SUMMARY OF CHANGES
SECTION 00010 - SOLICITATION CONTRACT FORM
The required response date/time has changed from 06-May-2020 01:00 PM to 14-May-2020 01:00 PM.
SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS
The following have been added by full text:
RFI'S 0003
1. The door schedule on drawing A-601 indicates the steel overhead coiling doors to be 3" thick.
Specification 08 33 23 Overhead Coiling Doors Section 2.2.1.2 Insulated Curtains indicates a minimum of R-4 with slates to not be less than 11/16". Please confirm the specification is correct as we do not know of a 3" thick overhead coiling door? Please clarify?
RESPONSE: Install per the specification 08 33 23. Amended drawings included.
2. For the Medium Cold Chamber Enclosure Performance: Are there any rate of change requirements from Ambient to -54C, Ambient to 50C, and rate of change requirements between the extremes?
RESPONSE: Refer to Amendment 0002.
3. For the Medium Cold Chamber Enclosure is the 59656 Watts of live load (produced by the HumV) on continuously at all temperatures? We saw a reference in section 3.5.4 (Vehicle Test) that indicates there may only be a 30 minute test period, so perhaps it's only on for a short period of time? Please clarify.
4. Specification 11 20 00 Medium Cold Chamber Enclosure Section 1.4.1.G states to maintain RH at 20% to 95%. Does this need RH control? RH control is only available above 10C temperatures. This adds a level of complexity, so need to confirm.
RESPONSE: Refer to Amendment 0002
5. Specification 11 20 00 Medium Cold Chamber Enclosure Section 2.3.5: States window locations are indicated on contract drawings. Please advise where windows need to be located?
RESPONSE: All window locations are shown on the contract drawings. Refer to drawings A-301 through A-601.
6. Details A3 & A4 of drawing A-310, and detail A3 of drawing A-501 indicates “corrugated roof panel” and not standing seam. Please confirm these notes on the above details are errors, and that the roof should be a standing seam metal roof per drawing A-103 and 1.4.6 of specification section 13 34 19.
RESPONSE: Roof shall be standing seam. Amended drawings included.
7. Are any parties outside of the CRREL campus responsible for the on-campus utilities? For example, does an outside utility party own and operate water service, sanitary sewer, electric, and communications? If an outside party is responsible, please provide the name of the utility provider and a point of contact.
RESPONSE: CRREL is responsible for all utilities on-campus.
8. Reference drawing CD-101, Keynote 2 for demolition and disposal of an existing wood shed. Keynote 2 states “Demolish and dispose of wood framed shed (by others prior to contractor mobilization to the site)”. During the virtual site visit, it was implied that the contractor bidding this project was to remove and dispose of this shed. Is the wood shed marked by Keynote 2 the responsibility of the contractor to remove as part of this contract, or is the removal the government’s responsibility?
RESPONSE: Both sheds shall be demolished as part of this project. See revised drawing CD-101 in Amendment 003.
9. During the virtual site visit, it was implied that the chain link fencing surrounding this project’s work area was to be removed by the contractor bidding this project. Drawing CD-101 states “Existing chain link fence to be demolished by others prior to contractor mobilization on site”. Please confirm that the existing chain link fencing removal is not the contractor’s responsibility as part of this project.
RESPONSE: The chain link fencing removal is not part of the requirements of this contract as stated on CD-101.
10. Section 1.2.2.2 of specification 11 20 00 Medium Cold Chamber Enclosure lists three pre-qualified cold-chamber manufacturers. Will other cold chamber manufacturers not listed be accepted after award, or is the project limited to the three listed pre-qualified manufacturers? Please clarify.
RESPONSE: Alternative cold chamber manufacturers are acceptable provided the qualification requirements per paragraph 1.2.2.1 of 11 20 00 are met.
11. Section 1.4.1.f of specifications 11 20 00 Medium Cold Chamber Enclosures indicates to Maintain and sustain temperatures within the following range: -54 C (-65.2 degrees F) to 50C 122 degrees F with an integral 8,500 lb. dead load of steel and a 59,656 watt live load; the basis of the dead and live loads is an HMMWV (High Mobility Multipurpose Wheeled Vehicle, colloquially referred to as a military-grade Humvee). The initial requirement received last year stated the refrigeration system should be sized for 1/3 of the 59,656 watt live load listed. Please advise?
