About this file

This is a Questions and Answers spreadsheet containing 137 clarifications issued by the Government in response to offeror questions regarding the TEIS IV On-Ramp Solicitation (W91RUS27RA001). The Q&A document addresses proposal preparation requirements, facility clearance and security mandates, past performance submission criteria, cost and pricing methodologies, small business participation, joint venture arrangements, sample task specifications, and attachment numbering discrepancies.

Key clarifications include: the proposal due date is 30 October 2026 at 1600 AZ time; prime offerors must independently demonstrate an active Top Secret Facility Clearance with Secret safeguarding capability at proposal submission, verified through DCSA; all three Sample Tasks must be proposed as capability is required across the full contract scope; past performance relevance in magnitude is assessed on a combined aggregate basis and must demonstrate either 100+ employees or $30 million in combined contract value, measured from 1 December 2023; the IDIQ ceiling is $800 million with an anticipated 10 total awards (four to small businesses, six to other-than-small businesses); on-ramp contracts are coterminous with existing TEIS IV contracts for 60 months (2027-2032) with escalation applied over the five-year period; current TEIS IV contract holders may participate as subcontractors or teaming partners but cannot submit as prime offerors; OCONUS labor rates should be based on Washington, D.C. baseline; major subcontractors are defined as those performing 10% or more of total contract value; and both sanitized and unsanitized versions of technical volumes must be submitted with specific naming conventions. Amendment 0001 corrected numerous attachment numbering references and updated supporting documents including labor rate workbooks, sample task templates, and wage determination files.

Questions

Question #Document, Page NumberDoc/Paragraph TitleOfferor Question/To Contracting OfficeOfferor Question/To Technical Evaluation Team
1PWS Paragraph Number: Section C (PWS General / Scope) & Section L-14, Volume 1; Section L-14.1.C, DoD Security Clearance, Page 164; Section M-2.3, DoD Security Clearance, Page 195As indicated in the DD254, offerors are required to possess an active Facility Clearance (FCL) with Secret safeguarding capabilities. As indicated in RFP section L-14, Volume 1 requires demonstration of this at the time of proposal submission, verified via an NCAISS screenshot. In our case, we possess the TOP SECRET FCL but lack the Secret safeguarding. If a prime offeror does not independently possess Secret safeguarding capabilities, will the Government permit the prime to rely on an approved major subcontractor's safeguarding capability, or alternatively, will the Government sponsor Secret safeguarding post-award for winning offerors that maintain a compliant personnel security program? Please confirm whether every proposed subcontractor/team member must possess an active Facility Clearance at the time of proposal submission, including subcontractors whose proposed scope will be exclusively unclassified. If a proposed subcontractor will perform work requiring classified access but does not currently possess the required Facility Clearance, will the Government accept a proposed subcontractor that has been sponsored and is actively in process for the required FCL at proposal submission, provided the required FCL and personnel clearances are obtained before classified performance begins? No, the prime offeror must independently demonstrate an active FCL with Secret safeguarding capability at the time of proposal submission. No, a major subcontractor’s safeguarding capability, or post-award Government sponsorship will not be considered.

Facility Clearance and approved safeguarding capability are separate determinations. A contractor may hold an FCL at the appropriate level yet require separate approval to store or safeguard classified material.

Section L-14 expressly requires the offeror to show Secret safeguarding capability through a NCAISS screenshot at proposal submission.

2Section L.20 (Volume 2 – Technical Factor, Subfactor A: Sample Tasks) and Section M-1.6 / M-4.1Section J, Attachment ATT021 (Sample Task #1), Attachment ATT051 (Sample Task #2), and Attachment ATT059 (Sample Task #3)1. Under this TEIS IV On-Ramp solicitation, is an individual Small Business Offeror permitted to submit a prime proposal focusing strictly on its specific core discipline by bidding solely on Sample Task #2? 2. Or, because TEIS IV is a multiple-award IDIQ requiring full-scope capability across the entire PWS, is every prime offeror required to submit solutions for all three (3) Sample Tasks—meaning an entity with our specialized scope must either establish a prime joint venture / subcontracting team covering all functional areas, or participate solely as a subcontractor under another prime offeror? No, a proposal for a single Sample Task will not be considered. All three Sample Tasks must be proposed for. The proposal must demonstrate a businesses ability to fulfill ALL core tasks.
