1.0 General Information.
1.1 Overview. The Contractor shall provide pavement clearance services, to include street sweeping and snow and ice removal services, on all paved driving/parking areas and side streets, as annotated on Technical Exhibit (TE) SN1. Services shall commence when snow height is two inches or above, or when ice/slippery conditions occurs in accordance with (IAW) the installation’s Snow and Ice Removal Plan from the Contracting Officer’s Representative (COR) or Alternate Contracting Officer’s Representative (ACOR). Historically, there have been roughly six (6) snow storm events per year that required activation of the Snow and Ice Removal Plan. Follow-up service shall continue as weather conditions dictate. Storm classification will be determined by the COR/ACOR based on snowfall accumulation projections from the locale weather channel/website (NBC 29) and the National Weather Service.
Snow/ice storms are classified as follows:
· Class A: Spot-Treating/Spot Snow removal on compound, all pavements, walks and steps. Spot treating is per every 250 LF of walks/steps, and per every 1,000 SF of pavement.
· Class B: Pre-Treatment of Compound and all pavements, walks, and steps. Storms causing slippery conditions including accumulations up to two (2) inches. Sidewalks and steps will be cleared of snow and ice as needed. No snow removal of parking lots and/or roads is included in the event.
· Class C: Pre-Treatment of Compound and all pavements, walks, and steps. Storms causing slippery conditions including accumulations up to two (2) inches. Sidewalks and steps will be cleared of snow and ice as needed. No snow removal of parking lots and/or roads is included in the event.
· Class D: Storms with accumulations of two (2) inches up to five (5) inches
· Class E: Storms with accumulations of five (5) inches to eight (8) inches
· Class F: Storms with accumulations of eight (8) inches or more accumulation
1.1.2 Historically, RSVA experiences four (4) to five (5) Class A storms and three (3) Class B storms, and one (1) Class C storms annually. Additionally, within the past eight (8) years RSVA has experienced three (3) snow storm events with accumulation between 12 and 28 inches with the most recent having Virginia being classified in a state of emergency.
1.2 Snow and Ice Removal Plan. The Contractor shall refer to the provided Snow and Ice Removal Priority Map, TE SN1, and develop a Snow and Ice Removal Plan within sixty (60) days of contract award for approval by the COR. The Contractor shall update the Snow and Ice Removal Plan no later than (NLT) 30 September annually. The Contractor's plan shall include the following: an inventory of materials for snow and ice removal; traffic and parking control procedures and communication channels and priorities between road users, the snow control center, and equipment operating crews; designated areas from which snow shall be hauled when accumulation reaches an established level; and procedures for adding additional crews and equipment in the event of a major incapacitating storm.
2.0 Description of Services.
2.1 Scope. Pavement clearance includes, but is not limited to, the following: plowing and or sweeping of sand or snow from roads, access control points (ACP), a Child Development Center (CDC), the Nicholson Building, the Rowe Building, a Remote Delivery Facility, parking areas, sidewalks and steps by pushing, shoveling and piling the snow into adjacent areas, or by collecting and removing sand. It is the full responsibility of the tenant to clear snow up to 50 feet from the building structure. The Contractor shall begin removal of snow and ice from areas identified in TE SN1 when snow accumulations have reached two (2) inch or within two (2) hours of notification by the COR/ACOR. Sand or snow shall be cleared from all walkways, steps, loading docks, doorways and gates to provide full opening and safe access for personnel and equipment. No sand or snow piles shall be left in the plowed/swept areas. A regenerative air sweeper for conducting street sweeping is required to maintain permit compliance. The regenerative air sweeper employs a blast and suction effect to collect street debris in a closed system. The use of blowers for removal of street debris is prohibited. Use of any equipment other than the regenerative air sweeper will result in a violation and the Contractor will be responsible for all penalties assessed by Virginia Department of Environmental Quality for noncompliance. Sand, ice, or snow shall be cleared from all walkways, steps, doorways and gates to provide full opening and safe access for personnel and equipment.
