About this file
This document is a Pre-Bid Request for Information (RFI) Response memorandum for the Tinker Air Force Base Project WWYK190067, specifically for Repair Fire Suppression System in Building B2136. The government responds to 22 contractor inquiries regarding technical specifications, including flame detection system requirements, sprinkler system design, water supply specifications, underground piping details, and project phasing constraints. Key technical details include: a new Det-Tronics flame detection system is required with flame detectors covering the hangar bay, sprinkler systems must comply with the "Sundown Policy for Foam Fire Suppression Systems" providing at least 0.2 gpm/sqft over 5,000 sqft, and the project involves grout-filling approximately 1,300 linear feet of 6-inch diameter underfloor piping. The government maintains a strict six-week phase duration and will not extend project timelines, with the project scoped to begin downstream of AFFF concentrate proportioning valves and excluding AFFF tanks and concentrate piping disposal.

MEMORANDUM FOR AFSC/PZIOC ATTN: RACHEL SILVA
THROUGH: 72 ABW/CENM
FROM: 72 ABW/(CEED) (Engineering Division, TEPA)
SUBJECT: Pre-Bid RFI Responses Project: WWYK190067, REPAIR FIRE SUPPRESSION, B2136
Reference: Originator Contractor Memo, 31 JAN 25, Pre-Bid RFIs, WWYK190067, REPAIR FIRE
SUPPRESSION, B2136
This office reviewed the reference RFIs for the subject project and provided answers below. Please forward to the contractor(s) for their use in preparing proposals:
1. Request for information. Part of the project involves removing the existing flame detectors in the hangar bay. Will a new Det-Tronics flame detection system be required for early warning?
Government Response: Yes, flame detection system is required per SOW 2.3(2)(g). CC Flame detectors shall be provided such that all portions of the hangar bay are within the range and cone-of-vision of at least two detectors. Exception: The area of the hangar bay within 5 ft. (1.5 m) of the perimeter wall is not required to be within the cone-of-vision of an optical flame detector.
2. Request for information. Will it be possible to extend the duration of each phase. Six weeks per bay seems very short.
Government Response: NO. Contractor shall prepare and submit their Bid based on the SOW’s allotted time per Phase.
3. Request for information. Will a fire pump test be provided by the government to be able to provide system calculations or will the contractor be required to do his own test of the fire pumps?
Government Response: NO. The Govt. will not provide Fire Pump Test Results. The Contractor is required to do their own test of the Fire Pumps.
4. Request for information. - FM guide 3-26 table 2 calls for .60gpm 1200 s/f with 25.2Ksprinkler heads not the 14.2K heads listed on the plans. Should the contractor plan to use 14.2K heads or the 25.2K sprinkler heads? 2.3.1.14 Manufacturing and assembly of large, contiguous components, such as large aircraft, boats, and wind turbine blades, create the potential for shielded fires. The presence of these operations represents an increased fire hazard beyond typical HC-2 or HC-3 occupancies. For ceilings below 60 ft (18m) use Table 2.3.1.10. For ceilings above 60 ft (18 m) protect these areas with K25.2 (K360) sprinklers using a design of twelve sprinklers at 50 psi (3.5 bar).
Government Response: Sprinkler system shall be provided in accordance with the Change 2, 29 December 2022 “Sundown Policy for Foam Fire Suppression Systems”. Sprinkler system shall provide no less than 0.2 gpm/sqft (8 L/min./sqm) over the most remote 5,000 sqft.

5. Request for information. Is seismic protection required for this project?
Government Response: Per Specification Section 21 13 13 Paragraph 3.4.1 and Section 21 13 16 Paragraph 3.4.1, protection of piping against earthquake damage is not required.
6. Request for information. What size is the water tank that supplies the fire protection systems?
Government Response: Per as-builts dated October 1986, the water storage tank is located near B2120 and is 475,000 gallons. 80% of the tank is underground.
7. Request for information. HVAC drawings and specifications, no design questions.
Government Response: N/A
8. Request for information. HVAC who is the contact for “Lock out-Tag out” the electrical service for this task?
Government Response: Upon award the Government will provide this information.
9. Request for information. Will the Government provide an Asbestos Inspection Report?
Government Response: YES
10. Request for information. Phasing closing paragraphs state that each phase will be limited to six weeks. Multiple trades are required to complete the work associated with each phase. Phases 2- 4 will require boom lifts to perform the work necessary. Demolition tasks of each phase will require partial progress before installation tasks can begin. Six weeks appears to be a compressed schedule for the coordination of the multiple trades and multiple tasks that will need to be completed in order to test and accept the completion of each phase in a safe and efficient manner. Can phasing durations be submitted with the proposals in lieu of the maximum six-week durations?
Government Response: NO. Contractor shall prepare and submit their Bid based on the SOW’s allotted time per Phase.
11. Request for information. Please confirm all overhead track cranes are operational and can be moved in order to access the work at the roof level.
12. Request for information. Keynote: 1 specifies Alarm Check Valves for each riser. May Riser Check Valves or Check Valves and Riser Manifolds, equipped with water-flow switches, be permitted in lieu of alarm check valves?
13. Request for information. FX101 Sprinkler System Schedule for Hangar Bay Density is specified as 0.60 GPM/SF over the remote 1200 sf in accordance with FM Data Sheet 3-26.
a. FMDS 03-26 (OCT-2024) Table 2.3.1.10 Note 3 requires minimum 14k sprinklers.
b. UFC 4-211-01 § 3-6.15.2 requires sprinklers to be quick-response uprights.
c. May pendant sprinklers be utilized in lieu of uprights that are required by
UFC 4-211-01.
In addition to this criteria, provide wet pipe sprinkler system in accordance with UFC 4-211-01.