3PWS Paragraph Number: Section C (PWS Evaluation / General) & Section L-14, Volume 3As indicated in RFP section L-14, Volume 3 specifies past performance relevance in magnitude as managing 100+ employees or a contract value of $30M or more. Could the Government clarify whether this $30M magnitude threshold must be met independently by each submitted past performance reference, or if offerors may satisfy the magnitude criterion through the cumulative aggregate value across all submitted reference contracts?Relevant in magnitude is defined as combined work performance that demonstrates the Offeror's (Prime, Sub-contractor or Business Relationship (e.g., Joint Venture, Sub-contractor, Mentor-Portege, etc.)) has managed 100 or more employees in combined performance OR performance, when combined, is equal to $30 Million or more in contract value.
4PWS Paragraph Number: Section C (Administrative / General) & Section L-10 / SF33There appears to be a discrepancy in the solicitation regarding the final proposal submission deadline. Section L-10 references October 8, 2026, while the cover/SF33 indicates October 7, 2026. Can the Government officially confirm the correct date and exact local time for proposal submission? The proposal due date will be extended to 30 October 2026 by 1600 AZ time. This is corrected in Solicitation Amendment 0001.
5GeneralIs there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past. This is an on ramping of new Contractors to an existing IDIQ with 5 Contractors currently.
6Section B-2.1, Page 4; Section J Attachment List; Section L Table L-1Section B-2.1 instructs Offerors to complete the CONUS/HIGH CONUS/OCONUS Labor Rates Workbook identified as Section J, Attachment 0064. However, the Section J attachment listing identifies the Labor Rates Workbook as Attachment 0065, while Attachment 0064 is the Past Performance Questionnaire. Please confirm that Attachment 0065 is the required labor-rate workbook for Volume 4 pricing.Attachment 0065 is correct. Section J has been updated to match the Attachment list.
7Solicitation L-10 Instructions For Proposal PreparationWould the Contracting Office agree to move the submission date for the proposal to 30 October 2026 by 4:00pm AZ time?See the answer to question 4.
8Solicitation Reference: Section L, Table L1 / Section J Attachment CrosswalkSection L and Section B reference Government-provided proposal templates using attachment numbers that differ from the current Section J Attachment Crosswalk. For example, Section L identifies the Past Performance Reference List as Attachment 0061, the PPIS as ATT062, and the Past Performance Questionnaire as Attachment 0063, while Section B identifies the TEIS Labor Rates workbook as Attachment 0064. The current Section J Attachment Crosswalk identifies these documents as ATT0062, ATT0063, ATT0064, and ATT0065, respectively. Please confirm that offerors should use the current attachment numbers and associated templates identified in the Section J Attachment Crosswalk. The Section J Attachment list is correct. Attachment numbers in Section J have been updated in Solicitation Amendment 0001.
9Solicitation Reference: Section L-10.1.B / Section L-13.5/ Table L1, Volume 2 – Technical FactorThe solicitation requires sanitized and Unsanitized versions of the Volume 2 Technical Factor and limits each DoD SAFE drop-off to 25 files. Please confirm whether each sanitized and Unsanitized Sample Task response should be submitted as a separate file, whether a specific file-naming convention is required to distinguish the two versions, and whether multiple DoD SAFE drop-offs are permitted if the complete proposal exceeds the 25-file limit.Technical Factor sanitized and Unsanitized will be two separate documents. Naming conventions shall follow the instructions listed in Section L but denoted as sanitized or Unsanitized. For example, Sample Task 1 Approach, V2 - SampleTask1santized.docx and V2 - SampleTask1unsanitized.docx. If multiple DoD SAFE drop-off are required, it is permitted. But only documentation requested by the solicitation will be accepted. All else will be disregarded.
10Solicitation Reference: Section H-2.3, On-Ramps and Off-RampsSection H-2.3 states that current TEIS IV contract holders shall not submit a proposal for a new contract during the on-ramp. Please clarify whether a current TEIS IV contract holder may participate as a subcontractor or other teaming partner to an eligible on-ramp offeror, provided the current contract holder is not itself submitting an offer for an additional TEIS IV prime contract.A current TEIS IV contractor may participate as a subcontractor or teaming partner.
