About this file
This is a Questions and Answers document from a Fort Bliss Industry Day held on February 6, 2026, regarding a commercial data center Easement for Use (EUL) opportunity.
The Department of the Army (DA) is seeking proposals to design, finance, permit, develop, construct, install, own, maintain, operate, and decommission one or more commercial data center(s) on Fort Bliss property. The property is located approximately 500 feet from an off-post residential area and is underutilized with no planned future military training use. No unexploded ordinance is present on the property, and the nearest live fire range is approximately 13 miles north. Access to the property does not require passage through Fort Bliss Access Control Points, and alternative access routes from Loop 375 (a Texas Department of Transportation road) are viable options. El Paso Electric Company is negotiating an EUL for a power plant with expected construction between 2029-2030, and El Paso Water has confirmed capacity to support the project, though offerors must conduct independent due diligence. The EUL purpose is strictly limited to commercial data center operations; proposals for alternative uses will be rejected as non-responsive. DA may select multiple offerors for award and may consider multiple projects. Section 6.5.a of the RFP identifies possible in-kind consideration projects; any such projects must comply with 10 U.S.C. 2667 and be completed at the lessee's sole cost and expense. Lessees must restore the property to its original condition at the end of the lease term. A source selection evaluation board will review proposals without artificial intelligence assistance, with DA targeting a source selection decision in late March 2026.

Fort Bliss Industry Day Q&A February 6, 2026
Q.1. Has Nustar been notified of the potential EUL?
A.1. Nustar, who has an easement on the Property, has not been notified of the potential EUL.
Q.2. Is El Paso Electric Company (EPE) incurring the whole cost of their Power Plant
EUL?
A.2. The answer provided at Industry Day was “Yes, however, for additional details please reach out to EPE.” Clarification to this answer is that EPE does not have an executed EUL for a power plant on Fort Bliss. EPE and DA are currently in negotiations for an EUL.
Q.3. Would the full power from the power plant be available for use?
A.3. El Paso Electric should be contacted for any questions related to current or future power availability.
Q.4. Would the power generated from the El Paso Electric (EPE) power plant be grid power to meter?
A.4. Questions concerning current or future power availability from EPE should be directed to EPE.
Q.5. When does El Paso Electric (EPE) expect to have the power plant constructed?
A.5. Answer provided at Industry Day was “It could be between 2029-2030.”
Clarification to this answer is that DA cannot speak to EPE’s current or future generation assets. Questions concerning such should be directed to EPE.
Q.6. Would the transmission and distribution power also be provided by El Paso Electric
(EPE)?
A.6. Yes, EPE is the electrical provider in the area.
Q.7. Would the water company be able to support the commercial data center?
A.7. El Paso Water has stated they have the capacity to support the project;
however, El Paso Water should be contacted for confirmation or additional details.
Q.8. What is the distance of the residential area to the EUL site?
A.8. The residential area is approximately 500 feet from the EUL site where the cut out occurs.
Q.9. Is there a plan for expanding the residential area in the future?
A.9. Fort Bliss does not currently have plans to expand the residential area.
Q.10. Would there be any push-back from the community regarding the data center?
A.10. Congresswoman Escobar has been briefed on the potential EUL and stated water usage needs to be carefully considered. DA does not envision any major push-back but cannot say with certainty. Electric power is anticipated to come via a generation asset planned by El Paso Electric, and El Paso Water has stated they could drill additional wells as needed to support the Project to not reduce water availability to the public. However, offerors must perform their own due diligence as provided in the
RFP.
Q.11. Do we need to allocate time and resources to assist in the government affairs?
A.11. Question is overly broad.
Q.12. Are there any lessons learned from working the power plant EUL that can be shared?
A.12. Not at this time.
Q.13. Is the residential area on post?
A.13. No, the area south of the EUL site is off post.
Q.14. Does the Army have an idea for in-kind projects it would like completed?
A.14. Section 6.5.a of the RFP provides some examples of possible in-kind consideration projects DA may prefer.
Q.15. Can multiple proposals be selected?
A.15. Per Section 1.d of the RFP, DA may elect to select more than one Offeror for award and may consider multiple Projects.
Q.16. Should we include other uses for the land in this proposal?
A.16. No. Per Section 1.a of the RFP, the EUL that will result from this RFP will be for the purpose of “designing, financing, permitting, developing, constructing, installing, owning, maintaining, operating, and decommissioning a commercial data center(s) (“Project”).” Proposals for a use other than a commercial data center will not be considered responsive to the RFP and will not be evaluated or considered for award.
Q.17. What kind of training is conducted on the area? Will it impact the EUL?
A.17. The training previously conducted was for maneuvering tanks and other vehicles. No live fire was conducted in this area, and the nearest live fire range is approximately 13 miles north of the EUL site. The property is underutilized and will not be used for training by Fort Bliss.
Q.18. Is there Unexploded Ordinance in the area?
A.18. DA is not aware of any unexploded ordinance on the Properties.
Q.19. Is the route that we took for the tour the only access route?
A.19. No, there are other routes that could be considered.
Q.20. Regarding access, would it be viable to come in from the west side off of Loop 375?
A.20. Yes, that could be an option to consider. Loop 375 is a Texas Department of Transportation road, so questions should be directed to them regarding possible connections.
Q.21. Would we have to go through the Access Control Point every time to access the property?
A.21. No, this location was chosen so an Access Control Point would not have to be accessed and any closure of Fort Bliss would not impact the EUL.
Q.22. Does the Army have any requirements that we would need to follow?
A.22. Please refer to the RFP for all requirements that the selected Offeror will be required to follow.
Q.23. For in-kind consideration, are there certain requirements that need to be met?
A.23. Any in-kind consideration received by DA must be authorized under 10 U.S.C.
2667. Any projects completed on behalf of DA by the lessee as in-kind consideration would be subject to a scope of work or other requirements provided by DA. Also, please refer to Section 2.2.9 of the RFP.
Q.24. For the in-kind projects, would we be able to use your resources or would we have to bring resources to the table?
A.24. Any in-kind projects completed by lessee as consideration for the lease would be at the sole cost and expense of lessee. DA will not provide any resources.
Q.25. Do you have a preferred vendor list you could provide?
A.25. DA does not have a vendor list to provide.
Q.26. What are the regulations regarding personnel operating the data center for being leveraged by commercial clients?
A.26. You would need to follow all applicable federal, state, and local laws and regulations.
Q.27. When can we expect to see an acceptance of proposal?
A.27. Following receipt of proposals, DA will convene a source selection evaluation board to review Proposals received. DA’s desire is to have a source selection decision in late March.
Q.28. Is any AI going to be used to evaluate the proposals?
A.28. No, AI will not be used to evaluate proposals.
Q.29. Is tribal involved at all?
A.29. There is a low probability that cultural resources on the Properties would require tribal involvement.
Q.30. What about endangered species?
A.30. Very low probability in the area, but there is no certainty until environmental studies are completed pursuant to Sections 2.2.1, 2.2.2 and 2.2.3 of the RFP.
Q.31. During construction, does the dirt have to be removed from the site?
A.31. Fort Bliss will coordinate with the selected Offeror on construction logistics, including removal of dirt.
Q.32. The current EUL states the property will be restored back to its original condition at the end of the lease. Is that negotiable?
A.32. Section 1.a of the RFP requires lessee to restore the Property at the end of the lease term.
