About this file
This is a Questions and Answers document from the Dugway Proving Ground Industry Day held on January 7, 2026, addressing potential offerors' inquiries regarding an Enhanced Use Lease (EUL) opportunity at the facility.
The document addresses eight key questions covering critical operational and administrative considerations. Regarding consideration options, the Department of the Army's preference is in-kind consideration, with offerors directed to RFP Sections 1.b, 2.2.13, 6.5, and 7.3.5 for specific guidance. For utilities at Site A, offerors should reference Attachment E of the RFP for provider information. Water is available through Dugway's wells for the sole use of Dugway, though the agency cannot confirm whether available water will meet specific project needs; annual water usage is project-specific. An Environmental Impact Statement exists for Dugway but is not specific to the proposed project, requiring offerors to comply with environmental regulatory requirements per RFP Sections 2.2.1 and 2.2.2. Infrastructure details include transmission lines originating from Tooele, Utah, with Dugway operating a 46 kb line. Access to the facility remains available through the main gate during non-office hours, after hours, and Friday through Sunday.