11Solicitation Reference: Section L, Table L1 / Section J, ATT0052, Sample Task #2 – Satellite CommunicationsSection L, Table L1 provides a 30-page limit for both the sanitized and Unsanitized Sample Task 2 Approach, while ATT0052 states that the Quality Control Plan and Risk Mitigation Plan are included within a 25-page Sample Task limitation. Please confirm the applicable page limit for the Sample Task 2 technical response.Sample Task 2 Approach has a 30 page limit. ATT0052 has been updated in Amendment 0001.
12Solicitation Reference: Section L-13.5 / Table L1, Volume 2 – Technical FactorSection L-13.5 requires sanitized and Unsanitized versions of Volume 2, Technical Factor, and describes each as a complete Technical proposal. However, Table L1 specifically provides separate sanitized and Unsanitized page limitations only for the three Sample Task approaches and lists single files for the Management Plan and Recruitment and Retention response. Please confirm whether separate sanitized and Unsanitized versions of the Management Plan and Recruitment and Retention response are also required and, if so, whether the Government has a required naming convention for those files. The Technical Volume includes subfactor A Sample Tasks and Subfactor B Management. Per Solicitation L-13.5 "Offerors shall provide a "sanitized" and "Unsanitized" version of Volume 2, Technical Factor. An "Unsanitized" Technical Volume is a complete Technical proposal that include all required information. A "Sanitized" Technical Volume is a complete Technical proposal that includes all required information but excludes all company names and any other identifying information."
13Section L, Volume 3 – Past Performance Factor / Section M, Past Performance FactorSection L requests contracts that were in performance during the past three years, while Section M states that contracts must have been performed or awarded during the last three years from the issue date of the solicitation. For purposes of this TEIS IV on-ramp, please confirm the date from which the three-year Past Performance recency period should be measured. Additionally, please confirm whether a contract awarded prior to the three-year recency period, but with performance continuing within that period, qualifies as recent Past Performance.Past performance recency shall be measured from 01 December 2023, to include both contracts that were award during that time period, and contracts that were awarded prior, but with continuing performance within that time period.
14PWS: N/A; Solicitation Section L-14.3.B(iii), Past Performance Information Summary—Relevancy, page 172.Solicitation Section L-14.3.B(iii) defines past performance “relevant in magnitude” as combined work performance involving 100 or more employees or performance that, when combined, equals $30 million or more in contract value. Would the Government consider revising the contract-value threshold from $30 million to $20 million while retaining the requirement that the Offeror’s aggregate past performance demonstrate relevance in type and magnitude to the TEIS IV requirement? The combined work performance threshold will NOT be lowered, and will remain at $30 million.
15GeneralDoes the on-ramp require prior TEIS IV performance, or is relevant commercial and federal past performance considered?Prior TEIS IV performance is not required. Relevant commercial and federal past performance will be considered.
16GeneralIs there a minimum annual revenue, employee count, or facility-clearance threshold for a small business on-ramp?See the answer to question 19 for annual revenue and employee count threshold information. See the answer to question 1 for facility-clearance requirements.
17GeneralIs on-site presence at Fort Huachuca required, or is remote performance acceptable for software-side work?Work could be conducted at a variety of sites, of which Fort Huachuca may be one of them. Remote work is rarely used at the current time, but can be determined at the task order level.
18GeneralWould the Government consider extending the TEIS IV On Ramp proposal submission deadline.See Question 7.
19Past Performance Factor B., Pg 201 - 202The NAICS code for TC2 - Services is identified as 541330. Maintaining a small business NAICS, would the Government consider updating the NAICS to identify employee size versus revenue?NAICS code 541512 (Computer Systems Design Services) does not use an employee count size standard; instead, the U.S. Small Business Administration (SBA) defines its size standard using average annual receipts (revenue). The current size standard threshold is $34.0 million in average annual revenue.
20GeneralCan a TEIS IV Small Business Prime Contract Awardee team with another Prime Contract awardee as a subcontractor at the Task Order Level?See Question 10.
