About this file

This amendment modifies a solicitation for the construction of a climatic chamber building at the Cold Regions Research and Engineering Laboratory in Hanover, New Hampshire. The Army Corps of Engineers seeks responses to sixteen questions regarding specifications for modular construction, metal building systems, electrical and fire alarm wiring, and foundation systems. Clarifications included allowing shared responsibility for site safety and quality control, acceptance of alternative insulated wall panel and foundation systems, and specification of wind and seismic design criteria.

SUMMARY OF CHANGES

SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS

The following have been added by full text:

RFI'S 0004

1. Section 1.8.1.2 of specification 01 35 26 Governmental Safety Requirements states that “The Contractor

Quality Control Manager cannot be the SSHO or the Project Superintendent on this project”. Section 3.4.2 of specification 01 45 00 Quality Control states that “The CQC System Manager, in addition to its role and quality control duties as specified herein, may also serve as the Site Safety and Health Officer”. Can the CQC System Manager also act as the SSHO? Please clarify.

RESPONSE: The Government Safety Office does not have an issue with site safety being a shared responsibility with QC.

2. Section 1.6.d of specification 01 35 26 Governmental Safety Requirements states “The Site Safety and Health

Officer (SSHO) shall have a minimum of 1 year experience conducting real time air monitoring (especially for TCE), and interpreting results for the purpose of identifying PPE requirements”. If the contractor’s on-site SSHO does not have this monitoring experience (especially with TCE), would the government accept the use of a third party air monitoring firm in lieu of the SSHO if they act as a direct consultant to the contractor?

RESPONSE: The Government Safety Office does not have an issue with a contractor employing a qualified third party to perform air monitoring for TCE but they must be onsite whenever the potential for TCE exposure exists in order to conduct monitoring.

3. Section 2.1.2 Wall Construction of specification 11 01 00 Modular Office and Restroom/Shower states “Walls to receive insulation sprayed to the interiors using 2x wood stud support for ½ in. gypsum interior surface layer”. After discussing these requirements with multiple firms specializing in modular construction, none of the interested firms have experience with constructing modular assemblies with wood studs.

As an alternative to the wood stud framing for the walls, would the government accept an insulated steel post system with insulated modular wall panels inserted between posts? Note that this alternative system will still allow for panels to be pre-wired and pre-plumbed IAW specification 11 01 00.

RESPONSE: Steel post is acceptable. Amended specification included.

4. In Spec Section 28 31 63(Fire Alarm), part 2.2.10.3 Alarm Wiring, it says “to provide all wiring in rigid metal conduit”. It then goes on to say “EMT is acceptable in dry locations not enclosed in concrete or where subject to mechanical damage”. EMT is not allowed anywhere else on the job according to Spec Section 26 20 00, part

3.1.5.1. Can you please clarify if EMT is acceptable to use or not for Fire Alarm wiring?

RESPONSE: Refer to Amendment 0003, response #20.

5. In Spec Section 26 20 00, part 3.1.5.4 and 3.1.5.5, it says “underground conduit is PVC type 40. If it’s greater than 600V use Rigid Metal Conduit”. In Spec Section 33 71 02, part 2.1.1 and 2.1.2, it says “use PVC for direct burial, riser applications, and concrete encasements”. Can you please clarify which type of conduit will be needed for any feeder over 600V?

RESPONSE: Refer to Amendment 0003, response #21.

6. Section 2.4.2 Finish, e., of specification 11 34 10 Metal Building System indicates "Color: The exterior finish chosen from the manufacturer's color chars and chips." Please confirm the color charts are for the standard color provided by the manufacturer and not any special color selections? Please advise?

RESPONSE: That is correct. The selections will be made based on the standard color charts.

7. Section 3.6 of specification 01 50 00 Temporary Construction Facilities and Controls requires the contractor to provide the Resident Engineer with a separate 12’ x 60’ office adjacent to the contractor’s office. The indicated contractor laydown area on drawing G-101 only measures 50’ x 50’. Can the Resident Engineer’s office be placed at another location on campus as to not limit the already limited laydown space for the contractor? Please clarify.

RESPONSE: Yes, the Resident Engineer’s office can be located at another location on campus. One option is the grassed area just south-east of the site, north of the soil stockpile area shown on G-101.

8. Please confirm that the PEMB should be designed as unheated.

RESPONSE: Refer to the Specifications. The pre-engineered metal building is not intended to be heated or conditioned.

9. Please confirm that there is no roof or wall insulation in the PEMB.

RESPONSE: Refer to Amendment 0003, response # 17.

10. What should be used for the Risk Factor/Occupancy Category for design? Either I-Low Hazard, II-Normal, III- High or IV-Essential? Most government projects are carried as IV-Essential but Building Summary notes drawing A-001 says Occupancy Group S-1.

RESPONSE: Use Risk Category II. Amended specification included.

11. No Wind Exposure was defined, is “C” acceptable?

RESPONSE: Use Wind Exposure ‘C’. Amended specification included.

12. No Site Class was defined, is “D” acceptable?

RESPONSE: Use Site Class ‘D’. Amended specification included.

13. No Spectral Response were defined, is Ss=26.2 and S1 = 8.8 acceptable?

RESPONSE: Use Ss = 0.246, S1 = 0.071. Amended specification included.

14. No roof panel gauge/thickness was defined, is 24Ga. acceptable?

RESPONSE: Refer to the deflection criteria outlined on S-001 and select a panel thickness accordingly.

15. No wall panel gauge/thickness was defined, is 26Ga. acceptable?

RESPONSE: Refer to the deflection criteria outlined on S-001 and select a panel thickness accordingly.

16. Can you provide a copy of the "Security Regulations" per section 01100 para 1.5?"

RESPONSE: The Security Regulations are provided in section 01 11 00 paragraph 1.5 Security. CRREL Security Office does not have any further regulations.

Important Note: Amend 0003_A-301 attachment deleted. There are no revisions to A-301. The only changes were to Amend 0003_A-310.
