About this file

This document is a supplementary conditions section and site visit notice for a federal construction contract solicitation.

The Brand Name or Equal clause (August 1999) establishes procedures for offerors proposing alternative products to those specified in the solicitation. To be considered for award, equivalent product offers must meet all salient physical, functional, or performance characteristics specified in the solicitation; clearly identify the item by brand name and make/model number; include descriptive literature such as illustrations or drawings; and clearly describe any planned modifications. The Contracting Officer will evaluate equal products based only on information furnished by the offeror or reasonably available in the offer, and is not responsible for obtaining additional information. Unless an offeror explicitly indicates an "equal" product in the offer, the brand name product referenced in the solicitation must be provided.

The contract requires the contractor to commence work within 10 calendar days of receiving the notice to proceed, prosecute work diligently, and complete all work ready for use within 924 calendar days, including final cleanup. A mandatory Site Visit/Pre-Proposal Meeting is scheduled for 27 August 2026, beginning at 1330 hours at Building 330, with movement to Building 27 for exterior and interior inspections concluding by 1530 hours. Attendees must RSVP by 1500 hours EST on 26 August 2026 to Joseph.A.Verdone@usace.army.mil with name, company, contact information, and DBIDS verification code, and must bring valid Real ID documentation. The solicitation notes that contractors should independently investigate weather conditions, access routes, and other site conditions, as the Government provides physical data for informational purposes only.