21Section L, Volume 2 (Technical Subfactor B)Are Key Personnel resumes and qualification matrices counted against the 30-page Management Plan limit, or can they be submitted as an unrestricted appendix?Per Section L, identification of specific individuals and resume information is not required. The following documents are excluded from the page limitation requirements as described in the table below and, further, do not require page numbering: table of contents, compliance matrices, indices, list of tables, glossary of abbreviations, staffing worksheets, Past Performance List of References, and the Cost Volume, all Excel worksheets and all pdf documents.
22Section L/M, Volume 3 (Past Performance)Are Past Performance Questionnaires (PPQs) accepted for ongoing or recent efforts where official CPARS ratings have not yet been finalized?Yes, PPQs are acceptable for ongoing or recent efforts even if CPARS is not yet finalized.
23Section L-13 Para 5.The solicitation states that the 'Sanitized' Technical Volume must exclude 'all company names and any other identifying information.' Please clarify the precise scope of 'identifying information.' Specifically, must offerors redact subcontractor and teaming partner names, individual Key Personnel names, proprietary product/framework names, and specific facility locations, or does this restriction apply solely to the Prime Offeror's corporate identifiers?A "Sanitized" Technical Volume is a complete Technical proposal that includes all required information but excludes all company names and any other identifying information. There should be no information that could identify the contractor, to include subcontractor and teaming partner names, individual Key Personnel names, proprietary product/framework names, and specific facility locations.
24Section A. 4. vs Section B 1.The solicitation states in Section A max of $400 mil for these award and then in Section B states the maximum of these TO and suite of contracts is $800. Which one is correct or what is the delineation factor increasing to 800 mil from 400 mil maximumThe total ceiling value of the IDIQ is $800 million. Since we are in the On-ramp phase at the being of the 2nd 5-year ordering period the total remaining ceiling value for the IIQ is $637,805,668.68 as of the date of this amendment. Updated in Amendment 0001.
25L-14 Section 4 B-D and Q&APlease clarify the required security clearance level associated with each labor category, as the solicitation does not specify whether positions should be at CUI, Secret, Top Secret, or another clearance levelSecurity clearance level is determined at the task order level. Specific labor categories do not require specific security levels as it will depend on the scope of work on individual task orders.
26RFP M-4 Evaluation Approach, Paragraph 2 Past Performance Factor, B, page 202Would the government consider using an employee size standard rather then revenue for NAICS 541512See Question 19.
27GeneralThe solicitation states the Government intends to make up to 10 awards, inclusive of up to four awards reserved for small businesses. Please confirm whether the remaining awards will be unrestricted and how many awards the Government anticipates making to other-than-small-business Offerors.A total of 10 awards will be given. We anticipate awarding four to small businesses, with the remaining six as other-than-small-businesses.
28GeneralPlease clarify whether the Government intends the aggregate past performance of the proposed team to demonstrate the relevance requirements, rather than requiring each individual reference to independently demonstrate all relevance criteria.Past performance will be considered as an aggregate. Work capability can be demonstrated across multiple past performance references.
29GeneralDoes the Government have an anticipated pipeline of task orders following the TEIS IV on-ramp, including expected timing, technical scope, magnitude, and places of performance? The Government provides contractors with upcoming work announcements as it is shared by the mission partner.
30GeneralDoes the Government anticipate utilizing the full $800M TEIS IV program ceiling during the remaining ordering period? If not, is there a current estimate of anticipated total utilization? There is no current estimated anticipated total utilization of the $800M ceiling.
31GeneralWhat is the current annual obligation or task-order award rate under TEIS IV, and does the Government anticipate that level of activity increasing following the on-ramp?It depends. While the purpose of the on-ramp is to expand pool capacity and capability across the full contract ordering period, all future task orders remain subject to the availability of funds and specific mission customer requirements. The Government does not guarantee a minimum number of task order solicitations or a specific annual obligation level above the stated contract minimum guarantee.-
32GeneralWhat capability, capacity, competition, or other acquisition need prompted the current TEIS IV on-ramp? Are there specific technical areas where the Government is seeking additional contractor capability? The Government is looking to expand its Operational Technology capabilities.
33GeneralAre there specific upcoming task orders or capability areas driving the timing of this on-ramp that new awardees should be prepared to support immediately following award?See Question 32.
