SOLICITATION W91QV119R0012 RIVANNA STATION BASE OPERATIONS SUPPORT SERVICES QUESTIONS AND ANSWERS
QUESTIONSANSWERS
1Solicitation Sect. B, Supplies or Services and Prices. CLINs X004 note a markup rate of 6.58%. Is that a mandatory mark up or a maximum?ANSWER. The markup rate of 6.58% in the solicitation is mandatory
2Solicitation Sect. 2.1.2, Page Limitations. Define the acronym “EN”.ANSWER. EN is Evaluation Notice(s). Section L. 2.1.2 has been updated via Amendment 0003.
3Solicitation Sect. 2.1.3 Page Size. With respect to the 1-inch (all around) page margins, should headers, footers, page number be placed within the 1-inch margins or may they be slightly outside of the margins?ANSWER. As stated in Section L 2.1.3, "A page is defined as each face of an 8 ½ x 11-inch sheet of paper containing information (excludes such things as blank pages, title pages, table of contents, tabs, dividers, glossaries, and indices). Page margins shall be a minimum of 1-inch each for the top, bottom and sides".
4Solicitation Sect. 4.3. If we are to hand carry proposals to you, are we required to arrange that visit in advance to gain access to the base?ANSWER. No, all non-CAC holders must go through the Visitor’s Center at Tulley Gate in order to access the base.
55. Solicitation Sect. 5.1.3. Can you clarify the statement regarding CLIN X003 and X003AD? Pricing for X003AD only is to be used in Sect. B, X003?ANSWER. As stated in Section 5.1.3, the offeror shall price CLIN X003 in Section B, utilizing proposed pricing for subCLIN X003AD.
66. Solicitation Sect. 7.1 Volume III – Factor 2: Past Performance. Should this volume be organized in the way it appears in the table on page 47 of 57 in the RFP, under Section 7.2.1, or should it be organized in the way it is listed on pages 48 – 49, beginning with Item 7.3.2.1 and ending with Item 7.3.3.1? The order in which the sections appear on the table is not the same order in which these sections appear on pages 48 – 49.ANSWER. Section 7.1, identifies the required content for Past Performance and not the order of required submittal.
77. Solicitation Sect. 7.3.2.3, Consent Letters. Where is the sample consent letter? I do not see it amongst the Technical Exhibits.ANSWER. Amendment 0003 has provided a sample consent letter.
88. Solicitation Sect. 7.3.2.6, Specific Relevant Contract Reference Sheet. If a prime or joint venture is not planning to subcontract more than 10% of the technical work, are we to submit a minimum of three (3) or still five (5) sheets?ANSWER. Amendment 0003 provides revisions to Section L, 7.3.2.6
99. Solicitation Sect. 7.3.2.6.2. Define “technical work” as used here.ANSWER. Technical work is defined as maintenance/repair work on sanitary pump systems, elevators, HVAC systems, building automation systems, emergency generator maintenance, and other building components where a vendor or technician would perform the work.
1010. Solicitation Sect. 7.3.3, Past Performance Questionnaire. Can we include this same form filled out previously by a client as part of our proposal if it is no more than three (3) years old? Clients may be hesitant to fill out the same form over and over and this method has been deemed acceptable on other similar opportunities.ANSWER. No, as stated in Section 7.3.3, the points of contact responsible for monitoring performance under such contracts (client) shall return the questionnaires directly to the Contracting Officer, Daniel Quinn.
1111. Solicitation Sect. 7.3.3, Past Performance Questionnaire. Instead of having clients submit the subject form directly to the Government, can we instead submit the latest CPARS as part of our proposal if it is no more than three (3) years old? CPARS is the official Government past performance record and this method has been deemed acceptable on other similar opportunities especially in situations such as this where this is a very limited turnaround time for receipt of these forms.ANSWER. No, as stated in Section 7.3.3, the points of contact responsible for monitoring performance under such contracts (client) shall return the questionnaires directly to the Contracting Officer, Daniel Quinn.
1212. Solicitation Sect. 8.2.1, Price Information. “Under no circumstances shall this information and documentation be included elsewhere in the proposal”. Is this really the case when you are asking for a completed Section B with pricing in Volume I?ANSWER. Yes, Section 8.1 has specific price required submittals that shall not be included elsewhere. Section B is not referenced in Section 8.2 therefore it is allowable in Section 5.0.
1313. Solicitation Sect. 8.2.3, Department of Labor Wage Determinations. Is construction a part of this contract requiring Davis Bacon wage rates? Is this contract not just for services covered by the Service Contract Act?ANSWER. Yes, minor construction is part of this contract which requires Davis Bacon wage rates. No, this contract is not just for services coverd by the Service Contract Act.
1414. PWS Sect. 1.0, Introduction. What is the difference between “parts” and “repair parts” in the last sentence?ANSWER. Parts refers to all parts required for preventive maintenance tasks or orders (PMO), repair parts are required to correct an item under a service order (DMO). Refer to Attachment 1 – 400 Facilities Maintenance Instruction for clarification of PMO and DMO.
1515. PWS Sect. 2.2.3.1, Facilities Maintenance Instruction. Where is this Attachment 1? Did not see among the Technical Exhibits.ANSWER. Facilities Maintenance Instruction (Attachment 1) is entitled "400 RSVA Facilities Maintenance Instruction Attachment" as posted to Beta.Sam.Gov.
1616. PWS Sect. 2.2.4.4, Completed Work. Define “TECO”.ANSWER. TECO is a term used in General Fund Enterprise Business System (GFEBS) which refers to T-Code the order to close them out. GFEBS is a data entry system that is required under this contract to be used by the Contractor to maintain all records for service types provided for labor, hours, vendors, materials, costs. The Contractor is required to be fully knowledgeable and have staff on site for GFEBS as part of this solicitation.
1717. PWS Sect. 2.2.7.3, Preparation of Detailed Estimates. Is the Government or Contractor responsible for the R.S. Means and WinEst software?ANSWER. The Contractor is responsible to provide the software as part of the solicitation and resultant contract.
1818. PWS Sect. 2.2.7.6, Execution of PWO Work. Third sentence notes that “labor costs shall be subject to the fully loaded labor rates by shop found at CLIN 0004”. This seems to indicate that the Contractor will be providing labor rates as part of this proposal. Is that correct? If so, where do we provide these?ANSWER. For purpose of proposing for the solicitation the contractor is not required to submit labor rates. Contractor shall provide all labor rates, in accordance with the Davis Bacon Wage rate and Wage Rate Determination upon submitting PWO proposals after award.
1919. PWS Sect. 2.3, As-Builts and GIS. Despite the heading of this section, I do not see discussion specifically related to GIS. Are there GIS requirements?ANSWER. The contractor will take existing as-builts and red-line any improvement and/or modifications to areas and provide to the COR. The COR will provide to the Agencies GIS Staff to update the buildings as-builts. The Contractor is not responsible for GIS data or creating new as-builts. For Project Work Orders that are applicable the Contractor may be required to provide shop drawings or single line drawings that would be provided by the sub-Contractor/Vendor for that particular work order, but no in-house staff for A-E services is part of this solicitation and subject award.
2020. PWS Sect. 2.8.2, Secure Area Access. Can you provide an estimate of the percentage of the workforce not required to have a TOP SECRET clearance?ANSWER. Approximately 10 percent. That work is related to outdoors work on the compound. The technician and management staff will also do the work in the secure areas so having the top security-SCI clearance requirements is mandatory.
2121. PWS Sect. 4.0. Performance Requirements Summary. The last item regarding Staffing notes minimum staffing requirements. Where are these requirements?ANSWER. Sections 2.1.7 and 2.19 are intended to be a general base line and not the intent of the Government to dictate how many staff are required.
2222. TE WD1. For the column labeled Total Cost Services, what are its components (in-house labor, subcontractors, etc.)? How accurate are these costs, both materials and total?ANSWER. They are the average for in-house labor and vendor. The material and labor are averaged costs and provided as a general idea.
2323. SF33, Item 9. In lieu of the Federal holiday on January 21, 2020, may the submission deadline of proposals be extended at least 14 days after the original due date of January 22, 2020?ANSWER. Amendment 0003 extends the proposal due date.
2424. Solicitation Sect. 8.2.2.2. Offerors are instructed to complete “Section B Addendum”. Is this the “Pricing Worksheet Attachment”? If not, please provide “Section B Addendum”ANSWER. Yes, Section B Addendum and Pricing Worksheet Attachment are synonomous.
2525. Between the Contractor and the Government, what is the break line of responsibility in reference to costs? In other words, is there a cost level the Contractor is responsible for vs. the Government?ANSWER. This is a maintenance and repair services contract. The Contractor is responsible for all preventive maintenance (PMO) and service orders (DMO) to include staff/vendors/materials as part of the contract. Items that exceed DMO amounts (refer to Attachment 1 for definition) the Contractor may submit a PWO (Project Work Order) to the COR for approval and processing.
2626. What are the operating hours for testing the Fire alarm systems?ANSWER. Fire alarm testing is conducted during normal duty hours.
2727. When do you foresee putting out the list of attendees to the site visit?
ANSWER. Site visit attendees are posted via Amendment 0003.