RESPONSE: The live load is revised to 1/3 of 59,656. A revised specification is included in this amendment.
12. Section 1.4.1.g of specifications 11 20 00 Medium Cold Chamber Enclosures indicates to Maintain humidity at 20% to 95% relative humidity. These requirements cannot be achieved with the 59,656 watt live load listed. Please clarify?
13. Section 1.4.1.h of specifications 11 20 00 Medium Cold Chamber Enclosures indicates to Comply with
NFPA 70 (NEC) Article 501, location Class 1 Div 2 Group D for hazardous classification. Auto ignition and flash point temperatures have not been provided in order to limit the heater surface temperature and size heating system accordingly. Please provide?
RESPONSE: For planning purposes, use heater Temperature Class (T Code) of T3C (320 degF, 160 degC).
14. Section 1.4.1.k of specification section 11 20 00 states “Provide makeup air to the chamber at a rate of 500 CFM and conditions of 0 degrees F dry bulb temperature and minus 40 C dew point. The source of the air shall be a rotary desiccant dryer, which shall draw its intake air from the ambient indoor air surrounding the chamber and dryer (unconditioned building).” After performing calculations we have determined the system cannot hold -54C with 500 CFM of 0 degrees F makeup air being introduced into the chamber. Please advise?
RESPONSE: Refer to Amendment 0003 #11 for clarification.
15. Section 1.2.1.6 Collateral Loads of specification section 13 34 19 Metal Building Systems indicates to include additional dead loads other than the weight of metal building system for permanent items such as sprinklers, mechanical systems, electrical system and ceilings. Please provide this additional load requirement?
RESPONSE: Design for a collateral load of 10 psf.
16. Section 1.1 References of specification section 13 34 19 Metal Building Systems references ICC IBC (2018) International Building Code. Drawing S-001, General Note 1, indicates all design loads to follow IBC 2015. What IBC Code is to be followed?
RESPONSE: Follow the 2015 Edition of the IBC. Please see the specificaiton revision included in this amendment.
17. Specification section 13 34 19 Metal Building Systems references insulation in many areas. Please confirm the roof and wall panels are non-insulated panels? Be advised that without some insulation on the walls and roof, water can condense on the interior due to varying temperatures between the outside and inside of the building. Please clarify insulation requirements, and if insulation is required, please advise as to the energy code that is to be used?
RESPONSE: The roof and wall panels are non-insulated.
18. Section 1.6.5 Single Source and 2.4.1 Steel Sheet of specification section 13 34 19 Metal Building System implies liner panel assemblies. Please advise if an interior liner system is required?
RESPONSE: Liner panel is not required. The specifications have been updated removing references to liner panels.
19. Drawing A-001 Note 9 indicates all steel exposed to weather shall be galvanized. Specification 13 34
19 Metal Building Systems references galvanizing in many areas. Please advise if the primary and secondary structural members (columns, beams, purlins and girts) are to be galvanized?
RESPONSE: All structural members shall be galvanized.
20. In Spec Section 28 31 63(Fire Alarm), part 2.2.10.3 Alarm Wiring, it says “to provide all wiring in rigid metal conduit”. It then goes on to say “EMT is acceptable in dry locations not enclosed in concrete or where subject to mechanical damage”. EMT is not allowed anywhere else on the job according to Spec Section 26 20 00, part 3.1.5.1. Can you please clarify if EMT is acceptable to use or not for Fire Alarm wiring?
RESPONSE: EMT conduit is not allowed. Provide all wiring in rigid metal conduit.
Please see amended specifications included in this amendment.
21. In Spec Section 26 20 00, part 3.1.5.4 and 3.1.5.5, it says “underground conduit is PVC type 40. If it’s greater than 600V use Rigid Metal Conduit”. In Spec Section 33 71 02, part 2.1.1 and 2.1.2, it says “use PVC for direct burial, riser applications, and concrete encasements”. Can you please clarify which type of conduit will be needed for any feeder over 600V?
RESPONSE: 26 20 00 applies only to buried conduit interior of the building footprint. 33 71 02 applies for exterior buried conduit.
Important Note: Please make sure that all RFI’s are submitted by close of business on May 6th 2020 to allow adequate time to provide responses.