341; 153Solicitation SF33; Section L.10Section L-10, Item 1 states, "Offerors shall submit the proposals, 8 October 2026 by 4:00pm AZ time." The SF33 states offers are due on October 7, 2026 at 4:00pm. Can the Government please confirm offers are due on 8 October 2026 by 4:00pm MST?See Question 4.
35157; 164-168Solicitation Section L.13; Section L-14RFP Section L-13, Table L1: Proposal Page Limitations states, "Volume 1 General: General*(Section L-20 items A through G, item I, and item K)". Section L-14 CONTENT, lists proposal items "E. Adequate Business Systems; G. Solicitation Documents; I. Financial Responsibility; and K. Joint Venture/Teaming Arrangement. RFP Section L-13, Table L1 also lists Adequate Business Systems; Solicitation Documents; Financial Responsibility; and Joint Venture/Teaming Arrangement as standalone submission files. Can you please confirm RFP Section L-14 items E. Adequate Business Systems; G. Solicitation Documents; I. Financial Responsibility; and K. Joint Venture/Teaming Arrangement should be provided as standalone files instead of included in the "V-1 General.docx" volume?Volume 1 General consists of Section L-20 items a though G, item I and item K), Adequate Business Systems, Small Business Subcontracting Plan, Joint Venture (JV)/Teaming Arrangement, Quality Control Plan, Solicitation, Amendments and Financial Responsibility. The documents to address each part of the General Volume should be provided as standalone flies with the correct naming convention uses per Solicitation Table 1.
36157; 164Solicitation Section L.13; Section L-14RFP Section L-14 lists the DD-254 to be included in the General volume on page 167 and states, "H. DD 254. Information for section 7a, 7b and 7c of the provided pre-award DD254 to include any Subcontractor/Teaming Partners, if applicable. Note: Offerors are not to take a signed DD 254 form and add their information or that of their subcontractor to it and then return that form to the Government because it is not appropriate for Offerors to modify a signed Government document. Offerors are advised to submit the required information in an MS Word document." The DD-254 is not listed in RFP Section L-13, Table 1. Should the DD-254 be submitted as a separate document, and if yes, how should the offerors name the file?Offerors are to submit the DD254 information in the Volume 1 General section as a standalone document, file name V1 - DD254.docx. This has been updated in Amendment 0001.
37159; 167Solicitation Section L-13; L-14, Volume 1 - General, Item G (ii)Section L-13, TABLE L1: Proposal Page Limitations lists Amendments as a standalone file submission. Amendments are also listed in the General Volume under "G. Solicitation Documents" as item "(ii)' on page 167. Please confirm Amendments should be submitted as a standalone document.See the answer to question 35.
38161Solicitation Section L-13, Past Performance List (PART A)Section L-13, page 161 states, "Prime Offeror: Section J Attachment 0061 Past Performance Reference List (PART A), provide no less than 3, but no more than 5 referenced contracts. Major Sub-Contractor**: Section J Attachment 0061Past Performance Reference List (PART A), provide no less than 2, but no more than 3 referenced contracts". Can the Government please clarify if major subcontractor reference information should be included in the Prime Offeror's Part A submission OR if the Prime Offeror and each major subcontractor should submit separate Part A files? Each Prime and Major Sub-contractor is responsible for completing their own Past Performance references per the Solicitation.
39162Solicitation Section L-13The submission file format for Pricing Methodology is listed as a Word file in Section L-13; however, page 174 states, "2. SUPPORTING DOCUMENTATION FOR PROPOSED DIRECT LABOR RATES (RFP L-14.4.A(I); M-4.3) In support of the proposed Direct Labor Rates, Offeror shall provide documentation of the most recent Direct Labor Rates, to include at least one of the following (a, b or c) in pdf." Can the Government clarify if the Pricing Methodology should be submitted in PDF format? If separate PDF supporting documentation files are required, please advise what file names should be used.Per Solicitation L-13 Table 1, the Pricing Methodology shall be submitted in word. Per solicitation L-14.4 support for Direct Labor Rates shall be submitted in pdf. The supporting documents shall use the naming convention of V4- Price supporting document.
40168Solicitation Section L-14.1.J, Small Business Subcontracting PlanThe RFP states the Prime must use the ceiling value of $800M with equal distribution across 10 years to formulate the Subcontracting Plan. As the max award value per IDIQ holder is cited as $400M on page 2, should offerors base their Subcontracting Plan calculations on the $800M program ceiling or the individual award ceiling of $400M?See Question 24.
