About this file

This is a Questions and Answers document for solicitation W91RUS26QA021, Amendment 2, concerning cooling tower maintenance services.

A scheduled site visit has been approved for March 31, 2026, from 0900 to 1330 hours Mountain Standard Time, with instructions and locations to be provided in a subsequent addendum. Only one consolidated site visit will be conducted for all prospective contractors due to the competitive nature of the posting; no separate individual site visits are permitted. Cleaning and flushing of closed loop systems are explicitly excluded from this solicitation's scope, as is retreating closed loops with corrosion inhibitor if treatment is lost due to leaks or system work. The glycol closed loop system uses water to maintain glycol temperature. Technician instructions for access at 1337 Arizona Street, Sierra Vista, are detailed in Amendment 1 and the revised Statement of Work, specifically in paragraph 1.6 regarding scope of work and Installation Access (Attachment 4).

Regarding cybersecurity requirements, the solicitation specifies a "Medium to Low" level compliance requirement rather than CMMC Level 1 or 2. The FAR Overhaul provisions require contractor self-assessment, and contractors must review their own systems for compliance with DFAR clause 252.204-7012 and applicable FAR/DFAR provisions related to cybersecurity. The base year contract value is under the Simplified Acquisition Threshold (SAT), as are both option periods 1 and 2. Applicable FARS and DFARS clauses will be updated, removed, or included as necessary in the final solicitation and award documents, with requirements flowing down to subcontractors in teaming arrangements.
