About this file

This document contains a justification and approval for using a brand name item on a federal construction contract. The U.S. Army Corps of Engineers Louisville District will award a firm fixed price construction contract using FY21 funds to renovate the 314,000 square foot Air Mobility Command Headquarters at Scott Air Force Base in Illinois. The scope of work includes a complete renovation and replacement of all life safety, structural, architectural, interior, electrical, HVAC, plumbing, telecommunications, and security systems. The justification cites Federal Acquisition Regulation authority to use the Honeywell Vindicator security system as the only brand that is compatible with the existing base-wide system at Scott Air Force Base, and no other system will be certified by the installation. A notice of intent to sole source was posted with no other interested sources responding. The related federal contract opportunity is solicitation number W912QR20R0087 for the renovation work with a duration of 1260 calendar days and total magnitude between $100-250 million. The solicitation will be full and open competition for a firm fixed price contract.

JUSTIFICATION AND APPROVAL

FOR OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Agency: U.S. Army Corps of Engineers (USACE), Louisville District, Post Office Box 59, Louisville, Kentucky 40201-0059.

2. Description of Action: This justification and approval (J&A) is being prepared for the use of a brand name item, Honeywell Vindicator Security System, in the firm fixed price construction contract for the Air Mobility Command (AMC) Headquarters Renovation Project at Scott Air Force Base, Illinois. The government will not purchase the Vindicator equipment directly, but rather brand name specifications will be included in the design bid build solicitation that will lead to a new firm fixed price (FFP) construction contract.

The construction contract is planned to be awarded under a full and open solicitation, using FY21 Sustainment, Restoration, and Modernization (SRM) funding.

3. Description of Supplies/Services: The security system selected for use on the Air Mobility Command (AMC) Headquarters Renovation Project at Scott Air Force Base, Illinois are Honeywell. The estimated total cost for the equipment is approximately

XXXXX.

4. Authority Cited: 10 United States Code (U.S.C.) 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2) “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” This authority is applicable to brand name justifications in accordance with FAR 6.302-1(c)(1).

5. Reason for Authority Cited:

a) Background: The Air Mobility Command Headquarters Renovation project at Scott Air Force Base is a wholesale renovation and systems replacement project.

The scope of the project will consist of a complete renovation to make the 314,000 SF facility current for all applicable criteria, standards, and codes. The scope includes life safety systems, structural systems, architectural and interior systems, interior power and lighting, emergency / alarm systems, plumbing, HVAC, telecommunications systems, ATFP/Seismic upgrades, server racks, floors, walls / ceilings, toilets, and furnishings.

Work will include providing adequate seismic bracing and protection to the existing steel structure. Replacement of the interior partitions to better the suit the current mission within the facility. Replacement of the existing lighting with a more energy efficient system, and replacement of all conduit that will hold the wiring for all communication lines, security system lines, and fire alarm systems.

Installation of a fire suppression system to meet updated codes to include any alarm and mass notification systems. All interior and exterior windows will be replaced along with the interior and exterior doors. The electrical, HVAC, and plumbing systems will be replaced. Site work will include grading of the site and soil removal to accommodate additional pier foundations being installed. Site electrical utilities will include a primary switchgear, transformer, and grounding system. A generator will be included to ensure emergency power for the facility.

The facility currently uses Vindicator systems; as do all other facilities located on Scott Air Force Base. The intent is to replace the existing Vindicator system with a new Vindicator system of the same brand.

b) Justification: Vindicator system is the only IDS/ACS alarm system that is authorized to be used on Scott AFB and no other system will be certified by this office (per Program Manager, Electronic Security System). AFI 31-101 does not specify a particular alarm system that has to be used, however no other alarm system is compatible with Vindicator. Due to this, if a facility is to maintain required physical security contingencies, Vindicator is what has to be used.

c) Impact: If Vindicator is not utilized then the facility will be operating outside of physical security requirements on Scott Air Force Base. To overcome this, a new monitoring system would be required that would have to be managed by the facility tenant and would come at increased cost to the Government for equipment and manning.

d) Alternatives: None viable to achieve a fully functioning system for the reasons noted above in paragraph 5. b) and c).

6. Efforts to Obtain Competition: A Notice of Intent to Sole Source was posted on the beta.sam.gov website. To date, no other sources have written to express interest.

7. Actions to Increase Competition: Apart from the complete replacement of the current base-wide security system in its entirety, competition will be limited. This is a finite requirement with no anticipated future needs, and therefore there are no actions to increase future competition.

8. Market Research: A Notice of Intent to Sole Source was posted on the beta.sam.gov website. To date, no other sources have written to express interest.

9. Interested Sources: A Notice of Intent to Sole Source was posted on the beta.sam.gov website. To date, no other sources have written to express interest.

10. Other Factors: None
