About this file
This is a Questions and Answers document from the Fort Hood Industry Day held on January 5, 2026, addressing potential offerors' inquiries regarding a data center development opportunity on a 207-acre parcel at Fort Hood, Texas.
The document clarifies critical infrastructure and site access details. Oncor serves as the local electric utility with transmission lines along Highway I-14, and Atmos Energy provides natural gas service parallel to the same highway. The City of Copperas Cove is the water and sewer provider. Selected offerors will have direct access to the parcel from State Highway 9 and Tank Destroyer Boulevard without restriction through access control points, and access will be formalized in the lease agreement with the Department of the Army. The site permits private substation development, and selected offerors may acquire utilities independent of Fort Hood's privatized systems if Fort Hood's services prove insufficient. Fire hydrants exist at the nearby railhead for potential Geotech testing coordination with Fort Hood Department of Public Works. Regarding easements, Fort Hood will execute those required on the installation through the U.S. Army Corps of Engineers Real Estate Contracting Officer, while any additional easements required by the offeror become their responsibility. The document also addresses evaluation methodology by referencing Amendment No. 2 of the RFP posted on sam.gov and notes that Fort Hood prefers in-kind contributions focused on infrastructure and facility improvements, such as road upgrades. Private substation development and operation are permissible from the Department of the Army's perspective.

Fort Hood Industry Day Q&A 5 January 2026
Q.1. Who is the electric provider in the area?
A.1. There are a variety of different sources, but Oncor is the local utility that has the transmission lines that deliver energy to the location. The Oncor transmission lines generally run along highway I-14.
Q.2. Are the 345 KV and 138 KV electric lines both along I-14?
A.2. You will need to coordinate with Oncor for specific details related to the electric lines.
Q.3. Was the site ever used for anything previously?
A.3. Please refer to Attachment B and Section 2.2.6.a of the RFP.
Q.4. Where is the water located and who is the local provider of water?
A.4. Potential offerors should contact the City of Copperas Cove for information concerning water.
Q.5. Are there fire hydrants in the area?
A.5. Some fire hydrants are located at the railhead located to the south of the parcel. The selected Offeror(s) can coordinate with Fort Hood Department of Public Works (DPW) regarding access to fire hydrant(s) for Geotech testing. The selected Offeror(s) will coordinate with the City of Copperas Cove for water and sewer.
Q.6. Who is the natural gas provider in the area?
A.6. The natural gas provider in this part of Texas is Atmos Energy, and they have a natural gas line that runs parallel to Highway I-14. If additional information is required, potential offerors should contact Atmos Energy.
Q.7. Can access to the site from Tank Destroyer be granted?
A.7. Yes, the selected Offeror will be able to access the 207-acre parcel from Tank Destroyer Road. Access to the parcel will be part of the terms of the lease between DA and the selected Offeror.
Q.8. Will there be access to use the Railhead?
A.8. No.
Q.9. Would access be restricted through the access control point (ACP)?
A.9. No, access to the parcel is not subject to an ACP. Access to the parcel is available directly from SH-9 and Tank Destroyer Boulevard.
Q.10. Who is responsible for executing easements to bring utilities to the site?
A.10. Easements required on Fort Hood will be executed between the selected Offeror and a warranted Real Estate Contracting Officer with the U.S. Army Corps of Engineers. Any easements required by the selected Offeror will be the selected Offeror’s responsibility.
Q.11. Does Fort Hood maintain its own distribution or is it contracted out?
A.11. Fort Hood operates its own distribution network. The utilities have been privatized for water, wastewater, electric and natural gas. The privatized electric company operates at a low voltage distribution network on Fort Hood. Services may not be available from the privatized utilities to service the data center, which will require the selected Offeror to acquire utilities independent of Fort Hood.
Q.12. What are some examples of In-Kind projects that would be beneficial to Fort Hood?
A.12. Fort Hood’s preference for in-kind projects would predominantly be infrastructure and facility related. An example could include upgrades to Fort Hood’s roads.
Q.13. How will the proposals be evaluated, individually or all four installations combined?
A.13. Please refer to Amendment No. 2 of the RFP posted on sam.gov.
Q.14. Will there be any issues with a developer, building, owning and operating its own substation on the parcel.
A.14. From DA’s perspective, it is not aware of anything that would prohibit the selected Offeror from developing, building, owning and operating its own substation.
Q.15. Is the evaluation criteria for the RFP weighted equally?
A.15. Please refer to Sections 7.1 and 7.3 of the RFP for how DA will evaluate Proposals.
