Re: Asbestos and Hazardous Materials Survey Air Mobility Command Headquarters
Building 1600 Scott Air Force Base, Illinois Geotechnology Job No. J025118.03
Dear Mr. Rahman:
In accordance with our proposal P025118.02, dated September 6, 2017, Geotechnology, Inc.
(Geotechnology) is pleased to provide this asbestos and hazardous materials survey report for the referenced project. Our scope of services included a site survey, material sampling of suspect asbestos containing materials (ACM), laboratory analysis of samples, and a letter report.
SITE AND PROJECT DESCRIPTION
The subject property consists of an approximately 314,000-sqare-foot, three-story Scott Air Force Base support structure located northwest of the intersection of Scott Drive and West Martin Street within Scott Air Force Base, Illinois. The building was constructed in two phases. The inner core or “command core” was constructed circa 1966, and the outer “horseshoe” structure was constructed circa 1974.
ASBESTOS SURVEY
The objective of the asbestos survey was to identify potential ACM in suspect building materials or components located within the subject building that may require abatement prior to demolition and renovation activities. In general conformance with the National Emission Standards for Hazardous Air Pollutants (NESHAPs) and the Illinois Department of Public Health (IDPH) requirements, the survey was conducted from October 30 – November 7, 2017, by Mr. Brad Lohrum, an Illinois-licensed asbestos inspector. Copies of Mr. Lohrum’s training certificate and asbestos inspector license is included in Appendix A.

Samples were collected in general conformance with the NESHAPs and IDPH requirements.
The identified suspect ACM were subdivided into homogeneous areas (an area of surfacing material, thermal system insulation material or miscellaneous material that is uniform in color and texture). Samples were collected from each identified homogeneous area, consistent with industry practice.
Using standard chain-of-custody procedures, the suspect ACM samples were submitted to QuanTEM Laboratories of Oklahoma City, Oklahoma, a National Voluntary Laboratory Accreditation Program (NVLAP)-accredited laboratory, for identification by Polarized Light Microscopy (PLM) coupled with dispersion staining, according to the test method, “Method for
Determination of Asbestos in Bulk Building Materials” (EPA/600/R-93/116). Separable layered samples were analyzed by layer. Drywall samples were analyzed by PLM point count (EPA 400) consistent with industry practice. A copy of the asbestos survey summary is included in Appendix B, and copies of site floor plans with room locations are included in Appendix E.
RESULTS
Laboratory analyses of the submitted samples detected the presence of asbestos greater than one percent, or they were assumed to be asbestos-containing, in the following materials in the buildings.
TABLE 1
ASBESTOS-CONTAINING MATERIALS SUMMARY
Building 1600 Estimated Quantity
Drywall System (Joint Compound Only)* 191,740 SF Floor Tile / Mastic – 12” x 12” Green / Tan Mottled (Mastic Only)** 20 SF Relic Black Mastic 7,620 SF Black Tar Caulk 9,235 LF Tan Interior Window Caulk 6,820 LF Floor Tile / Mastic – 12” x 12” White Mottled (Mastic Only)** 530 SF Black Floor Adhesive 21,835 SF Spray-on Fireproofing 1,320 SF Floor Tile / Mastic – 12” x 12” Tan with Brown Streaks 7,750 SF Floor Tile / Mastic – 12” x 12” White Pebble 600 SF Roofing Material (Assumed) 108,000 SF SF = square feet LF = linear feet *Asbestos was present in joint compound layer. When analyzed as a composite sample with drywall, asbestos content was < 1.0%. Estimated quantity includes drywall components.
**Non-ACM floor tile should be treated as ACM because black mastic cannot be removed from tile.

Geotechnology will not be able to represent that the site contains no asbestos beyond that detected or observed by Geotechnology during the survey. Furthermore, the quantities listed in the asbestos survey summary sheets in Appendix B and ACM location tables in Appendix C should be considered approximate only. For bidding purposes, we recommend that contractors prepare abatement bids only after conducting a site reconnaissance. Copies of the asbestos laboratory analytical results are included in Appendix G. Photographs were collected for each homogeneous area of suspect building material sampled. Please note that areas 38 and 58 – 64 were not photographed due to camera restrictions within the areas where the materials were located. Photographs are included in Appendix F.
HAZARDOUS MATERIALS SURVEY
A hazardous materials survey was conducted from October 30 – November 7, 2017, by Mr.
Seth Lamble, an Engineer with Geotechnology, to note the location and quantity of hazardous materials. Examples of hazardous materials include fluorescent lights, polychlorinated biphenyl (PCB) ballasts, mercury thermostats, paints, etc. The quantities of materials identified should be considered approximate only. For bidding purposes, we recommend that contractors prepare abatement bids only after conducting a site reconnaissance. The hazardous materials inventory is included in Appendix D.
ASBESTOS RECOMMENDATIONS
Our recommendations are summarized below:
• The identified joint compound appears to be Friable ACM. However, when taken as a composite sample with the other components of the drywall system and analyzed by PLM 400 point count, the asbestos content was found to be < 1.0%. Therefore, this material is not treated as a regulated material under NESHAPs. However, certain engineering controls and work practices still apply under OSHA.
• The identified spray-on fireproofing appears to Friable ACM and should be removed by a licensed abatement contractor prior to demolition or renovation activities that may impact this material. The fireproofing was observed in areas with limited access within the core building. This material has been assumed to exist on roof decking and structural members around the entire perimeter of the core building.
• The identified floor tile appears to be Category I Non-Friable ACM and should be removed by a licensed abatement contractor prior to demolition or renovation activities that may impact this material.
• The identified floor mastic, floor adhesive, and door and window caulk appear to be Category II Non-Friable ACM and should be removed by a licensed abatement contractor prior to demolition or renovation activities that may impact these materials.
© 2017 Geotechnology, Inc. 4
• The roofing materials were not sampled, and have been assumed to be Category II Non-Friable ACM. Prior to renovation, these materials may be sampled to determine asbestos content. Otherwise, they should be removed and disposed of as asbestos waste
• For demolition and renovation projects which require the removal of friable and/or Category I Non-Friable and/or Category II Non-Friable ACM, NESHAPs and IDPH notifications are required.
• Third party clearance sampling and testing may be required.
HAZARDOUS MATERIALS RECOMMENDATIONS
The identified hazardous materials should be removed by a qualified contractor. Depending on types of materials, quantities, and disposal/recycling options, on-site storage requirements may apply. We recommend that the contractor supply disposal manifests/bills of lading for these materials.
