SUMMARY OF CHANGES

SECTION 00010 - SOLICITATION CONTRACT FORM

The required response date/time has changed from 14-May-2020 01:00 PM to 20-May-2020 01:00 PM.

SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS

The following have been added by full text:

RFI'S 0005

1. Our pre-engineered metal building supplier has notified us that the eave height of the building as designed on the bid documents is not high enough to incorporate the 20’ high coiling door drum that sits above the door opening. It will be necessary to raise the building an additional 2’ which will result in a 25’ eave height.

Below please find a copy of their correspondence.

The Eave Height is 23’-0”. The larger Coiling Door is 20’-0” high.

We normally need about 2’-0” above the Door Header for the additional header, to mount the Coil Drum.

That would be at 22’-0”, which would put the Coil Drum tightly against the bottom of the 11.5” Purlins/Eave Strut (the “Housing” shown on the Cross Section seems very small compared to Detail C1 on page A-602, which shows the size of Drum as 1’-8”, and then you need access to the fasteners above).

We will need to raise the building by about 2’-0”, to the Eave Height of 25’-0”. If we keep it at 23’-0”, you may not be able to install the Roll-up/Coiling door. Please advise.

RESPONSE: Increase eave height to 25’. Amended drawings included.

2. We understand per amendment # 1 the metal building system is not based any particular manufacturer. But based many discussions with many different PEB supplier none of the manufacturer can meet all warranty requirement in the specifications. Please provide acceptable manufacturer that can meet all warranty requirements listed in the specifications.

RESPONSE: Para 1.10.2 has been revised to indicate repairs within 48 hours and permanent repairs within 21 calendar days from notification. Additional time based on panel availability will need to be approved by the Contracting Officer. Amended specification included.

3. Fiber/SCADA feeds for RDE and CORPS NET. Drawing E-501, detail C4, shows (2) fiber feeds. One from RDE and one from CORPS NET. Nowhere is it stated where these fibers are coming from. Drawing ES-101 shows a duct bank out to NOTE 1.

Can you clarify what is to be included in our scope of work? Or can you provide more details in the drawings to help us figure out how to provide this?

RESPONSE: Refer to keyed note #1 on C-101 and ES-101 for fiber connection location. Single mode fiber is provided to the building and terminated in the patch panel as part of a separate project/contract.

4. Do we need to consider any extra Collateral Loads other than 5 PSF for Lights, sprinkler, ductwork?

RESPONSE: Refer to Amendment 0003, response #15.

5. Specification state Building Code as IBC 2018. Is this correct?

RESPONSE: Refer to Amendment 0003, response #16.

6. What Energy Code should we use for building Insulation?

RESPONSE: ASHRAE 90.1 for active spaces (modular office, restroom) per specification 11 01 00, para 1.3.1(c).

7. Drawings have roof represented as Corrugated Metal Roof as well as Standing Seam. Which Roof?

RESPONSE: Refer to Amendment 0003, response #6.

8. Is metal wall panel and exposed fastener? BRII RESPONSE: Yes, paragraph 2.6.2 of 13 34 19 indicates exposed fasteners for wall panels.

9. Do primary and secondary structure members need to be galvanized?

RESPONSE: Refer to Amendment 0003, response #19.

10. Unheated building requires minimal building insulation to control condensation. 4”-6” in the Roof and 3”-4” in walls. What facing do you want on the insulation VR-R, WMP, etc.?

RESPONSE: Provide insulation as desired/required to maintain warranty.

11. We did not see any mention of snow guards. With a 2:12 slope it would be make sense to add them.

RESPONSE: No snow guards are intended.

12. Please confirm if taxes should be carried in proposals?

RESPONSE: Please refer to clause 52.229-3 Federal, State and Local Taxes (FEB 2013) in the solicitation.

13. Please confirm if any state, local, and/or Federal permits will be required on this project?

RESPONSE: No permits required for the base bid scope. Refer to 02 61 13 for permits required for processing of contaminated materials if encountered.

