About this file
This document is Amendment No. 2 to a Request for Proposals (RFP) No. DACA27-1-26-102 issued by the Department of the Army for Enhanced Use Lease (EUL) opportunities for commercial data centers. The solicitation seeks competitive proposals from private, public, and not-for-profit entities to lease non-excess Department of Army land at four military installations: Fort Hood (Texas), Fort Bragg (North Carolina), Fort Bliss (Texas), and Dugway Proving Ground (Utah).
The amendment clarifies that offerors can submit separate proposals for projects at one or more installations, with each proposed project to be treated as an individual proposal. The deadline for proposal submissions has been extended to 5:00 P.M. (EST) on February 23, 2026. The EUL opportunities are for selected offerors to design, finance, permit, develop, construct, install, own, maintain, operate, and eventually decommission commercial data centers on the specified properties under long-term lease agreements.

ENHANCED USE LEASE (EUL) OPPORTUNITIES
COMMERCIAL DATA CENTERS
FORT HOOD, TEXAS
FORT BRAGG, NORTH CAROLINA
FORT BLISS, TEXAS
DUGWAY PROVING GROUND, UTAH
THIS AMENDMENT NO. 2 modifies the Department of the Army’s (DA) Request for Proposals (RFP) No. DACA27-1-26-102, dated December 15, 2025, and issued for the solicitation of competitive proposals from private, public and/or not-for-profit entities interested in leasing non-excess DA land (“Properties”) for development of commercial data centers under a long-term lease agreement(s) (“Enhanced Use Lease” or “EUL”) at
Fort Hood, Fort Bragg, Fort Bliss, and/or Dugway Proving Ground (“Installations”). The
EUL(s) that would result from this RFP would be for the purpose of the selected
Offeror(s) designing, financing, permitting, developing, constructing, installing, owning, maintaining, operating, and decommissioning a commercial data center(s) (“Project”).
WHEREAS, Offerors may propose a Project(s) on all or a portion of the
Properties at any one or more of the Installations pursuant to Section 1.d. of the RFP, and the RFP did not specify whether a single or multiple Proposals were to be prepared and submitted if an Offeror is proposing more than one Project.
WHEREAS, in Section 1.g.(d). of the RFP DA reserved the right at any time, without notice, at its sole and absolute discretion, to “extend any deadline set forth in the RFP”, and DA desires to extend the deadline for receipt of proposals.
NOW THEREFORE, this Amendment No. 2 is issued to clarify that if an Offeror is submitting a Proposal for Projects at one or more of the Properties and/or one or more of the Installations, each proposed Project should be prepared and submitted by the Offeror(s) and treated by DA as its own Proposal. This Amendment No. 2 is also issued to extend the time and date for receipt of proposals. The time and date for receipt of proposals is hereby extended to 5:00 P.M. (EST), February 23, 2026.
This amendment forms part of the RFP document and modifies it only as provided above. It is understood that all other sections as detailed in the original RFP remain unchanged.
