About this file

This is a DD Form 254 (Contract Security Classification Specification) for a multiple-award Indefinite Delivery Indefinite Quantity (IDIQ) contract issued by Army Contracting Command.

The contract, numbered W91RUS27RA001, provides information systems engineering and information technology support services to the United States Army Information Systems Engineering Command (USAISEC). Services encompass the full lifecycle of USAISEC projects, including planning, design, development, engineering, implementations, procurement, logistics, evaluation, testing, sustainment, systems retirement, and ancillary services. Performance will occur at both CONUS and OCONUS locations to be identified under individual task orders, and contractor personnel must perform duties in secure facilities. The contract has a solicitation due date of August 28, 2026. This is a revised specification (Revision 1, dated October 22, 2026) indicating that the base contract award does not require classified information access; the maximum facility security clearance level of Top Secret applies only to future task orders. Possession of an active facility clearance is not an eligibility requirement for base contract award. Security eligibility and task-order-specific DD Forms 254 will be issued and verified at the individual task order level. The specification notes that for task orders involving access to Sensitive Compartmented Information (SCI), extensive requirements apply including compliance with Intelligence Community Directives, Department of Defense manuals, and Army regulations. SCI-related task orders will require contractor-controlled space or co-utilization agreements, equipment accreditation per ICD 503 and AR 25-2, SCI indoctrination/debriefing, and processing through the Army Centralized Contracts and Security Portal (ACCS). The contract monitor and contractor security officer must be registered in ACCS. The Government Contracting Agency is Army Contracting Command located at Fort Huachuca, Arizona, with the contracting officer identified as Adelina Kostur.