14. Please confirm if there are any known hazardous materials?

RESPONSE: Refer to general note #2 on CD-101 and specification 02 84 16.

15. Please confirm Roof Top Air Handler weight?

RESPONSE: We assume the question is referencing EF-1 or ERV. The BoD equipment weighs approximately 175-215 lbs. The Contractor will be responsible to coordinate based on the actual selected and approved equipment.

16. Does this project fall under Buy American Act? If so, what %?

RESPONSE: Please refer to clause 52.225-9 BUY AMERICAN—CONSTRUCTION MATERIALS (MAY 2014) and Clause 52.225-10 NOTICE OF BUY AMERICAN REQUIREMENT--CONSTRUCTION MATERIALS (MAY 2014) in the solicitation.

17. Please confirm the gauge for wall and roof panels?

RESPONSE: Refer to Amendment 0004, responses#14 & #15.

18. Door schedule is calling for 3” doors. A insulated rolling steel door (which the spec sheet is calling for) will only go up to 1”. Please confirm if they are to be a three inch sectional doors or 1” rolling steel doors?

RESPONSE: Refer to Amendment 0003, response #1.

19. PEMB Manufacturers cannot guaranty door and window locations as to the inch shown on drawings. Please confirm if locations can be slightly shifted to meet design criteria?

RESPONSE: This is acceptable. Locations shall be coordinated to provide access required for entrance into cold chamber and not impact clearances.

20. The Government has provided a justification letter for the SCADA system, however the pricing is blacked out.

Please confirm if we are to provide pricing for the SCADA system?

RESPONSE: Refer to Specification 01 22 00, paragraph 1.5a Base Bid Items.

21. Spec section 11 01 00 Modular Office and Restroom/Showers calls for the modular to be built using wood studs and joists. In order to provide a “modular” unit, it will need to be made of steel studs and joists. Please confirm this is acceptable?

RESPONSE: Refer to Amendment 0004, response #3.

22. Can the government provide a basis of design for the modular office/Restroom?

RESPONSE: Refer to Amendment 0001, response #1.

23. The foundation wall sections referred to on S-101 and shown on S-301 do not show a continuous footing for the foundation wall and S-502 only shows spread footing for the piers. A note on S-101 also states “Foundation design is preliminary and for reference and pricing only. Final foundation design is contingent on submittal of final pre-engineered metal building column reactions, and cold chamber exterior equipment. Engineer of Record must submit updated, stamped foundation design after coordination with PEMB design package prior to the start of the project.”

For bidding purposes, is the contractor to assume that a continuous footing is not required under the foundation wall? Also, please confirm that the USACE is the Designer of Record.

RESPONSE: A continuous footing is not required below the frost walls. The contractor may place a “mud-mat” below these walls if desired as means and methods to support the form work, but a structural footing is not required. This response assumes that the only gravity load that the perimeter frost walls support is the weight of siding. All structural loading shall be transferred to the foundation via the columns. The PEMB supplier shall design the building accordingly. The term “Engineer of Record” on the contract documents refers to the USACE’s consulting engineer, not the contractor or their representative.

24. Addendum 03, ACOE specifically states building is unheated and does not require insulation. PEMB Manufacturer has stated this will void warranties because it is a manufacturer’s recommended installation practice.

Please confirm on how to proceed.

RESPONSE: Provide insulation if desired and/or required for warranty.

25. I am writing to get a little clarification in regards to COVID-19 regulations within New Hampshire in regards to the project above.

Is this considered an essential project?

Being an out of state contractor, will we be able to come into New Hampshire to work on this project?

Will out of state subcontractors be allowed in to work on this project? I would appreciate any information you can provide me.

RESPONSE: The current situation with regards to COVID 19 is dynamic and regulations for the States change on a daily basis. As such, a determination on the essential nature of this contract will be made at the time of Notice to Proceed, if needed.