Discussion This section states that The Offeror shall submit a minimum of five (5) but no more than a total of eight (8) Specific Relevant Contract Reference Sheets identifying active or completed contracts, either Government or commercial. Limits on Specific Relevant Contract Reference Sheets are as follows:

7.3.2.6.2 Two (2) sheets from each subcontractor who will be completing 10% or more of the technical work. In the event that the offeror is not proposing a subcontractor who will be completing 10% or more of the technical work, can the 3 sheet limit for the prime be exceeded in order to achieve the minimum 5 total sheets?

Discussion CLIN 0004 includes the description “This CLIN does not include OWOs indentified in TE GEN 6 and Demand Maintenance Orders (DMOs) that convert to PWOs IAW PWS Section 2.2.7.1, as these items are included in CLIN X003 pricing for Maintenance Services.”

Question/Comment TE GEN 6 does not appear to be included with the solicitation documents. Will the government provide this exhibit?

ANSWER. Amendment 0003 revises CLIN X004 to correct the reference to TE GEN 6.
3232. Reference Performance Work Statement Attachment section 2.2.7.1

Discussion This section indicates that “TE WD1 provides historical data on the number of PWOs generated from DMOs.”

Question/Comment Where is this information provided in the TE WD1 attachment?

ANSWER. The information in TE WD1 is provided as a general reference for DMOs formally called Services Orders. The number of DMOs converted to PWO (formally known as Individual Job Orders) per year could range from two to 15. PWOs are funded as individual projects as individual Task Orders to the contract.
