, 2026. The procurement carries no set-aside and is open to all businesses regardless of size.
Place of performance spans six locations: Washington, DC; Suitland, MD; Front Royale, VA; Edgewater, MD; Chantilly, VA; and Landover, MD. The walk-in units house diverse mission-critical materials including national collections, specimens, biobank materials, DNA, tissues, blood products, artifacts, radioactive materials, and other items; units are mechanically diverse with varying electrical voltages, refrigerant systems, sizes, and environmental controls.
The contract uses a hybrid pricing structure: Firm Fixed Price for routine planned maintenance and inspections, with time-and-materials pricing for repairs and emergency calls. The contractor must supply all labor, parts, and materials to maintain units per manufacturer recommendations; bears out-of-pocket costs up to $300 per unit annually for replaceable items (lubricants, filters, strainers), with costs above that threshold requiring pre-approval. Semi-annual inspections occur during standard business hours (8:00 AM to 3:30 PM, Monday–Friday). The contractor must respond to non-emergency service calls within one business day with a Rough Order of Magnitude quote within twenty-four hours; emergency calls require on-site arrival within four hours. The Project Manager must hold a minimum five years' experience and possess Master Refrigeration and Universal EPA CFC certification. All personnel require Smithsonian security clearance. The initial contract period is one year from award, with the Smithsonian retaining the right to renew for nine additional one-year periods.
The NAICS code is 236220, Commercial and Institutional Building Construction, with a $45 million size standard. A mandatory site visit occurred February 24, 2026. Questions were due March 5, 2026. Amendment 001 and Amendment 002 were issued; offerors must acknowledge receipt of all amendments prior to proposal submission. Award has been made to Diversified Laboratory Repair, Inc., 7977 Cessna Avenue, Gaithersburg, MD 20879.