41168Solicitation Section L-14.1.K, Joint Venture/Teaming ArrangementSection J, Attachment 0066 requires descriptions of roles "relative to each PWS paragraph." Given that JV partners will jointly execute the management of the contract, is it acceptable to denote PWS paragraphs that will be executed "Jointly" by the Mentor and Protégé rather than splitting out percentages by partner for those specific management tasks?Offerors shall include a listing of the percentage of work to be performed by the Prime and each subcontractor and a description of the respective roles relative to each PWS paragraph. It is required for all offerors and each subcontractor.
42171-173Solicitation L-14.3.BPlease clarify whether all past performance references for the Prime and major subcontractors are to be compiled into one file or if they are to be submitted as separate files. If separate, please provide the naming convention we should use to differentiate each reference.See Question 38. Each is to be named as listed in Section L, with the contractor's name included in the file name.
43171-172
Section 3Solicitation L-14.3.B /
Attachment ATT0062"Past Performance Information Summary: For the Government to evaluate performance confidence, the Offeror shall submit a description of its Government and/or Commercial contracts (Prime or major subcontractor) in performance during the past three (3) years which are relevant to the efforts required by this solicitation. The required format for these descriptions is in Section J, ATT062 Past Performance Information Summary (PPIS) (PART Bl. For contracts with multiple delivery/task orders, each delivery/task order submitted will count as one of the referenced contracts OR the IDIQ level contract can be used combining all the task orders to meet the employee and value requirement. Data concerning the Prime Offeror shall be provided first, followed by each proposed major subcontractor/team member/joint venture, in alphabetical order.

ATT0062: "Offerors shall provide the above required information for any proposed major subcontractor on this effort."

Can the Government please clarify the format / contents of the PPIS when proposing as a Prime with major subcontractors? The PPIS description in Section L-14 of the solicitation and the directions in the PPIS form imply that details for both the Prime contractor and the major subcontractors should be listed within the same document.Att062 provides the format and content of the PPIS. An Att062 shall be provided for each contract the offeror wants the Government to consider under the Past Performance volume up to the limits stated on Solicitation Section L-14.3.A.
44172Solicitation Section L-14, Volume 3 Past Performance FactorSection L instructions for the Past Performance Information Summary (Part B) require Offerors to detail their role in the referenced contract. If a partner of the bidding Joint Venture is submitting a reference for a contract it performed as a member of a different, separate Joint Venture, how should the Offeror fill out the 'Prime/Major Subcontractor' fields in Part B? Should the Offeror list the previous Joint Venture as the 'Prime' and the bidding partner as the 'Major Subcontractor' to accurately delineate the specific scope and magnitude of the work actually performed by the bidding partner?Data concerning the Prime shall be provided first. If no Prime data is available, each proposed major subcontractor/team member/joint venture shall be listed in alphabetical order.
45172Solicitation L-14.3.B(ii)"(ii) Recency: The Offeror's past performance will be determined to be recent if the data used in conducting performance risk assessments does not extend past three (3) years prior to the issue date of the solicitation."
Can the Government please clarify the source/definition of "the data used in conducting performance risk assessments" so we can determine our contract recency? The phrase “the data used in conducting performance risk assessments” refers to the past performance information the Government will actually use for its assessment, such as PPIS/contract descriptions, Past Performance Questionnaires, CPARS, etc., as listed in the Solicitation.
46172Solicitation L-14.3.B(v)(v) Consent Letter/Client Authorization Letter. The Offeror shall submit, along with the information required in this paragraph, a consent letter executed by each subcontractor, Teaming partner, and/or joint venture partner, authorizing release of past performance information for the Offeror so the Offeror can respond to such information. For each identified effort for a commercial customer, the Offeror shall also submit a client authorization letter authorizing release to the Government of requested information on the Offeror's performance."
Assuming these Letters are in addition to the Past Performance Questionnaire (ATT0064), please provide the required content / format / file name for the Letter and indicate the volume in which it should be submitted? The Consent letter is to be provided with the proposal. If the Major subcontractor is having the Prime Contractor submit PPQs to their reference POC that is between the Prime and its subcontractor. Consent letter format is determined by the contractor.
