About this file

This is a Questions and Answers document from a Fort Bragg Industry Day held on February 11, 2026, addressing an Enhanced Use Lease (EUL) opportunity for data center development on military property. The document does not address specific products or services required, response dates, or pricing terms, as it consists solely of clarifications provided during an industry conference.

The Q&A covers site-specific conditions and lease requirements across multiple parcels at Fort Bragg. Key points include: height restrictions referenced in RFP Attachment C; confirmation that the Rockefeller mansion located approximately one mile away imposes no cultural restrictions on parcels 4, 5, and 6; availability of fiber in the area requiring offeror coordination with local providers; unavailability of the Government's appraisal but provision of appraisal methodology; in-kind consideration types outlined in Section 6.5.a and 10 USC 2667; separate outgrant requirements for dam use; available utilities detailed in Attachment C; building permit requirements in Section 2.2.6.a; union labor requirements in Section 2.2.7; Government retention of timber sale proceeds; no known easements on the parcels; Texas Lake intersection between parcels 1 and 2; potential MacArthur Road access to Parcel 3; and environmental conditions documented in Attachment C. Point of contact designation identifies Headquarters, U.S. Army Corps of Engineers (HQUSACE) as the contracting office and approval authority, with Fort Bragg Department of Public Works as the primary operational contact.

Fort Bragg Industry Day Q&A February 11, 2026

Q.1. Are there any height restrictions on the building or any of the facilities?

A.1. Yes, there are height restrictions. Please refer to Attachment C, Fort Bragg Site Specific Information, of the RFP.

Q.2. Where is the old Rockefeller mansion, and are there any cultural restrictions with parcels 4, 5 and 6 because of this historic property?

A.2. The Rockefeller mansion is located approximately 1 mile away from these parcels, and there are no cultural restrictions.

Q.3. Will public perception of the construction of a data center(s) be an issue?

A.3. There will be community outreach.

Q.4. Is fiber available adjacent to the parcels?

A.4. There is fiber available in the area, but Fort Bragg does not know its exact location. Offerors should coordinate with the local fiber companies.

Q.5. Will you provide a copy of the appraisal to the selected offeror?

A.5. No, we do not provide copies of the Government’s appraisal. We can provide the methodology of the appraisal.

Q.6. What types of in-kind consideration is Fort Bragg interested in receiving?

A.6. Offerors should refer to Section 6.5.a and Attachment A, 10 USC 2667, of the RFP for types of in-kind consideration. In its Proposal, the offeror can state what types of in-kind projects it is willing and capable of completing.

Specific consideration to be received will be negotiated as part of the lease.

Q.7. You mentioned a water source that has a dam that needs work. Could we use that, and are there any assessments that have been done of the dam?

A.7. Use of the dam would require an outgrant with DA separate from the EUL.

The dam does require repairs that would require permitting and review by Fort Bragg of any plans. Surveys and assessments of the dam have been completed and could possibly be shared.

Q.8. What utilities are available?

A.8. Please refer to Attachment C, Fort Bragg Site Specific Information, of the

RFP.

Q.9. Will Savannah District Real Estate Office be the main POC for the lease?

A.9. The point of contact will be Headquarters, U.S. Army Corps of Engineers (HQUSACE). HQUSACE will remain the contracting office and will be the approval authority for any approvals, notifications, amendments to the lease, etc. The Fort Bragg Department of Public Works will be the primary point of contact for lessee’s day-to-day operations on the Installation.

Q.10. Will this require building permits?

A.10. Please refer to Section 2.2.6.a of the RFP.

Q.11. What documentation is required to be on Army property? Will there be ongoing annual requirements?

A.11. The lease will be the controlling document that authorizes lessee to construct, operate and maintain the Project. Please refer to Attachment H, Enhanced Use Lease Agreement (Sample) of the RFP regarding any annual requirements.

Q.12. Is there a requirement for using union labor?

A.12. Please refer to Section 2.2.7 of the RFP.

Q.13. Can we keep the timber from clearing the site?

Q.13. The U.S. Army Corps of Engineers will contract any timber clearing associated with the property to be leased, and the United States will keep the proceeds from any sale.

Q.14. Are telecommunications available at the sites?

Q.14. Please refer to Attachment C, Fort Bragg Site Specific Information, of the

RFP.

Q.15. Does Texas Lake intersect Parcels 1 and 2?

A.15. Yes, although it is shallow and marshy in that area, Texas Lake is between Parcels 1 and 2.

Q.16. For Parcel 3, would it be possible to get access from MacArthur Road?

A.16. Access to Parcel 3 from MacArthur Road might be possible.

Q.17. Are there any existing easements on the Parcels?

A.17. There are no known easements on the Parcels.
