JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Agency: U.S. Army Corps of Engineers (USACE), Louisville District, Post Office Box 59, Louisville, Kentucky 40201-0059.
2. Description of Action: This justification and approval (J&A) is being prepared for the use of a brand name item, Bosch Security Cameras, in the firm fixed price construction contract for the Air Mobility Command (AMC) Headquarters Renovation Project at Scott Air Force Base, Illinois. The government will not purchase the Bosch equipment directly, but rather brand name specifications will be included in the design bid build solicitation that will lead to a new firm fixed price (FFP) construction contract. The construction contract is planned to be awarded under a full and open solicitation, using FY21 MILCON funding.
3. Description of Supplies/Services: The security cameras selected for use on the Joint Operations and Mission Planning Center project at Scott Air Force Base, Illinois are Bosch. The estimated total cost for the equipment is approximately XXXXXX.
4. Authority Cited: 10 United States Code (U.S.C.) 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2) “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” This authority is applicable to brand name justifications in accordance with FAR 6.302-1(c)(1).
5. Reason for Authority Cited:
a) Background: The Air Mobility Command Headquarters Renovation project at Scott Air Force Base is a wholesale renovation and systems replacement project. The scope of the project will consist of a complete renovation to make the 314,000 SF facility current for all applicable criteria, standards, and codes. The scope includes life safety systems, structural systems, architectural and interior systems, interior power and lighting, emergency / alarm systems, plumbing, HVAC, telecommunications systems, ATFP/Seismic upgrades, server racks, floors, walls / ceilings, toilets, and furnishings. Work will include providing adequate seismic bracing and protection to the existing steel structure.
Replacement of the interior partitions to better the suit the current mission within the facility.
Replacement of the existing lighting with a more energy efficient system, and replacement of all conduit that will hold the wiring for all communication lines, security system lines, and fire alarm systems. Installation of a fire suppression system to meet updated codes to include any alarm and mass notification systems. All interior and exterior windows will be replaced along with the interior and exterior doors. The electrical, HVAC, and plumbing systems will be replaced. Site work will include grading of the site and soil removal to accommodate additional pier foundations being installed. Site electrical utilities will include a primary switchgear, transformer, and grounding system. A generator will be included to ensure emergency power for the facility.
The facility currently uses Bosch cameras Bosch monitoring software; as do all other facilities located on Scott Air Force Base. The intent is to replace the existing cameras with new cameras of the same brand.
b) Justification: Scott AFB Security Forces utilize Bosch software to manage cameras and maintain security vigilance. Because the software that Security Forces runs for the camera server is Bosch, any camera that is installed and connected to Security Forces for monitoring also needs to be Bosch compatible with the Bosch software. To keep uniform with other buildings on base and to receive central monitoring by Security Forces, Bosch will be utilized.
c) Impact: If Bosch cameras are not used it would result in a facility not receiving central monitoring by security forces, increasing risk of breaches. In this scenario, in order to comply with central monitoring requirements, a new server system would be necessary to monitor the non-compatible cameras, resulting in a greater cost impact to the Government.
d) Alternatives: None viable to achieve a fully functioning system for the reasons noted above in paragraph 5. b) and c).
6. Efforts to Obtain Competition: A Notice of Intent to Sole Source was posted on the beta.sam.gov website. To date, no other sources have written to express interest.
