About this file
This document is a Request for Proposals (RFP) for a land lease at Fort Hood, Texas. The property available for lease is Parcel 1, consisting of approximately 207 acres of undeveloped, partially eroded grassland located near Tank Destroyer Boulevard and SH-9, within 1 mile of I-14 and the Killeen-Fort Hood Regional Airport. The land, previously used for rural housing and farming, has specific structural height restrictions due to airport proximity and is situated within a region served by ONCOR electricity, Atmos natural gas, and Bell County Water Control and Improvement District utilities.
Environmental considerations include Topsey Clay Loam soil with moderate depth to bedrock, potential requirements for an air permit from the Texas Commission of Environmental Quality, presence of endangered Golden-Cheeked Warbler and Bald Eagle species, and no known chemical, biological, radiological, or nuclear hazards. The property is subject to concurrent federal legislative jurisdiction, meaning both state and federal laws are applicable, with both governments able to enforce their respective laws while the state retains taxation rights. The land is part of Fort Hood, the Army's premier installation for training and deploying heavy forces, situated on 214,968 acres capable of stationing and training two armored divisions.

The Property is bound by Tank Destroyer Boulevard and SH-9. I-14 is located within 1 mile of the Property. The Property is located within an Approach-Departure Clearance Surface from Killeen-Fort Hood Regional Airport. Structures within the Property must be below 375-417 feet in height depending on the exact location. The Property is within ½ mile of residential and commercial properties.
Utilities at Fort Hood:
Electricity: Transmission service is provided by ONCOR. 138kV on the Installation with 345kV adjacent to the Installation.

Environmental Considerations of the Property:
a. The soil taxonomy and description of the Property is Topsey Clay Loam, moderately deep to very deep uplands with loamy surfaces and friable loamy subsoils; slopes 0 to 8 percent; medium natural fertility; medium to high water holding capacity with good plant-soil-moisture relationship; and medium to high production potential.
b. Depth to dense bedrock varies from 20 to 40 inches. The soil is identified as Hydrologic Soil Group C which are soils having a slow infiltration rate when thoroughly wet. These consist chiefly of soils having a layer that impedes the downward movement of water or soils of moderately fine or fine texture. These soils have a slow rate of water transmission.
c. Depending on the Project size and associated emissions, the Air Division of the Texas Commission of Environmental Quality (TCEQ) may require the selected Offeror to acquire a stand-alone air permit.
d. The Golden-Cheeked Warbler is an endangered species on the Installation. The Bald Eagle is also present on the Installation.
