About this file
This is a Questions and Answers document from the Fort Bragg Industry Day held on January 9, 2026, addressing inquiries related to a real property development opportunity on the installation.
The document clarifies key administrative and operational responsibilities for selected offerors. Wetlands permitting will be handled by the state with Fort Bragg monitoring, while Fort Bragg issues building permits for on-installation construction with state and local environmental involvement. Selected offerors are responsible for arranging all utilities directly with utility providers; the 90-day Business Terms Agreement execution timeline does not require utilities to be fully determined at signing, only anticipated dates and milestones. Property parcels in the southern area were divided to avoid wetlands, streams, and floodplains while minimizing impact to training lands. Regarding in-kind consideration, Fort Bragg has particular interest in roadway improvements as detailed in RFP Section 6.5.a. Timber harvesting will be managed through a U.S. Army Corps of Engineers contract. Building permit applications require completion of Department of Army Form 4283 submitted to Fort Bragg's Department of Public Works before construction begins. Fort Bragg pays for electricity at tariff rates through Duke Energy and is reimbursed by Installation Management Command; the installation currently has no Power Purchase Agreement but may pursue one if statutory requirements under 10 USC 2922a are satisfied. Questions regarding water withdrawal limitations from adjacent lakes could not be answered by the Department of Army.

Fort Bragg Industry Day Q&A January 9, 2026
Q.1. Who does wetlands permitting?
A.1. The state will do wetlands permitting with Fort Bragg monitoring, but applications will be submitted to the state.
Q.2. Who issues Building Permits?
A.2. Fort Bragg issues the building permits for construction on the Installation.
There will be some state and local involvement, most notably for environmental clearances.
Q.3. Who provides utilities?
A.3. Fort Bragg will not provide utilities. The selected Offeror(s) will be responsible for arranging for all utilities with the appropriate utility providers.
Q.4. The RFP states that the selected offeror will have ninety (90) days to enter into the Business Terms Agreement (BTA). Negotiations with utility providers can take much longer than that.
A.4. The selected Offeror(s) will have ninety (90) days from receipt of its selection notice to execute the BTA. Execution of the BTA does not require that all utilities be determined at that time. The BTA will include the milestones submitted by the selected Offeror in its proposal, and as may be further refined or agreed to with DA during the ninety (90) days, including the selected Offeror’s anticipated dates concerning utilities.
Q.5. Is there a reason the property on the Southern area is broken into 3 parcels?
A.5. The parcels were broken-up to try and avoid wetlands, streams, and floodplains, as well as allow for ease of access and minimal impact to training lands.
Q.6. What types of in-kind consideration is Fort Bragg interested in receiving?
A.6. Offerors should refer to Section 6.5.a of the RFP. Specific to Fort Bragg, improvements to roadways are a large need for the Installation.
Q.7. Who does the clearing of timber on land?
A.7. The sale and harvest of timber will likely be through a contract managed by the U.S. Army Corps of Engineers.
Q.8. Where is the high ground located/what type of slopes are there to the land?
A.8. The areas accessed during the site visits were approximately where the high ground is located for each site.
Q.9. Is there an example of the building permit process?
A.9. Current policy would require the selected Offeror to complete Department of Army (DA) Form 4283 and submit it to Fort Bragg’s Department of Public Works (DPW) prior to the start of any construction.
Q.10. Are there water withdrawal limitations from the lakes adjacent to the parcels?
A.10. DA cannot answer.
Q.11. How does Fort Bragg pay for electricity?
A.11. The installation pays per the tariff rate with the local provider, Duke Energy, that takes into consideration size of user and amount of use. Fort Bragg’s Department of Public Works regularly meets with the provider to discuss usage. If additional energy is needed, it is coordinated with the provider who has capacity to ramp up production to meet that need.
Q.12. Is money for utilities paid by Fort Bragg or “big” Army?
A.12. Fort Bragg pays for all of its utilities and is reimbursed for the cost by the Installation Management Command who maintains the funds to cover these costs.
Q.13. Does Fort Bragg have a Power Purchase Agreement (PPA)? Can it enter into a PPA for electrical utilities?
A.13. Fort Bragg does not have a PPA. DA may be able to enter into a PPA at Fort Bragg assuming that, among other considerations, all statutory requirements are met pursuant 10 USC 2922a.
