About this file
This document is a Pre-Bid Request for Information (RFI) response memorandum for Project WWYK190067, a fire suppression system repair at Tinker Air Force Base, Oklahoma. The document addresses three specific contractor inquiries related to project phasing, duct detectors, and communication loop wiring requirements. Key responses include: (1) Clarifying that the contractor is responsible for developing a final phasing plan incorporating user requirements, with each project phase not exceeding six weeks, (2) Confirming that existing duct smoke detectors will be demolished and replaced with new detectors compatible with the new Fire Alarm/Mass Notification system, and (3) Specifying that the design requires a Class B wiring configuration contrary to the contractor's assumption of a Class A installation.
The memorandum provides contact information for key project personnel, including the Project Manager (Bash Jimoh), Construction Inspector (Adam Gibson), CSAG Program Manager (Joshua Wheeler), and Contracting Officer Representative (Matthew Morris). The project is restricted to Tinker AFB MAC BOA (Multiple Award Construction Bundle) holders, with a small business set-aside, and an estimated project value between $5,000,000 and $10,000,000. The solicitation indicates a mandatory site visit was conducted on 23 January 2025, with Request for Information (RFI) submissions due by 30 January 2025.

DEPARTMENT OF THE AIR FORCE
HEADQUARTERS 72 AIR BASE WING (AFMC)
TINKER AIR FORCE BASE OKLAHOMA
29 MAY 25
MEMORANDUM FOR AFSC/PZIOC (ATTN: Rachel Silva)
THROUGH: 72 ABW/CENM
FROM: 72 ABW/CEED
Tepa Companies
SUBJECT: Pre-Bid RFI Responses Project: WWYK190067, REPAIR FIRE SUPPRESSION SYSTEM, B2136
Reference: Memo, 15 MAY 2025, Pre-Bid RFIs, WWYK190067, REPAIR FIRE SUPPRESSION
SYSTEM, B2136
1. This office reviewed the referenced RFIs for the subject project and provided answers below. Please forward to the contractor(s) for their use in preparing proposals
(1) Request for information. Changes in the SOW and drawings are made to the phases of the project. All the language is for the installation and removal of the suppression system. No mention of the fire detection system that must be installed at the same time. Given current requirements to notify the owner for pretest, final testing, and notice to demo after the final acceptance of each phase will only leave the contractor 3 weeks for installation.
Government Response: Per G-002 phasing plan, General Note 2 - NOT ALL
ASPECTS OF THE SCOPE OF WORK ARE EXPLICITLY DESCRIBED IN THIS
PLAN. IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO INCLUDE ALL
WORK THAT IS REQUIRED IN THE FINAL PHASING PLAN. As the scope of the project is focused on the fire suppression systems, so the phasing plan is also focused on the fire suppression systems. Per General Note 1 – THE PHASING PLAN
PRESENTED IS A SUGGESTED PHASING PLAN ONLY. THE CONTRACTOR
SHALL DEVELOP A FINAL PHASING PLAN THAT INCORPORATES THE USER
REQUIREMENTS AND SHALL BE COORDINATED WITH AND APPROVED BY THE
USER AND GOVERNMENT PRIOR TO IMPLEMENTATION. Contractor is to propose a schedule as necessary to accomplish required work within the required time frame (no more than six weeks per phase per General Note 6.) in their proposal.
(2) Request for information. The drawings do not reflect duct detectors currently installed in the hangar.
Government Response: Multiple duct smoke detectors are indicated on the third floor fire alarm demolition sheets FD105 and FD106. Existing duct smoke detectors are to be demolished and new duct smoke detectors, compatible with the new Fire alarm/Mass Notification system, installed.
(3) Request for information. The communication loop for all detronics must be a class A installation. So, as each new phase is started, the contractor will have to go to the previous phase to repull new wire. It has been a requirement by Tinker FD that if you touch or change anything with a test system, that it be retested. Therefore, the previous phase will also have to be retested, all within their 6 week time frame.
Government Response: Our design requires Class B wiring configuration provided in accordance with 28 31 76, 1.6.1.a and as indicated on FA/MNS riser diagram on sheet FA-602. Please provide the reference requiring the communication loop for all detronics to be a class A installation.