47188Solicitation Section LA "Proposal Adequacy Checklist" is presented amongst FAR/DFAR requirements following the end of the narrative in Section L. In what volume should this checklist be submitted? The Proposal Adequacy Checklist shall be submitted in Volume 1 – General.
48201Solicitation M-4.2.AA. Offerors shall submit at least three (3), but no more than five (5), Government and/or commercial contracts for the Prime Offeror. Offerors shall submit at least two (2), but no more than three (3), Government and/or commercial contracts for each major subcontractor they propose to use. A major subcontractor is defined as a subcontractor that performs 10% or more of the Total Contract Value. Contracts submitted must have been performed or awarded during the last three (3) years, from the issue date of the solicitation, and must be relevant to the efforts required by this solicitation. Example 1= Prime Offeror has one major subcontractor. The maximum number of contracts that can be submitted is eight (8): five (5) maximum total from the Prime Offeror and three (3) maximum total from the one (1) major subcontractor. Example 2= Prime Offeror has two major subcontractors. The maximum number of contracts that can be submitted is eleven (11): five (5) maximum total from the Prime Offeror and three (3) maximum total from major subcontractor one and three (3) maximum total from major subcontractor two.
Can the Government please clarify whether there is a limit to how many major subcontractors can be on the team? Assuming 5 (to ensure 50% workshare to the Prime Offeror), please confirm if this would mean a minimum of 10 past performance references for major subcontractors, and a minimum of 3 past performance references for the Prime, totaling 13. (Also assuming that joint venture Prime Offerors can submit three (3) to five (5) references from one joint venture team member). There is no limit to how many major subcontracts can be on the Team. Per Solicitation Section L-14.3.A “For each major subcontractor/team member/joint venture, at least two (2), but no more than (3) referenced contracts should be provided (each). A major subcontractor/team member/joint venture, is defined as a subcontractor/team member/joint venture whose sub-contract is for more than 10 percent of the total contract value.”
49205Solicitation Section M-4, Factor 4 - Small Business ParticipationAs an SBA-approved Mentor-Protégé Joint Venture (where the JV qualifies as a small business for this NAICS), does the Government view the work performed by the Protégé as meeting the Small Business Participation requirements, and should the JV propose a 0% goal for the "Other Than Small Business" (Mentor) portion of the work?If the JV partner qualifies as a small business, this is included as small business participation. A realistic goal for "Other Than Small Business" (Mentor) participation should be listed.
5024PWS Section 3.9, Transitional Operations and Maintenance ServiceThe PWS lists Transitional Operations and Maintenance. Does the Government anticipate requiring Contractors to transition operations from incumbent contractors upon task order award, and if so, will the standard 30-day/60-day transition periods be established at the task order level? This is determined at the task order level. Some work may be transferred from incumbent contractors, some work may be from on site mission partner work. Adequate transitional timeframes are always considered during new task order award.
5129PWS Section 4.2, Laboratory and Warehouse SpaceWill the Government provide temporary SIPR/JWICS access or secure workspace for small businesses (or their Protégé members) that do not currently possess fully accredited SCIF/warehouse spaces, pending approval of DD254 security requirements? The Government will not provide temporary SIPRNET/JWICS access, secure workspace, SCIF space, or classified-storage space solely to enable an offeror, small business, or Protégé member to meet proposal or contract security requirements.

Offerors are responsible for ensuring that their proposed approach complies with the DD Form 254 and all applicable facility, personnel, information-system, and safeguarding requirements before accessing, processing, storing, or discussing classified information. Contractor personnel performing work within a Government facility must follow the host installation’s security procedures; however, access to Government facilities or systems, if required for performance, will be addressed separately by the contract and remains subject to Government sponsorship, availability, need-to-know, clearance verification, system authorization, and applicable security approvals.

5233PWS Section 6.0, TravelFor OCONUS travel, the PWS states "The costs associated with [TESA, SOFA, TBC, visas] shall be the responsibility of the Contractor." Will the Government confirm whether these administrative costs (e.g., visa fees, processing) are allowable as direct travel ODCs at the Task Order level, or must they be covered under indirect/G&A pools? These costs are the contractor's responsibility, and are to be covered under indirect/G&A pools.
