About this file

This is a Questions and Answers document from Fort Hood's Industry Day held on February 5, 2026, addressing inquiries from potential offerors regarding a data center construction and operations project on Fort Hood property. The Q&A clarifies key project parameters: the data center site location will have no impact on soldier training activities, with only occasional helicopter flyovers expected. Wind turbines are prohibited due to conflicts with Army Aviation helicopter operations and pilot safety concerns. The nearest residential area, 'The Homes at Copperas Cove,' is approximately one mile from the proposed Extended Use Lease (EUL) site, with no future residential subdivisions planned on Department of Army property.

Regarding infrastructure and utilities, offerors must coordinate with the City of Copperas Cove for water supply and sewer services, as local aquifers are not considered reliable. Electric delivery coordination is required with Oncor Electric. The selected offeror must comply with all federal, state, and local laws, regulations, and permitting requirements. Solar panels are permitted subject to glint glare analyses per RFP Section 2.2.11. Construction equipment access is available via unfettered access to Tank Destroyer Boulevard. Height restrictions apply and are detailed in Attachment B of the RFP. Basement construction is permitted following geotechnical testing and Fort Hood review of construction plans. Physical security measures, including fencing and gates, are required per RFP Section 2.3.4.d. Fort Hood's preference for in-kind projects is infrastructure and facility-related work, with road upgrades as the first priority. The Golden-cheeked Warbler, an endangered species present on post, is not found on the proposed outlease property. Questions regarding the RFP must be received by 5:00 PM EST on February 13, 2026.

Fort Hood Industry Day Q&A February 5, 2026

Q.1. Are there any impacts with construction and operation of the Data Center regarding soldier training?

A.1. No training impacts are anticipated based on the specified land location.

There will be no soldiers conducting training and no explosives or live-fire exercises in the immediate vicinity of the parcel. Occasional helicopter flyovers may occur, but these are not considered a significant impact.

Q.2. Would the offeror/lessee be allowed to construct Wind Turbines?

A.2. Our primary concern is the inherent conflict between wind turbine structures and Army Aviation helicopter operations. The safety of our pilots and the integrity of our training missions are paramount; therefore, Fort Hood would not support a proposal that involves powering a facility, such as a data center, with wind turbines due to the potential for interference with aviation activities.

Q.3. What is the nearest residential area to the data center site, and are there any future planned subdivisions near the site?

A.3. The nearest residential area is 'The Homes at Copperas Cove' that is located approximately one mile from the proposed EUL site. As the location is on DA property, no new residential subdivisions are planned for the area.

Q.4. Would the water source be provided by the city or by well?

A.4. The aquifers in the area are not considered a reliable water source. While the lessee may conduct their own testing to determine the viability of a water well, it is recommended you coordinate with the City of Copperas Cove to secure a dependable water supply.

Q.5. Would the project be subject to any city, county, permitting process.

A.5. Per the RFP, the selected offeror will be required to follow all federal, state, local laws, regulations, and permitting requirements.

Q.6. Has Oncor Electric provided the maximum power that they can provide to the facility.

A.6. Please coordinate with Oncor Electric regarding electric delivery.

Q.7. What is the preferred Work In-Kind projects that Fort Hood would like to see.

A.7. Fort Hood’s preference for in-kind projects would predominantly be infrastructure and facility related. First priority would be upgrades to Fort Hood’s roads.

Q.8. What are the transportation capabilities for getting construction equipment to the site?

A.8. The lessee would have unfettered access to Tank Destroyer Boulevard.

Q.9. Would the use of solar panels be allowed?

A.9. Fort Hood has no objections to the use of solar panels; however, please refer to Section 2.2.11 of the RFP regarding glint glare analyses.

Q.10. Will the security fence and gates be removed?

A.10. Please refer to Section 2.3.4.d of the RFP regarding required physical security measures.

Q.11. Are there any height restrictions?

A.11. Yes, there are height restrictions. Please refer to Attachment B, Fort Hood Site Specific Information, of the RFP.

Q.12. What about building underground, such as a basement?

A.12. There are no concerns regarding the construction of a basement. However, prior to proceeding, it would be advisable for Fort Hood to review the construction plans to ensure that no actions are taken that could pose risks or conflict with DA regulations.

Additionally, it would be necessary for you to conduct your own geotechnical testing. If the results support the feasibility of a basement, Fort Hood would have no objections to its construction.

Q.13. If the water source we are currently using exceeds the maximum capacity of the water system due to new developments and results in limitations on the water supply available for our power source, what alternative water source options would be available to us?

A.13. The City of Copperas Cove is the local municipality responsible for providing sewer and water utilities in the area, and you will need to coordinate directly with them.

Q.14. Are there endangered species in the area?

A.14. The Golden-cheeked Warbler, an endangered species, is present on post;

however, it is not found on the property proposed for outlease.

Q.15. When are questions regarding the RFP due?

A.15. Questions will be considered if received prior to 5:00pm (EST) on February 13, 2026.
