About this file
This document is a Pre-Bid Request for Information (RFI) Response memorandum from the Department of the Air Force, Headquarters 72 Air Base Wing at Tinker Air Force Base, Oklahoma, addressing a fire suppression system repair project (WWYK190067) for Building 2136. The RFI responds to a contractor's question about phasing plans for mechanical work, clarifying that the current phasing sheet (G-002) focuses primarily on sprinkler system demolition and installation, with a note that the final phasing plan will be developed by the contractor and coordinated with the user and government.
The project involves repairing the fire suppression system and requires coordination between multiple contractors, including mechanical, electrical, and fire alarm teams. Key points of contact include Bash Jimoh (Project Manager), Adam Gibson (Construction Inspector), Joshua Wheeler (CSAG Program Manager), and Matthew Morris (Contracting Officer Representative). The project is a Small Business Set-Aside with an estimated price range between $5,000,000 and $10,000,000, and is restricted to Tinker AFB MAC BOA (Multiple Award Construction Board of Agreement) holders.

SUBJECT: Pre-Bid RFI Responses Project: WWYK190067, REPAIR FIRE SUPPRESSION SYSTEM, B2136.
Reference: Memo, 25 April 2025, Pre-Bid RFI 01 (Second Site Visit), WWYK190067, REPAIR
FIRE SUPPRESSION SYSTEM, B2136.
1. This office reviewed the referenced RFIs for the subject project and provided answers below. Please forward to the contractor(s) for their use in preparing proposals
(1) Request for information. - Upon review of the Phasing Plans for the project, it was not made clear how the Mechanical work would be addressed in these plans. Is there an expectation as to how this will need to be addressed in any phase.
Government Response: The phasing plan sheet, G-002, is primarily focused on providing a phasing plan for the sprinkler system demolition and installation and does not address other trades or fire alarm. General Note 1 indicates a final phasing plan will be developed by the contractor and coordinated with the user and government. For work area purposes, the phase plan has the sprinkler risers for all phases being installed into the mechanical room during phase 2. It should be noted that the mechanical work should be coordinated with the electrical contractor as well. Fire Alarm contractor will also need to be part of the coordination efforts to determine when the space will be conditioned for the installation of the Fire Alarm equipment.
