About this file
Intelligence Community Directive (ICD) 704 establishes Director of National Intelligence (DNI) personnel security policy governing eligibility for access to Sensitive Compartmented Information (SCI) and other controlled access program information, effective October 1, 2008. This directive applies to the Intelligence Community as defined by the National Security Act of 1947 and other designated government entities responsible for determining SCI access eligibility. The DNI establishes eligibility standards and delegates authority to Heads of Intelligence Community Elements to grant access in accordance with the directive, with Cognizant Security Authorities (CSAs) potentially handling determinations. All access determinations are discretionary, based on IC mission requirements, and do not create substantive or procedural rights.
Personnel security standards require that subjects seeking SCI access be U.S. citizens who are stable, trustworthy, reliable, discreet, of excellent character, and sound judgment, and must be unquestionably loyal to the United States. Immediate family members and other persons to whom the subject is bound by affection or obligation must not be subject to physical, mental, or other forms of duress by foreign powers or persons engaged in criminal activity or advocating force or violence against the U.S. Government. National security must be protected in all access determinations, and exceptions to these standards may be granted based on findings that risk to national security is manageable and acceptable, requiring additional security evaluation and documentation in the individual's security file and the Scattered Castles database. Temporary access may be authorized during national emergencies, hostilities involving U.S. personnel, or exceptional circumstances when official functions must be performed, not to exceed one year. The directive specifies responsibilities for the Deputy Director of National Intelligence for Policy, Plans, and Requirements; Assistant Deputy Director for Security; Director of the DNI Special Security Center; Heads of IC Elements; and Cognizant Security Authorities for implementing these personnel security standards.
