SECTION 27 10 00 Page 9
1.4 SYSTEM DESCRIPTION
1.4.1 General
Scott AFB 1600 building is a 3 story facility with 314,000 SF of work space and will support approximately 2,100 personnel. This building is to completely gutted and rebuilt from the existing building skeleton. The communications scope will be a complete replacement/upgrade of all communications infrastructure inside the building.
1.4.1.1 Existing Cabling
Currently there is a quantity of copper and fiber optic cabling that passes through or terminates within building 1600 which feeds building on base which are "down stream". The 375th Comm Squadron is taking measures to move all cabling and connection outside of building 1600 to mitigate any communications outages to buildings throughout the base due to the demolition which will take place within building 1600. The contractor shall closely coordinate with the 375th CS prior to proceeding with any work in the building to ensure there are no disruptions in service to any other buildings on base as a result of their work.
1.4.2 Demolition
As stated above, building 1600 will be demolished to the existing framework. All communications infrastructure shall be removed to the nearest existing man hole. Outside Plant pathways shall be preserved as noted on plans.
1.4.3 New Work
All new communications work included within this specification will follow references included within: UFC 3-580-01 , AFSSI 7703 , NSTISSAM/2-95 . The building telecommunications cabling and pathway system shall include permanently installed backbone and horizontal cabling, horizontal and backbone pathways, service entrance facilities, work area pathways, telecommunications outlet assemblies, conduit, raceway, and hardware for splicing, terminating, and interconnecting cabling necessary to transport telephone and data (including LAN) between equipment items in a building. The horizontal system shall be wired in a star topology from the telecommunications work area to the floor distributor or campus distributor at the center or hub of the star. The backbone cabling and pathway system includes intrabuilding and interbuilding interconnecting cabling, pathway, and terminal hardware. The intrabuilding backbone provides connectivity from the floor distributors to the building distributors or to the campus distributor and from the building distributors to the campus distributor as required. The interbuilding backbone system provides connectivity between the campus distributors and is specified in Section 33 82 00 TELECOMMUNICATIONS OUTSIDE PLANT (OSP).
Provide telecommunications pathway systems referenced herein as specified in Section 26 20 00 INTERIOR DISTRIBUTION SYSTEM.
1.4.3.1 Seismic Requirements
The renovation to Building 1600 is being done in order to bring it up to current seismic standards. It has been determined that the building falls in a Category E area. All communications equipment installed within the building shall meet category E seismic reinforcement requirements and
UFC 3-580-01 .
SECTION 27 10 00 Page 10
1.4.4 Spaces
1.4.4.1 Building Entrance Facility (BEF)
There will be (2) EFs provided in building 1600. They will include a primary EF in room 1418 and a secondary in room 1108. EFs will contain lightning protection, equipment racks, copper and fiber optic distribution hardware, Telecommunications main grounding hardware, etc. required to distribute communications signals from incoming cabling to building systems infrastructure. The EF shall include plywood on all walls, free standing equipment racks with vertical wire management and an overhead ladder rack system to mount any associated communications hardware to make cable transitions. Pathways and fire stop sleeves shall provide a means to route cable into the building.
1.4.4.2 Cable Vault (CV)
There will be (2) 8'x8'x8' cable vaults provided for the facility. Cable vaults will be located beneath each of the (2) Entrance Facility spaces.
All OSP communications copper and fiber cable will enter/exit the facility via cable vaults.
1.4.4.3 Telecom Room
Unclassified and Classified TRs will be located throughout the building on each floor as shown on plans. TRs will be stacked from floor to floor as best as possible to keep routing of risers and utilities manageable. Sets of 7'x19" free standing equipment racks and cabinets shall be included to terminate and patch riser and horizontal copper and fiber optic cables.
All racks shall be equipped with vertical and horizontal wire management in each TR. A minimum of 8' of dedicated wall space shall be provided for wall security and ancillary equipment, and cable terminations.
1.4.5 Pathways
1.4.5.1 Conduits and Sleeves
Conduits will be used to route backbone cable, micro-duct and in certain instances horizontal cabling. Sleeves will be used primarily as wall & floor penetrations.
1.4.5.2 Micro-duct
Micro-Duct shall be provided from the OSP MHs to both East and West BEFs for the installation of OSP fiber optic cabling. Micro-Duct will terminate into the rack mounted fiber optic panels located in the BEF racks.
Micro-Duct shall be financed and installed by the Government.
1.4.5.3 Horizontal Ladder Runway
All communications spaces including the EF and TRs shall include a telecommunications ladder rack runway system installed above racks for routing of communications cable within each equipment space. Ladder rack runways will consist of two longitudinal side members connected by individual transverse members. Systems shall include splice assemblies, junction assemblies, connector plates, bends, supports, drop out and grounding straps as required in all equipment rooms.
SECTION 27 10 00 Page 11
1.4.5.4 Vertical Ladder Runway
Vertical ladder runway will be installed within each communications EF or TR to route copper and fiber optic riser cables vertically up walls where needed. Vertical ladder runway should be a minimum of 18" wide and be permanently attached to plywood.
1.4.5.5 Basket Tray
A Basket type cable tray system for all horizontal cable will be included for routing of cable from TRs to Work Area Outlets. Basket tray will be provided overhead throughout the building and under floor in spaces where raised access floor is provided. This allows for differing classifications and types of cables to be pulled in straight lines for ease and cross at primary locations. All basket trays shall be sized to accommodate cable quantities day 1 and allow for a 25% expansion. Total calculated cable tray fills shall not exceed a maximum 40% total fill. Separate basket trays shall be provided for unclassified and classified cable systems.
1.4.5.6 Consolidation Points (CP)
