About this file
This file is a Questions and Answers document from a Fort Bliss Industry Day held on January 6, 2026, addressing inquiries regarding an RFP for a land lease opportunity. The document clarifies that only 1,384 acres are available for lease, a reduction from the initially advertised 6,000 acres due to cultural and environmental considerations. The property was previously used for maneuver training, and Fort Bliss is unaware of any unexploded ordnances, though offerors are directed to conduct their own due diligence per RFP Section 2.2.6a. In-kind projects preferred by Fort Bliss include quality of life improvements such as renovated barracks and resurfaced roads.
The document addresses operational and administrative questions regarding site access and evaluation procedures. No access control points currently exist for the property, and express authorization will not be required to access the parcel once a lease is obtained; however, lessees are recommended to retain a copy of the lease agreement during the construction phase. All proposals will be evaluated in accordance with RFP terms. Additionally, the Q&A clarifies that a portion of the site identified as being within El Paso City extraterritorial jurisdiction represents an error, with the City of El Paso being contacted for correction. Potential offerors are advised to contact El Paso Electric directly for information regarding electric service to the parcel.

Fort Bliss Industry Day Q&A January 6, 2026
Q.1. Are the slides going to be available after the presentation.
A.1. The slides will be posted to sam.gov.
Q.2. On your website, it showed that 6,000 acres were available. Why is this only 1,384 acres?
A.2. The land available was reduced due to cultural and environmental considerations prior to posting the RFP on 21 January 2026. At the industry day, DA responded that “If you are interested in the space outside of the 1,384 acres, the Garrison Commander is open to discuss; however there would need to be a more thorough environmental study conducted.” That statement is not accurate.
Only the 1,384 acres identified in the RFP are available for lease.
Q.3. It was mentioned the area is/was used for training. What kind of training is/was done on the property? Are there any unexploded ordnances?
A.3. The area is/was used for maneuver training, and we are unaware of any unexploded ordnances in the area; however, offerors are referred to Section 2.2.6a of the RFP regarding their own due diligence.
Q.4. Can we get a sense of what in-kind projects would be available or what would be beneficial to the installation?
A.4. The type of in-kind projects preferred by Fort Bliss would be quality of life improvement projects. Examples could include renovated barracks, resurfaced roads, etc.
Q.5. It was mentioned that there are two 1.5k El Paso Electric Natural Gas Generation sites, one being next to the 1,384 acres. Is there additional information you can share?
A.5. Potential offerors are advised to contact El Paso Electric for additional information regarding the parcel and potential electric service to it.
Q.6. A portion of the site is in the El Paso City extraterritorial jurisdiction (ETJ). Why is that?
A.6. This is an error, and the City of El Paso has been contacted to correct.
Q.7. Will all of the proposals be evaluated the same?
A.7. All proposals will be evaluated in accordance with the terms of the RFP.
Q.8. Do you have to go through the gate to access the property? What about when construction starts?
A.8. No, there is currently no access control points (ACP) in the area.
Q.9. Do we need some sort of authorization to access the area once we have the lease?
A.9. As there is no access control point (ACP) required to go through to obtain access to the parcel, express authorization will not be required. However, Fort Bliss does typically recommend lessees/grantees retain a copy of the lease agreement on them at all times when accessing the parcel during the construction phase.
